About this file
This is a Questions and Answers (Q&A) document for a USDA Forest Service solicitation regarding Mark Twain Trail Maintenance (Solicitation: 12444626Q0048), issued on 21 July 2026.
The Government clarified that quotes should reflect only stated requirements, limited to site reconnaissance and site grading to specified requirements. The Government will provide all materials including rocks, concrete, rebar, and picnic table/firing components; contractors are not responsible for supplying these materials. Potential contractors must have an active SAM registration at both quote submission and contract award; registrations still in process do not meet requirements. There is currently no incumbent contractor. Contractors should review the Statement of Work for information on Government priorities including quality, staffing, equipment, experience, and schedule. The evaluation will be conducted according to terms and conditions as outlined in the Terms and Conditions document, which specifies the weight given to technical capability and relevant past performance. The Government indicated that no specific areas of the Statement of Work require particular attention beyond standard evaluation criteria, and no known performance issues exist from previous contracts. Site visit opportunities are available upon contractor request, and all documents including photographs and maps have been attached to the solicitation. Previous contract value information is available on SAM.gov.

Q&A 21 July 2026 Mark Twain Trail Maintenance Solicitation:12444626Q0048
(Reply from the question below) “The question was if materials would need to be brought in to support the trails and we’re not able to find that in any of the paperwork”. To clarify, at this time we only require the work stated in the solicitation. The current requirement is limited to performing the site reconnaissance and grading the site to the specified requirements. Please re-review the solicitation documents, your quote should reflect only the stated requirement.
Thank you.
Are any quantities of outside material in the plan to be used? It does appear from plans there are stone trail sections that may need to be replaced or extended. No, all we need is the actual component of the picnic tables or the firings, as far as rocks, concrete, or rebar to help set we will provide.
Can you please confirm whether our entity registration must be fully active prior to quote submission, or whether a registration in process is acceptable provided it is active prior to award? Potential Contractors are required to have an active SAM registration at the time of quote submission and at the time of contract award. Registration, which is still in process, does not meet the requirement.
Is there an incumbent contractor currently performing this work? If so, who is the current contractor? Currently there is no incumbent.
What has been the approximate annual contract value or previous award amount for this requirement? Please visit SAM.gov for this information.
How many contractors attended or are expected to compete for this solicitation? There is no set number of contractors expected for this requirement.
What are the Government's highest priorities for this project (quality, staffing, equipment, experience, schedule, etc.) Please review the Statement of Work for this information.

Are there any known challenges or performance issues from previous contracts that the Government would like the next contractor to improve upon? No.
Are there any areas of the Statement of Work that you believe offerors should pay particular attention to when preparing their proposals? No, we will evaluate submissions according to the terms and conditions.
Will technical capability or relevant past performance carry significant weight during the evaluation process? Please review the Terms and Conditions document.
Are there any opportunities for a site visit beyond those already announced, or additional photographs or maps available to assist in preparing our proposal? Yes, when are you available for a site visit? All documents have been attached to the solicitation.
