About this file

This is a Questions and Answers (Q&A) document for two separate USDA Forest Service solicitations: Mark Twain Trail Maintenance (Solicitation 12444626Q0048) and LEI (2) UTVs (Solicitations 12444626Q0027/12444626P0036).

Mark Twain Trail Maintenance (12444626Q0048): The primary scope is limited to site reconnaissance and grading to specified requirements only. No outside materials such as stones, concrete, or rebar are required from the contractor; the Government will provide these materials. Picnic table and firing components are contractor-supplied. Potential contractors must have an active SAM registration at both quote submission and contract award; registrations in process do not meet requirements. There is no incumbent contractor. Equipment may be left on site overnight. Site visits are available, with all documents attached to the solicitation. Government priorities are detailed in the Statement of Work. There is no set budget amount; contractors must review all documents and submit complete packages. Award and start dates are specified in the solicitation documents.

LEI (2) UTVs (12444626Q0027/12444626P0036): No known performance issues or challenges exist from previous contracts. Submissions will be evaluated according to the terms and conditions document. Technical capability and relevant past performance evaluation weight is specified in the Terms and Conditions. Representations and Certifications are not required. The requirement does not include cattle removal. No scope changes have occurred from previous solicitations. Award and start dates are contained in the solicitation documents.

Q&A 28 July 2026 Mark Twain Trail Maintenance Solicitation:12444626Q0048

(Reply from the question below) “The question was if materials would need to be brought in to support the trails and we’re not able to find that in any of the paperwork”. To clarify, at this time we only require the work stated in the solicitation. The current requirement is limited to performing the site reconnaissance and grading the site to the specified requirements. Please re-review the solicitation documents, your quote should reflect only the stated requirement.

Thank you.

Are any quantities of outside material in the plan to be used? It does appear from plans there are stone trail sections that may need to be replaced or extended. No, all we need is the actual component of the picnic tables or the firings, as far as rocks, concrete, or rebar to help set we will provide.

Can you please confirm whether our entity registration must be fully active prior to quote submission, or whether a registration in process is acceptable provided it is active prior to award? Potential Contractors are required to have an active SAM registration at the time of quote submission and at the time of contract award. Registration, which is still in process, does not meet the requirement.

Is there an incumbent contractor currently performing this work? If so, who is the current contractor? Currently there is no incumbent.

What has been the approximate annual contract value or previous award amount for this requirement? Please visit SAM.gov for this information.

How many contractors attended or are expected to compete for this solicitation? There is no set number of contractors expected for this requirement.

Will technical capability or relevant past performance carry significant weight during the evaluation process? Please review the Terms and Conditions document.

Are there any opportunities for a site visit beyond those already announced, or additional photographs or maps available to assist in preparing our proposal? Yes, when are you available for a site visit? All documents have been attached to the solicitation.
