About this file

This file is a Questions and Answers (Q&A) document issued as Amendment 0002 to Solicitation 12444626Q0026 for a Gravel Purchase project on the Hiawatha National Forest. The Q&A addresses specific inquiries regarding haul route suitability and equipment specifications for the aggregate hauling and spreading work.

The primary question concerns the operational feasibility of using double belly dump trucks (70-80 feet in overall length) on designated haul routes and work areas, specifically addressing overhead clearance from tree cover and low branches, turning radius capabilities at intersections (FR2109, FR2224, FR2225), and road width and shoulder conditions. The government's response confirms that road widths are adequate and tree/branch clearance presents no issues, though site verification is recommended for turning radius validation at intersections. The response also suggests an alternative routing option: entering FR2109 from FH-13 and exiting empty via County Roads 440 or 442, contingent upon the vehicle's empty weight. While the Q&A does not provide explicit equipment preferences, it implicitly addresses the viability of double belly dump trucks as a hauling option for this small business set-aside acquisition valued for furnishing materials, equipment, trucking, labor, and spreading services on the Hiawatha National Forest.

Q1. Are the designated haul routes and work areas are suitable for double belly dump trucks (approximately 70-80 ft overall length), specifically regarding:

-Overhead clearance (tree cover/low branches) -Turning radius at intersections (FR2109, FR2224, FR2225, etc.)

-Road width and shoulder conditions for safe operation - Road width will be fine.

Additionally, based on your experience with similar projects in this area, could you please advise what type of hauling and spreading equipment has been typically used or preferred (e.g., double belly dumps, single belly dumps, end dumps with grader, etc.)?

A1. There are no issues with trees/branches, and the road width would be fine. We believe the radius would be acceptable; however, the site should be visited to confirm. An option to consider would be to enter FR2109 from FH-13 and drive out empty to either Co Rd 440 or 442 if the empty weight is <80,000 lbs.

The specifications call for trucks to unload using spreader chains. Typically, vendors have used what are called Michigan Trains, a lead truck pulling a pup. They empty the pup first, disconnect and empty the lead, then reconnect and drive away. A government grader operator is on-site when unloading is occurring.

Q2. What are the conditions of the road(s) used to access the two locations? Would it be more efficient to do a pre-haul and then bring in other trucks?

A2. The roads are in good shape. FR2109 project is to widen and add roadbed depth. The method of pre-hauling and store in the Corner Lake pit and then bring in other trucks is acceptable.
