About this file

This is a Questions and Answers document from the USDA Forest Service CSA East 6 contracting division dated May 18, 2026, addressing clarifications for a lawn maintenance services contract at their Atlanta facility located at 1720 Peachtree Street NW, Suite 876S.

The document clarifies that this is not a new requirement; bidding contractors must demonstrate their history of established accomplishments and identify themselves if they are the incumbent contractor. Previous contracts are available on SAM.gov. Services are required from May through September due to winter negating the need for lawn services, and offerors should price accordingly without spreading seasonal costs across all 12 monthly units. Service frequency should be determined by Statement of Work standards, with grass length maintained between 2.5 and 3.5 inches, supported by weekly visits to assess needs for mowing or debris cleanup. For chemical products (seed, fertilizer, and weed control), bidders may structure pricing as they see fit, with the understanding that unused products cannot be billed. Applications should be treated as needed and subject to Contracting Officer Representative approval after award. Invoices must be submitted in a timely manner only for months when work is performed. No known problem areas exist on the property, and a formal site visit is not required, though contractors may coordinate an optional visit with the designated point of contact.

USDA Forest Service

CSA East 6

1720 Peachtree St NW, Ste 876S Atlanta, GA 30309

Contracting Division May 18, 2026

1. Contract history / incumbent

Is this a new requirement, or is there an incumbent contractor currently or previously performing these services? If there is an incumbent, has the scope changed in any material way from the prior contract? Further, if an award was previously made for this requirement, would you please provide the prior contract or award number and the total contract value?

a. This is not a new requirement. Bidding contractors need to address their history of established accomplishments. Further, if they are the incumbent contractor that needs to be stated as well.

b. Previous contracts are available on SAM.gov.

2. Seasonal service period / monthly pricing structure

The SOW states that services are from May through September, while the Schedule of Items lists 12 monthly units for each contract year. For pricing purposes, should offerors spread the total seasonal service cost across all 12 monthly units, or should pricing reflect only the active service months within the May–September service period?

a. Services are required from May through September due to winter negating the need for lawn services. Bidding contractors should submit accordingly.

3. Routine service frequency / visit cadence

Does the Government require a minimum routine service frequency, such as weekly visits during the active growing season, or should the contractor determine service frequency as needed to maintain the grass height, hardscape, weed, and debris standards stated in the SOW?

a. Services should be determined by the standards of the SOW. Grass length between 2.5” and 3.5” with weekly visits to determine services needed. Ie:

cleanup of debris or mowing. (a local contractor will know of a significant weather event that may require cleanup of debris.)

4. Seed, fertilizer, and weed-control pricing assumptions

The SOW requires COR approval, SDS submission, and applicable licensing/certification before chemical products are used. For pricing purposes, should offerors include routine seed, fertilizer, and weed-control applications as part of the fixed monthly price, or should these items be treated as as-needed applications subject to COR approval after award? If routine applications should be included, does the Government have an expected application frequency or treatment schedule?

a. Bidding contractor should submit their bid as they see fit. If they bid with product included and they are not used during the service period, they would not be able to bill for them. Including product that would be used in the bid would avoid an issue of approval during the contract period.

b. As needed applications.

Are there any known problem areas on the property, such as bare spots, drainage issues, heavy weed growth, or areas requiring extra restoration?

No

Will invoices be submitted monthly throughout the 12-month period, or only during months when field services are performed?

Invoices should be submitted in a timely manner to avoid lapse in pay. No invoice should be submitted when no work has occurred.

Is a formal site visit required, or may contractors coordinate an optional site visit with the listed site visit point of contact?

Formal site visit is not required.
