About this file

This document is a Questions and Answers file for a Blanket Purchase Agreement (BPA) solicitation for janitorial and trash services at the Andrew Pickens Ranger District of Sumter National Forest in South Carolina (Solicitation 12444126Q0022).

The BPA covers both recreation sites and office/work center spaces, with fixed service schedules: recreation sites require weekly Monday service from November 1 through March 31, and twice-weekly Monday and Thursday service from April 1 through October 31; office and work center spaces require weekly service on either Tuesday or Thursday, with the Government finalizing the specific day prior to award. No alternative service days are permitted. The Government furnishes cleaning solutions, disinfectants, deodorizers, toilet paper, paper towels, trash bags, and basic janitorial equipment (brooms, mops, vacuum cleaners) for the office/work center only. The contractor must provide 60-gallon and 14-gallon trash liners, two-ply toilet paper for recreation sites, all cleaning chemicals for recreation sites, and any specialized equipment not provided by the Government such as floor scrubbing machines and HEPA vacuums. All costs for travel, fuel, trash disposal, recycling fees, and route-related expenses must be included in unit pricing with no reimbursable items. The Subcontractor Consent Form (Attachment 4) is the only required subcontracting document at quote submission, with each major subcontractor providing three independent references. No formal Quality Assurance Surveillance Plan or inspection checklist is provided; the Contracting Officer's Representative will conduct inspections and monitor performance. For missed services due to closures or severe weather, the Contracting Officer may direct the contractor to perform makeup work, forego the work with payment deductions, or reschedule work to mutually agreeable dates. The previous contract (12444121D0010) held by Keep It Clean had a total value of $281,128.63 across five task orders, though no transition period is required under this BPA structure.

1. Is a pre-quote site visit available or recommended? If so, please provide the date, time, meeting location, and included sites.

A formal site visit is not scheduled and is not mandatory. However, the Government strongly encourages offerors to independently visit the publicly accessible recreation sites to assess travel distances, road conditions, and site access. No coordinated group walkthrough will be conducted.

2. Can the Government confirm that Attachment 1 contains the complete and final list of all office/work center and recreation sites?

Attachment 1 – Schedule of Items and Attachment 2 – Statement of Work (Section 2.1.3) together contain the full list of locations covered under the BPA. These items represent the complete scope available for pricing at the BPA level. However, as this is a Blanket Purchase Agreement, individual BPA Calls may include only a subset of the Schedule of Items, and the total quantities or items ordered under any BPA Call may differ from the full BPA pricing schedule.

3. Are the service days and frequencies fixed as written? Or may the contractor propose alternate days?

Service days and frequencies are fixed requirements:

• Recreation sites o Weekly Monday (Nov 1–Mar 31) o Twice weekly Monday & Thursday (Apr 1–Oct 31)

• Office & Work Center o Weekly on Tuesday or Thursday; the Government will finalize the day prior to award.

Contractors may not propose alternative service days.
