1.2 DESCRIPTION OF EXISTING TRAILS:

A. The Big Tree Trail (EYNF Trail #13) is approximately 0.831-mile in length. The trail is accessed from the Big Tree Trailhead parking area of PR 191 and extends to the intersection of EYNF Trail #24 and the La Mina Trail (EYNF Trail #12) at La Mina

Falls. The Big Tree Trail is currently designated as a Class 4 Hiker/Pedestrian trail. The

Big Tree Trail is not listed as eligible for listing on the National Register of Historic

Places. The trail varies in width from approximately 24 to 36 inches and the surfacing varies from poured in-place concrete to stone pavers inlaid into concrete. Grade generally ranges from 0 to 12 percent although some short segments likely exceed 12 percent. Stairs are present in some of the steeper segments of the trail. Handrail is either comprised of 2-inch dia. galvanized steel pipe inset into concrete posts, or wood 2-inch by 6- inch handrails mounted on 4-inch square wood posts. There’s multiple locations of damaged, missing, and deteriorated handrails that shall be replaced and/or repaired as recommended by the A-E.

B. There are two (2) complex trail bridges and one (1) minor trail bridges located on the

Big TreeTrail (refer to attached government furnished topographic survey). The terrain is steep in some segments with side slopes nearly vertical in some of the damage areas.

Rock outcroppings occur at a few locations, but generally do not drive the trail alignment.

La Mina and Big Tree Trail Assessment, Trail Bridges Assessment and A-E Repair and Re-Construction Design Project

C. Big Tree Trail damage which resulted from hurricanes in 2017 includes broken, damaged or missing trail tread, handrails and handrail posts; slumps and or erosion on the downslope side undermining the trail subgrade, fill slope failures; and, multiple landslides have taken out segments of trail. This trail damage has been documented in a

Federal Highway Administration (FHWA) Damage Survey Report (DSR) and has been approved for funding under the Emergency Relief for Federally Owned Roads Program

(ERFO) program. Outside of the ERFO damage areas, the condition of the trail is poor, with surfacing that is slippery, steep grades and narrow with few opportunities for passing.

La Mina and Big Tree Trail Assessment, Trail Bridges Assessment and A-E Repair and Re-Construction Design Project

D. The La Mina Trail (EYNF Trail #12) is approximately 0.732-mile in length. The trail is accessed from the Palo Colorado picnic area. The trail extends from a concrete bridge at

Palo Colorado and ends at the intersection of EYNF Trail #24 and the Big Tree Trail

(EYNF Trail #13) at La Mina Falls. The La Mina Trail is currently designated as a Class 4

Hiker/Pedestrian trail. The trail varies in width from approximately 24 to 36 inches and the surfacing varies from poured in-place concrete slab to stone pavers inlaid into concrete.

Although modified from the original construction, the trail was originally constructed by the Civilian Conservation Corps (CCC) and is eligible for listing on the National Register of Historical Places. Grade generally ranges from 0 to 12 percent although some short segments may exceed 12 percent. Stairs are present in some of the steeper segments of the trail. Handrail is generally comprised of 2-inch galvanized steel pipe inset into concrete posts.

E. There are two (2) complex trail bridges and nine (9) minor trail bridges located on the La Mina Trail

(refer to attached government furnished topographic survey). The terrain is steep in some segments with side slopes nearly vertical in some of the damage areas. Rock outcroppings adjacent to the trail are common and rather than altering these outcroppings, the trail alignment follows the landscape.

F. La Mina Trail damage documented in the ERFO DSR for this trail includes broken, damaged or missing trail tread, handrails and handrail posts; slumps and or erosion on the downslope side undermining the trail subgrade; erosion and undermining of bridge footings, and a landslide. Outside of the ERFO damage areas, the condition of the trail is poor, with poor alignment in some areas, surfacing that is slippery, steep grades and narrow with few opportunities for passing.

G. The Forest Service will provide copies of the Emergency Relief for Federally Owned

Roads Program (ERFO) Damage Survey Reports for each trail and a condition survey conducted for the Big Tree Trail.
