About this file
This is a Questions and Answers document (Clarifications #3) addressing contractor inquiries regarding material and finish specifications for a historical renovation project.
The government approved two significant modifications to the original specifications to reduce contractor costs. First, contractors may substitute wood and paint finishes in place of matching the existing custom plaster interior finish, resulting in substantial labor cost savings. Second, wood windows are acceptable as an alternative to No Clad windows, which the government acknowledges cannot match perfectly. The government confirmed that wood window substitutions have been approved on previous historical projects and are acceptable for this procurement as well.

Clarifications #3:
1. On the interior finish, can we remove the need to match the existing finish which appears to be a custom plaster finish? If we can match the finish with wood and paint in lieu of custom plaster, there would be a significant cost savings in terms of labor.
Yes.
2. No Clad windows are going to match perfectly, would the government accept a wood window instead? In other historical projects we have done, these have been approved.
Yes.
