Additional submitted questions:
1. Is there any liquidated damages? No liquidated damages in this contract.
2. A403/ detail 1 grid 9 shows mop sink, grid 8 shows drinking fountain. Are these part of Option 2? If option 2 is not accepted, where do they go? Fitness and Restroom Areas shall be installed only if “Option Item 2 – Fitness and Restroom Areas” is selected. All infrastructure for option 2 is base bid. The mop sink and drinking fountain fixtures are associated with Option 2. Note: Option item numbering will be clarified in a future amendment.
3. A701 finish schedule calls out full size FRP. A403/ details 2-13 calls for 5’ FRP. Which is correct? Full size FRP is not required. See interior elevations on sheet A403 for layout and dimensions of FRP panels.
4. C101 calls for fence to remain / reuse. Correct
5. C106A calls for new fence and gates. Correct
6. C106 calls for new fence and Asphalt Correct
7. C108 has new fence details Correct
8. A011 Protect existing / Remove and relocate Correct see civil drawings
9. A101 / 1 Is new fence part of Option 1 or is it base bid? See dash line, and Civil drawings - Base bid
10. US Forestry T150 #1240LU25R0018, will this project need local building permits or will Forestry perform their on inspections? No local building permits required.
11. I am a local (Butte MT) manufacturer representative for several commercial building product lines. One of these is Drexel Metals a division of Carlisle Construction Materials. Drexel is a premier manufacturer of metal roofing and wall panels. I have had several qualified contractors reach out to me about this project expressing interest in using Drexel. I would like to formally request Drexel be added as an approved equal per addendum. Confirmed acceptable. The proposed metal roof panel product substitution will be added as a note into the applicable specifications section and then included in a future amendment.
12. Is there a Builders Risk required for Forestry T150 #1240LU25R0018? Builders Risk is not a requirement, bonding is required.
13. What the series of RLM Lighting is specified on fixtures E1E and E3 by TMS Lighting?
This is on E004. See responses below, 18 and 19.
14. Also, can you please verify if this project needs to meet BAA requirements? FAR Clause 52.225-11 Buy American Act-Construction Materials under Trade Agreements (NOV 2023) is included in this solicitation and impending contract.
15. I am looking at the ICT portion of this bid and have an RFI:
The legend and specs include security cameras, but I don't see any on the plans on the exchange. Is there another set of plans that includes cameras?
There are no cameras in this scope, just the infrastructure shown for future installation. Spec section 28 2300 is removed.
Installation of camera pathways shall be considered under option 1.
Bid items 27/28 will be added to SOI in a future amendment.
16. Who is responsible for the ACM panel in detail 4 of sheet A510? Is there an ACM panel spec that I am missing? ACM Panel not required - 1/8" alum plate with bend ends acceptable for infill panels. Color to match storefront.
17. Detail 1 on Sheet A510 shows SF3. I noticed that the jambs are drawn continuously.
I believe those jambs should not continue on past the head of each storefront bay.
We will provide pricing for three separate storefront openings per, with detail 4.
Correct, sections of storefront are not continuous at elevations see updated transition detail at jambs. These will be shown in a future the amendment.
Please see below regarding the lighting fixtures specified on this project:
18. Type E1E – Specified as TMS Lighting 0-19W-30K-120-W/M-XX. Fixture schedule description is 16” diameter RLM light ceiling mount at soffit but mounting is specified as surface wall mount. The attached specification sheet indicates that this is a wall mount fixture. I must confirm whether the mounting is ceiling mount rather than wall mount as that would require a custom mounting. If the attached spec sheet is the correct series, the catalog number should be prefaced with “4W.”
E1E fixtures are to be wall mounted, see elevations and plan drawings. Please use a wall type fixture for mounting (no custom mounting required). Updated cut sheet https://tmslighting.com/farm-light.html#wdetails for bidding 10W-O-15LED-30K-
120-WM-XX-
19. Types E3/E3E – Specified as TMS Lighting 0-16-19LED-C01-30K-120-XX. Fixture schedule description is 16” diameter RLM light surface mount at soffit. The attached specification sheet indicates that this is a ceiling pendant mount fixture. I must confirm whether the mounting is ceiling surface mount at the soffit or ceiling pendant mount as a ceiling mount would require a custom mounting. It is entirely possible that the specified 1” stem mount is interpreted as surface mount. If that is the case, no further clarification is need other than prefacing the catalog number with “NAU” per the attached spec sheet. Please see drawings for additional https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Ftmslighting.com%2Ffarm-light.html%23wdetails&data=05%7C02%7Ctanner.grimstad%40usda.gov%7Cb01429c826ab45ebaf8b08ddd0693963%7Ced5b36e701ee4ebc867ee03cfa0d4697%7C1%7C0%7C638895872719461777%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=0sI2NFmg7mR5lq3U2EhgG8n%2Bf%2FulFhbKr%2FpxLwkjyT0%3D&reserved=0 references of the required mounting. These fixtures in those locations are intended with stem mount at soffit.
20. Types H1/H1E – Specified as Lithonia XIB-L24-30000LM-AVCL-MVOLT-GZ10-40K- 90CRI-UPL. The XIB high bay is a wet location high bay which seems unusual for mezzanine mounting. I would like to confirm whether this fixture really needs to be wet location listed. The exits mounted in the same area are not wet location, so that is another reason for my question. Wet location type is not required. Please use fixture IBE Non-Wet location High Bay.
21. Bid Option #2 vs. Bid Option #3 – Section 01 2300 lists Option Item No. 2 as Fitness and Restroom Areas (Rooms 104 – 108. Option Item No. 3 is Interior Fence Partitions. Note #8 on Sheet E103 states “shaded area is to be bid as Option Item
3. For Base Bid, simply continue the pattern of Type F1 luminaires from Storage Area 103 throughout this area.” From this description, I believe this is Option 2 rather than Option 3. Please clarify this for bidding purposes. Restrooms are option 2 so electrical notes are correct in designation of #2. The revised option numbering will be shown in a future amendment.
22. I'm reaching out to see if you know the color for the downspout adapter? Final finish colors are selected once physical samples of options are provided during submittal process. Design intent is to attempt to closely match the downspout and roof material color – METAL SALES - Old Zinc Grey (W29) is the reference. Note...but until final roofing color is selected a final color can not be selected to match.
23. Specification Section 105123 Lockers is included in the specifications. No lockers appear to be indicated in the plans. Is this specification required for the project?
No lockers in the project.
24. Specification Section 113013 Residential Appliances is included in the specifications. Sheet A110 indicates that these are to be provided and installed by Owner. Is the specification strictly for reference? Correct, this specification is only for reference.
25. Specification Section 133419 Metal Building Systems is included in the specifications. This appears to be a structural steel building and specification for all components of the building are included elsewhere. Should this Specification 133419 be deleted? Yes, division 13 should be deleted. In the near future a drawing amendment will be issued showing the updated option numbers on drawings and specifications.
26. Sheet A003; Ceiling Assemblies C1; States ‘(SSD) See Structural Drawings for sizes and spacing.’ Assembly also indicates 600S162-54 @ 16” OC. Structural plans do not contain these elements. Should we follow the 600S152-54 @ 16” OC? Yes, the 16” O.C. is a MINIMUM requirement.
27. Sheet A120; Reflected Ceiling Plan; Level 1 RCP; Lower right hand side: Calls for “Caged Ceiling 12’ AFF. See Structural Drawings (SSD).” Structural plans do indicate any of these elements. Please clarify for bidding purposes. Correct, this is not a structural condition. The intent is to use the same wire cage partition manufacturers system for the ceiling as the walls. Verify with cage partition manufacturer the shown span and area. Utilize their approved system for caging the ceiling secure.
28. Can you confirm this is a small business set-aside project? Yes
29. Can we get a copy of the site visit sign in sheet? This sign-in sheet was posted
8/4/25 on the solicitation link on SAM.gov.
30. Can you provide the existing building plans as .pdf files? SEE EXISTING T150
INSPECTION REPORT.
31. Can you clarify the Option Item numbering? There seems to be various plan sheets showing different numberings. For instance, Sheet A110 shows the Fitness / Restroom area as Option 3. Sheet A120 shows the ceiling clouds as Option 6.
Revised option numbering will be addressed in a future amendment.
32. Civil plans do not call for repair of existing lawn areas north of the building. Is this to be part of our scope? Is this area irrigated? Any sod removed for trenching will need to be replaced as well as irrigation lines and sprinkler heads prior to substantial completion. Any sod that is damaged for construction and is not included in the trench limits will need to be replaced prior to substantial completion.
33. 1/A101 calls out “landscaping gravel” north and east of the building, and “landscaping area” west of the building. Is all of this meant to be landscaping gravel as shown in 2/C107? Yes
34. Demolition note 1 on C101 calls out exploratory excavation for a potential water line. Are we to include only the exploratory excavation in our pricing? Or are we to assume there is a water line and include pricing for removing it? SEE DEMOLITION
NOTE 1 ON C101 FOR CLARIFICATION.
35. C102 has a 1”=30’ scale. Should this be 1” = 20’? Yes, the overall view on sheet C102 is at a 1”=20’ scale, the scale bar in the upper right hand corner of the page is incorrect.
36. Can you confirm if abatement is part of our scope? Specification 024100, 1.01A notes “excluding of hazardous materials”. Abatement is the responsibility of the contractor.
37. Can you clarify what work is being covered under specification 133419? It looks like the structure steel and framing are all under Division 5 specs. Division 13 is being removed in a future amendment.
38. There is a specification for lockers (105123), but I haven’t located any on the plans. Can you clarify where these occur? No lockers in project, locker specifications will be removed in future amended drawings.
39. Can you clarify the height of the Option 4 caged partition? Will be option 3 in future amended drawings, but height = 12’-0”
40. A601 includes a Type W wire cage door. I don’t see this occurring on the plan or in the schedule. Does this exist? CLARIFICATION: TYPE W DOOR NOT
REQUIRED. NO DOORS IN DOOR SCHEDULE ARE TYPE W.
41. A120 refers to structural plans for the caged ceiling. Can you clarify where this is on structural plans? CLARIFICATION, this is not a structural condition. The intent is to use the same wire cage partition manufacturers system for the ceiling as the walls. Verify with cage partition manufacturer the shown span and area. Utilize their approved system for caging the ceiling secure.
42. Can you provide a size for door 102? THIS SIZE WILL DEPEND ON MFR
CAPABILITIES. OUR REQUESTED SIZE IS 6’-0” W X 7’-0” H. PLEASE PLAN FOR
CAGED PARTITION TO ALLOW SLIDING DOOR TO MOVE FREELY PAST T150
COLUMN @ INTERSECTION OF GRIDS 10 & D.
43. The Accessories Legend on A403 show Baby Changing Stations but it is not called out in the spec. Are these owner furnished or do you have a basis of design? No changing stations required see sheet A403.
44. There are Shower Benches shown on the plans but it is not included in the spec. Is this included in the Shower Enclosure or do you have a basis of design? No accessories spec, these are built-ins.
45. Are the Shower Grab Bars included in the Shower Enclosure Bid or should these be included in the Toilet Accessories Bid? Grab bars required for showers.
46. I am not seeing Lockers on the plans. Can you please advise? No lockers required, locker specifications will be removed in future amended drawings.
47. I've noticed on the exterior elevations that there are two different shaded areas stating "insulated wall panels" (specifically elevation #1 & #4) , which contradicts the materials legend. May I please get clarification on this? The elevations had shading turned on and that made it hard to tell what the material was in shadow.
The shading was turned off and a revised sheet A201 will be issued in future amended drawings.
Questions added as of 8/12/2025
48. Is new fence and gates an option? There are new fence sections and gates required in base bid and option 1. See A101, C101, C103, C104, C106, C106A.
49. Is the existing fence to remain and reuse an option? Base Bid has areas of fencing to remain and new sections in the areas noted closer to the building. In option 1 the remaining existing fencing is replaced with new specified fencing and gates as noted on drawings.
50. The scheduling description in L.2.b.iii of the solicitation references two phases for the project. Can you clarify this? I haven’t seen anything on the plans showing phasing. This section of the solicitation is removed by amendment 001.
51. We received the supplemental documents posted to the solicitation on August 4th.
Are these going to be incorporated into an amendment? How do you want us to acknowledge them on Form 1442? The DCI inspection report will not be included in an amendment as it does not change the solicitation or specs/plans. Please reference solicitation attachment as part of the Q&A posting.
52. Plan sheet A000 describes Option 1 as everything beyond 5’ of the building footprint.
I’m assuming this is incorrect, and we are using sheet A101 to define the site option.
Please reference civil sheets for majority of detail to option 1.
53. Sheet A003 / assembly RA1 shows perpendicular rows of treated furring strips.
What is the spacing of these? Perpendicular furring strips occur @ every roof panel clip (per roof manufacturer). 16” O.C. spacing for the vertical furring strips.
54. Is the historic marker shown on A101 being provided by the government? There’s not much detail on how this is fabricated. Coordinate design w/ C.O. Intent is to match existing Fort signage.
55. 4/A510 shows an ACM panel at the storefront assembly. Is there a material spec for this? See updated details provided.
56. What are the finish requirements for the reclaimed wood accent wall and ceiling panels? Boards are to be in good usable condition. No rot and all existing fasteners to be removed prior to reuse. Clean and finish with clear finish. Intent is to preserve and protect the reclaimed wood.
57. 4/S501 calls out 6” of gravel under slabs; 8.2.2 of the Geotech report calls for 4”.
Please clarify which is correct. 6" is the structural requirements
58. P102 shows two floor sinks in room 110 that are vented through a wall being building with Option 2. How are these to be vented under the base bid? There is only one floor sink in the project – MS-1. This mop sink is associated with Option Item 2 – Fitness and Restroom Areas. If Option Item 2 is selected, then that includes the mop sink and associated venting.
59. M101 shows supply ductwork in room 103 that’s being fed from the Option 2 system. Should room 103 be included in Option 2 as well? Please see Key Note #8 on M101 for clarification.
60. As a supplier, do I need to register for a SAM Id? No, only the prime contractor needs to be registered in SAM.gov have a UEI number.
Please all see attachments for additional clarifications:
1. Arcadia substitution request (approved). Will be included in the future amended specifications.
2. Drexel substitution request (approved). Will be included in the future amended specifications.
3. C.H.I. coiling door substitution request (approved). Will be included in the future amended specifications. V1
4. OCC CAT6 substitution request (approved). Will be included in the amended specifications. V2
5. OCC fiber substitution request (approved). Will be included in the amended specifications. V2
