About this file

This document is a Response to Questions for Solicitation 1240LU25Q0070, a GAOA Facility Painting project involving multiple buildings across different locations. The solicitation covers painting requirements for several structures including a historical visitor center, West Fork Residence #3, Stevensville shop, Darby Shop, and Darby Barn, with specific preparation and painting instructions for each building. Key requirements include using premium grade paint systems, two-color paint schemes for most buildings, and special handling for buildings with lead-based paint, particularly the Darby Barn and Darby Visitor Center.

The project involves comprehensive surface preparation, including removing old coatings, priming bare surfaces, and addressing specific substrate conditions like wood rot, woodpecker holes, and failed glazing. Specific paint preparation methods include HEPA-assisted sanding for lead mitigation, wood epoxy repairs, and using specific primers like Loxon, Fresh Start, and Exterior DTM Zinc rich primer. Work is to be completed between 8 AM and 7 PM, Monday through Friday, with potential weekend work. The contractor is responsible for waste disposal, using their own water and power supply, and ensuring proper surface preparation and painting across all specified structures.

SOLICITATION 1240LU25Q0070 – GAOA FACILITY PAINTING BRF

RESPONSE TO QUESTIONS DECEMBER 12, 2025

GENERAL QUESTIONS AND RESPONSES

Does each location have their own water and power supply? YES, CONTRACTOR PROVIDES

HOSES AND EXTENSION CORDS TO REACH BUILDING LOCATIONS.

Does each facility have it’s own dumpster and proper container for paint clean out/waste? Or will we need to arrange and transport to location? CONTRACTOR IS RESPONSIBLE FOR PROPER

DISPOSAL OF THE WASTE THEY GENERATE WHILE FULFILLING REQUIRES OF THE CONTRACT.

Do the facilities have ADA ramps/railings that require painting as well or is it just the buildings themselves? THE BUILDING WITH METAL ADA HANDRAILS AND RAMPS DO

Do the posts (what appears to be 6 X 6 treated lumber) on the buildings with carports/awnings need painted? NO, THEY ARE PART OF THIS CONTRACT.

Do the metal roofs on the buildings that have them need painted. NO

Will there be any color changes? THE INTENT IS TO KEEP THE COLOR SCHEMES THE SAME AS

EXISTING.

Are all facilities going the same color? YES, EXCEPT THE DARBY BARN AND WEST FORK

RESIDENCE #3.

Does each facility require 2 colors? ALL FACILITIES REQUIRE 2 COLORS, EXCEPT THE DARBY

BARN.

Do you have a preferred paint material manufacturer, or will it be at our discretion? PROVIDE

PREMIUM GRADE SYSTEMS (2 TOP COATS) AS DEFINED IN MPI ARCHITECTURAL PAINTING

SPECIFICATION MANUAL.

Has everything else prior to 1983 been tested for lead? ALL BUILDINGS OTHER THAN DARBY VISITOR CENTER, DARBY BARN, AND WEST FORK RESIDENCE #3 HAD ALL NEW SIDING AND TRIM MATERIALS INSTALLED IN 2010 AND WERE PAINTED IN 2010. THESE BUILDING HAVE NOT BEEN TESTED FOR LEAD SINCE EXTERIOR MATERIALS AND COATING ARE NEWER. THE DARBY VISITOR

CENTER HAS BEEN TESTED FOR LEAD-BASED PAINT USING PROLAB LEAD SURFACE TEST KIT

SWABS. THE SIDING AND TRIM DID NOT INDICATE LEAD-BASED PAINT. THE WINDOW GLAZING

DID INDICATE THE PRESENCE OF LEAD. THE DARBY VISITOR CENTER WAS LAST PAINTED

AROUND 2010. THE WEST FORK RESIDENCE #3 WAS TESTED FOR LEAD-BASED PAINT USING

PRO-LAB LEAD SURFACE TEST KIT SWABS. THE SIDING AND TRIM SWABS DID NOT SHOW

PRESENCE OF LEAD. THE WEST FORK RESIDENCE #3 HAS BEEN REPAINTED IN THE LAST 20

YEARS. THE DARBY BARN HAS LEAD-BASED PAINT.

Is conventional spray and roll acceptable with the exception of the two buildings notated as historic? YES

Will the buildings confirmed to have lead paint be free from traffic and animals during renovation? YES And are they near any source of potable/drinking water for either domestic pets or wild animals? NO

Is there a priority or certain order that you would like buildings done? NO

Are there any limitations on working hours or days of the week? WORK TO BE COMPLETED

BETWEEN 8 AM AND 7 PM, M-F. WORK OVER THE WEEKENDS WILL BE CONSIDERED.

Are there any noise ordinances the need to be adhered to? NO SPECIFIC ORDINANCES PER FS

REQUIREMENTS. CONTRACTOR WILL HAVE TO VERIFY IF STEVENSVILLE OR DARBY

MUNICIPALITIES HAVE ANY NOISE ORDINANCES.

What is the requirement for preparation. Are the project goals to remove all existing coatings or, in particular regard to Lead Base paint, to encapsulate well bonded coatings in place? THE

REQUIREMENT OF SURFACE PREPARATION IS TO REMOVE ALL OLD COATINGS THAT HAVE LOST

THEIR INTEGRITY AND BOND. REMOVE LOOSE MATERIALS AND FOREIGN MATTER THAT COULD

IMPAIR ADHESION OF THE COATING SYSTEM. IF THE SURFACE PREPARATION EXPOSES BARE

BASE MATERIAL (EG., WOOD, CEMENT -BOARD, OR METAL MATERIALS), THE BARE SURFACES

MUST BE PRIMED PRIOR TO APPLYING TWO TOP COATS.

WITH REGARD TO THE DARBY BARN, WHICH HAS LEAD-BASED PAINT. THIS OLD COATING ON

THE DARBY BARN HAS ALMOST COMPLETELY LOST ITS INTEGRITY. PREPARATION FOR DARBY

BARN STRUCTURE WILL REQUIRE REMOVAL OF ALL EXISTING COATING MATERIAL BY A LEAD-

PAINT RESTORATION CERTIFIED INDIVIDUAL.

WITH REGARD THE DARBY VISITOR CENTER, WHICH HAS LEAD-BASED MATERIAL IN THE

WINDOW GLAZING. THE GLAZING MATERIAL HAS FAILED IN MANY AREAS. PREPARATION FOR

THE DARBY VISITOR CENTER WILL REQUIRE INIVIDUALS CERTIFIED IN LEAD-BASED PAINT

RENOVATION.

SSPC-SP6 is cited in the references section of the specification. Will Commercial Blast Cleaning be the required method of surface cleaning. SSPC-SP6 and Mechanical Cleaning typically applies to steel/concrete surfaces, will this apply to only the structures with masonry tile siding? COMMERCIAL BLAST CLEANING IS NOT THE REQUIRED METHOD OF SURFACE

CLEANING. PREPARE THE SURFACING USING METHODS RECOMMENDED BY THE

MANUFACTURER FOR ACHIEVING THE BEST RESULT FOR THE SUBSTRATE UNDER THE PROJECT

CONDITIONS. REMOVE LOOSE MATERIALS AND FOREIGN MATTER THAT COULD IMPAIR

ADHESION OF THE COATING SYSTEM.

Can you provide a defined scope for each individual structure? I’LL TALK WITH THE CO ABOUT UPDATING THE ATTACHMENT 5 TO ADD MORE DETAIL OF MATERIAL TYPES, ETC. THE SCOPE OF

EACH STRUCTURE IS THE SAME. CLEAN, PREP, AND RE-PAINT EACH STRUCTURE. THE DARBY

BARN MAY BE THE EXCEPTION SINCE IT HAS LEAD-BASED PAINT AND DOES NEED TO HAVE ALL

OLD COATINGS STRIPPED TO BARE WOOD.

Are the following Specific primers per substrate acceptable?

-Loxon from Sherwin Williams on exposed Cement fiber board siding. YES -Fresh Start (Benjamin Moore) or oil-based wood primer (Sherwin Williams pink label) on weathered raw natural wood and composition wood products like OSB and MIRATEC YES -EXTERIOR DTM Zinc rich Primer on rusting metal railing and doors with rust issues. YES -EXTREME BOND primer for Weathered Fiberglass door. YES

BUILDING SPECIFIC QUESTIONS AND RESPONSES

0004 Historical visitor center-

1) Inclusion of price to finish the redwood decking with a traditional PFL oil system? NO WORK

ON DECK SYSTEM.

2) Pre-paint materials for repairs if areas of rot are not repaired before we enter the scene to work? EXPECT THAT THE ROTTEN WOOD WILL BE REPLACED AND PRIMED WITH AN OIL-BASED

WOOD PRIMER PRIOR TO CONTRACTOR WORK ON THE STRUCTURE.

3) Do not repaint historical gutter? or should we paint the historical gutter to look like original silver color. THE GUTTERS ARE NOT TO BE PAINTED. NO WORK ON THE GUTTERS IS REQUIRED.

4) Remove shutters, paint all surfaces and reinstall. YES, SHUTTERS SHALL BE REMOVED SO

THAT SIDING BEHIND SHUTTERS CAN BE COMPLETELY PAINTED. SHUTTERS PAINTED BOTH

SIDES AND RE-ATTACHED.

5) Remove the Storm windows, properly repair failed glazing with priming before and after glaze. Paint all areas, Replace storm windows. YES

6) Is Airless application allowed if all paint applied is moved around with a Brush and Visible Brush marks are part of the finish? YES

0005 West Fork Residence #3 also known as Hungry Horse cabin

1) No work on Deck system? NO WORK ON DECK SYSTEM.

2) all Knots and butt joints will be stripped with 40 grit sandpaper to remove the Silicone based knot sealer. THAT IS ACCEPTABLE.

3) Raw wood will be primed with Fresh Start oil-based primer. THAT IS ACCEPTABLE.

4) Open joints will be caulked with White Big Stretch sealant. THAT IS ACCEPTABLE.

5) Fiberglass front door will be prepped and primed with Extreme bond primer before paint is applied. THAT IS ACCEPTABLE.

0006 Stevensville shop.

1) North vintage windows on Stevensville shop (broken glass, failing glazing). Do we ignore these six windows or incorporate the work into our bid? EXPECT THAT BROKEN GLASS WILL BE

REPLACED PRIOR TO THE PROJECT. CONTRACTORS WILL PAINT NEW GLAZING. CONTRACTORS

WILL REMOVE FAILED GLAZING AND REGLAZE WINDOWS AS NEEDED AND PAINT WINDOWS.

0007 Darby Shop.

1) Fascia has a Bubbling reaction taking place all around the perimeter fascia. We will need to strip the fascia down to raw to mitigate future reactions. COR mentioned needing to remove current gutter system for the substrates to be properly stripped. New Gutter will be installed after painting. THE GOVERNMENT WILL REMOVE RAIN GUTTERS ON DARBY SHOP PRIOR TO

CONTRACTOR BEGINNING THE PAINTING AND THE GOVERNMENT WILL REINSTALL THE

GUTTERS AFTER THE PAINTING IS FINISHED.

2) Damaged areas. Missing wood or trim. Will this be repaired before we begin painting?

EXPECT THAT THE MISSING WOOD OR TRIM WILL BE INSTALLED AND COATED WITH AN OIL-

BASED WOOD PRIMER PRIOR TO CONTRACTOR BEGINNING THE PAINTING PROJECT.

0009 Darby Barn Historical

1) As this structure is quite exposed and majority of previous coating are damaged, there has been a lot of wood cell degradation. Instead of pressure washing (which will change the flat profile of the boards into a weathered wood appearance.) We should Proceed to remove weathered/ oxidized/pithy wood with a HEPA assisted sanding system. This mitigates the potential to release lead into the atmosphere while preparing the wood to accept the fresh start oil based primer before painting. THAT IS ACCEPTABLE.

2) Woodpecker holes will be back filled with an expanding foam. scooped out after dry, then filled with a two-part wood epoxy before priming and painting. THAT IS ACCEPTABLE.

3) Will rotten wood be replaced on this building before we enter to work on the project?

EXPECT THAT THE ROTTEN WOOD WILL BE REPLACED AND PRIMED PRIOR TO CONTRACTOR

WORK ON THE STRUCTURE.
