About this file
This document is an amendment to a Request for Quotation (RFQ) for the Devil Creek Wellhead and Water System Construction project on the Flathead National Forest in Montana. The amendment provides responses to questions from prospective offerors regarding the project details, including the terrain, wellhead condition, and site photos. It also clarifies that a building on the site requires no work, and provides instructions for submitting bid bonds or alternative forms of security. The RFQ has an estimated construction cost between $25K and $100K, is a 100% Small Business Set-Aside, and requires both a Price and Technical Proposal. Responses are due to the Contract Specialist by 1700 Eastern Time on 20 March 2024.

RFQ #1240LU24Q0012
Amendment 0004
c. The following are prospective offerors’ questions and the Government’s response to those questions:
Q21: What is the terrain like, is it rocky, is it bedrock?
A21: 200 feet East of a mountain stream, the terrain of the Devil Creek campground is a 5% to
10% sloping plane of Glacial outwash. The area soils are believed to be a mixture of poorly graded silty gravel (GP-GM) with rocks, cobbles, sand, & silt.
Q22: Is the wellhead welded or threaded on?
A22: Work to replace a wellhead typically requires cutting and/or welding with a blowtorch and welding sections of steel casing for separation and/or to join together. The wellhead was originally threaded onto the well’s steel casing 78-inches below ground surface. The condition of the threads is expected to be rusted.
Q23: What condition is the wellhead in?
A23: The wellhead’s condition is solid steel with a rusty spool type/industrial pitless adapter and submersible pump. It is useable as intended by original design. The wellhead is being replaced to allow well water sampling as a separate operation from sampling the campground PWS.
Q24: Additional work site photos would be nice.
A24: An excerpt from the project Statement of Work says the following:
Q25: What’s going on with that building in the photo on project drawing sheet 9?
A25: The building requires No Work. It is a wooden shed mounted on skids.
Q26: How much is the required bid bond for offers over $150K?
A26: Pursuant to FAR 52.228-1 herein, the bid bond guarantee amount shall be at least 20% of the offer price. Bid bonds and security in lieu of bid bonds submitted for offers over $150K shall be returned to unsuccessful offerors as soon as practicable and to the successful offeror after all required documents are received by Government.
” Inspection of Site:
Prospective quoters are encouraged to visit the site and become familiar with existing conditions. The project is located at the Devil Creek Campground on the
Flathead National Forest at mile post 190 on US Hwy 2, 45 miles East of Hungry
Horse, Montana.”
Sheet 9 of the project drawings has two photographs of the site & existing wellhead. There are no additional photos available.
RFQ #1240LU24Q0012
Amendment 0004
Q27: Can other than a bid bond guarantee document be submitted to satisfy the Bid Guarantee requirement?
A27: Per 452.228-70 Alternative Forms of Security herein, “money orders, drafts, cashier’s checks or certified checks…payable to USDA Forest Service” may satisfy the 20% of offer price bid bond requirement in lieu of a bid bond. Additionally, per 52.228-14 Irrevocable Letter of
Credit herein, the offeror may submit an Irrevocable Letter of Credit (ILC) by a federally insured financial institution in lieu of a bid bond. If the offeror intends to use an ILC in lieu of a bid bond, performance bond and/or payment bond, the letter of credit and letter of confirmation formats in Paragraphs (e) and (f) of FAR 52.228-14 must be used.
d. Building Plumbing Plan Sheet Number 6 (Attachment 6 to this solicitation) is hereby incorporated and replaces Sheet 9 of the drawings, which did not show the required “pressure reducing valve” from Section 15400 Part 2 – 2.4.
e. In Paragraph (b) of Technical Evaluation Factor 2 – Approach to Performing the Work on
Page 35 of the solicitation, the dates provided – April 1st as Start Date and May 25th as
Completion Date – are simply for technical evaluation purposes only in order to determine if the offeror possesses scheduling, project management and operation execution skills and ability.
Those are obviously not real dates for this project. If your proposed schedule goes beyond May
25th, please show work activities and duration to convince evaluators that a May 25th Completion
Date is not realistic.
f. Offerors should include in their Price Proposal, a completed Offeror Information Form found on Page 3 of the solicitation.
