Amendment 0001
The following are prospective offerors’ questions and the Government’s response to those questions:
Q1: I have looked through all the documents and I do not see a place that mentions a Site Visit.
Is there a scheduled Site Visit for this solicitation?
A1: There will not be an organized Site Visit for this solicitation. Prospective offerors may visit the site using their own judgment as to when to go and where they park their vehicle. Visitors will need to park outside of a locked Forest Service gate but are welcome onsite via foot traffic.
The campground is closed at this time of year (winter), and visitors should expect Forest Service roads and work areas to be covered by snow.
Sheet 3 of the solicitation’s attachment drawings displays the work area in proximity to Mile
Post 190 of US Highway 2 (approximately 100 yards). The Montana Department of
Transportation (MDT) lists road conditions from Pinnacle to Devil Creek on US Hwy 2 --
(“Snow/Ice (2/27/24). Also, MDT has a camera at Essex, Montana
(https://app.mdt.mt.gov/atms/public/cameras), which could be used to identify weather conditions.
Q2: I’ll be submitting a bid specifically for the excavation portion of the project. My understanding from the contract is that we are allowed to work with other selected subcontractors to fulfill the project requirements. Could you please confirm if it is permissible to bid on a specific section of the job?
A2: We are soliciting firms to submit a quote for all the line items listed in Section B of the solicitation. Thus, the offeror should provide a quote for Line Items 0001 Mobilization; 0002
Excavation; 0003 Pre-cast Concrete Utility Building Installation; and, 0004 Wellhead
Replacement and Water System Connection. These 4 line items encompass the entire construction project requirements we will be contracting for against this procurement. We will not be accepting partial quotes under this solicitation.
Q3: I wanted to see what you require from a subcontractor, should our bid be selected. Do we need to register for anything special, seeing this is Flathead National Forest? Any Federal registration requirements?
A3: In order to be considered for award of the Purchase Order for this requirement, the offeror must be registered in SAM.gov. If you need guidance or have questions regarding the SAM registration process, you may contact Ms. Jill Duval at jill@dobusinessinmontana.com or call her at 406-257-7711. You will also need to be a Small Business entity as designated, confirmed or certified by the Small Business Administration.
