RFQ #1240LU24Q0012

Amendment 0002

The following are prospective offerors’ questions and the Government’s response to those questions:

Q4: Will I need to supply crane to set building, or is that included in the building supplier’s scope?

A4: Section 13100, Part 3.1, Paragraph 2, of the specifications state the building manufacturer will deliver and off-load the building. Many of the standards and requirements for the work being solicited are found in Attachment 2 titled “Devil Creek Specification Package Final_15FEB2024.pdf” and Attachment 1 titled “Devil Creek Well Water System SOW_15FEB2023.pdf.”

An excerpt from the specification states the following:

SECTION 13100

PART 3 - EXECUTION

3.1 - Installation

The building shall be installed at the elevations and locations as shown on the drawings. The Contractor is responsible for the coordination of delivery and all site work necessary for the complete installation. Site work includes demolition of existing wellhead, building layout, excavation, leveling course, backfill, all required compaction including watering.

The building manufacturer will deliver the building and off-load onto pre-prepared aggregate base pad. The building will be delivered on an 18-wheel flatbed semi-truck. It will be offloaded with a precast truck crane. The Contractor shall insure access to the site for building installation equipment.

3.2 - Coordination

The Contractor shall coordinate delivery of the building with the manufacturer.

Coordination shall begin upon contract award and continue to installation date.

The Contracting Officer shall be on site during delivery and installation.

Thus, the context of this cited specification is clear that the manufacturer will send a truck crane to off-load the building. The need for a 2nd crane would be dictated by Contractor action, preparation and plans for receipt of the Government-supplied building. The most efficient scenario is one where the building is off-loaded one time, in the location shown on the drawings, at the time of its delivery.

Q5: Are there any photos available of the site and existing apparatus and structures?

A5: Sheet 9 of the Project Drawings has two photographs of the site & existing well head. There are no additional photos available.

Q6: On sheet 9 of 10 of the plans, it looks like there is an existing brown woodshed? Is this to be removed or demolished?

A6: Yes, there is an existing shed shown in the photos on sheet 9. The shed is not to be demolished. Contract Clauses Section I.1 lists a contract provision titled, “FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements.” The wooden shed is mounted on skids and can temporarily be moved upon agreement that it would be returned to its location. The shed is not to be demolished. There are no additional photos available.

Q7: Will survey and/or survey control be provided by owner?

A7: The project drawings show the heights & depths, location, layout, and dimensions of the project pay items, such as excavation and/or backfill for the building, waterlines, wellhead, and utility trenches. A digital model requiring additional surveying technology has not been utilized for this project.

Q8: Can stripped vegetation, duff, and topsoil be disposed of onsite, or does it need to be hauled off site?

A8: Section 02110, Part 3.3, of the specifications has the information sought. See excerpt below.

The specifications state the following:

CLEARING AND GRUBBING - 02110

3.3 - Debris Disposal

Natural organic debris may be disposed of on National Forest Lands. Contractor shall dispose of excess equipment in accordance with local regulations regarding disposal of construction waste.

Q9: Existing pump and components to be turned over to owner after removal?

A9: No demolition of the existing wellhead includes the pump and controls. They are to be removed and replaced. See sheet 9 of the drawings, Attachment 1- Statement of Work (SOW), and Section 01010, SUMMARY OF WORK, Section 02071, Part 1.1 & 3.1, of the specifications which have the information sought. See excerpt below.

The specifications state the following:

REMOVAL OF STRUCTURES AND OBSTRUCTIONS - 02071

PART 1 - GENERAL

1.1 - Description

This section specifies work requiring the removal and disposal of structures and obstructions within the project limits are shown on the drawings.

Existing equipment which is to become an integral part of the planned improvements shall be removed and reinstalled as shown on the drawings or specifications.

PART 3 - EXECUTION

3.1 – Disposal

All excess equipment materials removed and designated for disposal as shown on the drawings or specifications shall be removed from National Forest Lands and disposed of in accordance with local regulations regarding disposal of construction waste.

Q10: Reference the drawing sheet titled details, sheet number 8, Trench Detail – the minimum is 24 inches for below frost line, but my understanding is that, in that particular area, the frost line is down to 48 inches?

A10: Yes, Sheet 8 of the Project Drawings shows a minimum depth of 24 inches for trench work.

The depth of trenches to be constructed will vary. Existing waterline depths are not expected to be below the frostline.

Q11: Reference specifications, Excavation and Backfill for utilities, Sub section Site Work 02223, specifically Part 1- General, 1.4 - approvals required. What is the expected wait time, for the CO or COR to inspect the density or other aspects of that work, whilst the work is being carried out?

A11: A one day (24-hr) delay could be expected between trench digging and bedding placement operations with another overnight delay also expected after pipelines are constructed, connections made, and prior to backfilling. Approval timing would be dependent on the Contractor & Contracting Officer coordinating a schedule for the inspections.

Q12: Reference the Government supplied utility building - are there any installation / schematic drawings / specifications available for the structure?

A12: Yes, the project Statement of Work, Sheets 3, 4, 5, 6, 7, of the Project Drawings and Specification sections 01010, 02110, 02220, 02304, 13100, 15400, 16110 show the work requirements for the building.

Q13: Reference the sheet title “work layout water system design”, sheet number 4 - in the new system design layout, it shows that the width of the pad for the structure is 28 feet wide, but in drawing number sheet number 5, Sheet title “building plan” 16, the total width of the site appears to be 30 feet bracket excluding the aggregate bevel edge. Which one is the correct size?

A13: The building pad for this project is 28 feet wide. Sheet 4 correctly shows the building’s 10’ x-section with double doors facing the Southeast direction, whereas Sheet 5 incorrectly shows the building’s 10’ x-section with its doors facing a Southwest direction. The orientation shown on Sheet 4 is intended.

Q14: There does not appear to be any elevation data on any of the maps. Can it be assumed that the ground is relatively flat and the minimal excavation is required? On sheet # 5, line number 6., under general notes, it reads that ‘The contractor shall build aggregate base pad to a finished elevation that sets the building floor elevation above the surrounding terrain’ (and is well drained”). Is there any need for additional base fill in addition to the 6” pad?

A14: The ground slopes naturally east to west at the building site. Excavation of subgrade with a cut & fill balance is needed to construct a “WELL DRAINED” building pad. Sheet 5 shows an x-section of the building set on a graded 6-inch deep aggregate pad. The pad is shown to maintain 6 inches of aggregate in areas of both cut & fill. The pad is to be cut below natural ground and needs to sloped and graded for a distance of 16 feet to the east (uphill) and set level on 6 inches of aggregate on its westside for a distance of 4 feet. There will be no need to import borrow material to construct the subgrade. Any excess earthen materials will be needed to be graded in waste deposits on-site.

Q15: Reference the Sheet title, electrical plan, sheet number 7 and in the general notes, number

3. It is understood from these notes that there will be a knockout in the floor of the supplied structure. It is not shown on the drawing where the knockout is located. Also, reference sheet titled building plan, sheet number 5. Are there any more detail drawings available, or can the electrical conduit be trenched and placed in advance of the building placement on the site?

A15: Sheet 4 show lines E3 and E4 trenched with W3 to a penetration of the building floor.

Sheet 7 shows the same penetration as a square (24” x 24”) knockout in the floor in the upper left corner of the building floorplan.
