About this file

This is a Questions and Answers (Q&A) document for a federal contract siding project. The document addresses clarifications on work scope, scheduling, and bidding requirements for what appears to be an exterior renovation project at a federal facility in the Custer, South Dakota area.

Work scope clarifications include: existing wiring will be utilized for light replacements; fascia may use a single vertical face with 1x4 fill rather than matching current profile; contractors may work Saturdays on building exteriors but interior access is generally unavailable on Saturdays; no onsite camping is permitted with alternative campgrounds identified in the Black Hills National Forest and private facilities in Custer; photocell sensors on the south and east sides of the building remain active and new lights will include photocells in the same locations; soffit vents must be oriented longitudinally; existing vent hoods must remain; exterior utility boxes may either be pulled (requiring a licensed electrician) or surface trimmed; metal foundation insulation covers on the pumphouse require painting; exposed beams at west entry locations require wrapping; existing plywood soffits on recessed entries and dormers may remain as substrate for new metal soffit; recessed entry posts require painting; doors may be painted in-place protecting hardware from paint; flashing above stone must be replaced; and the pump house alarm light replacement is included in the siding contract rather than a separate alarm contract. The document notes that Value Engineering Change Proposals (VECPs) may be submitted, though insulation removal and replacement is mandated by the regional office and cannot be substituted by covering existing siding. Bid submission requirements include experience/past performance documentation, a written technical approach describing three (3) previous similar projects, Attachment 1 (Schedule of Items v2), and a signed SF-30 if applicable, with bid bond percentage requirements referenced to SAM.GOV.

Q -Will new wiring be required for light replacement or will existing wiring be utilized.

A- Existing wiring will be utilized in all light replacement locations.

Q- Will fascia be required to follow current profile or will a single vertical face be allowed?

A- A singular vertical faced utilizing a 1x4 fill will be allowed.

1" x 4" fill

Existing

Single vertical face

Q – Will the contractors be allowed to work Saturday and/or Sunday?

A – Contractor will be allowed to work Saturday on the outside of the building. Inside access will generally not be available on Saturdays.

Q – Are onsite camping spots available?

A- No camping will be allowed on site. There are private campgrounds available in the Custer area. The Black Hills National Forest has two campgrounds each within about 10 miles of the site: Comanche Park Campground is west of Custer, and Bismark Lake Campground is east of Custer>

Q – Are the sensors on the south and east sides of the building still active?

A – Yes, they are active. These sensors are the photocells for existing soffit lights. The new lights are to have photocells and it is expected they will go in the same location as existing.

Q – What orientation is required on the soffit vent?

A – Soffit vents shall be orientated longitudinally.

Q – Are the existing vent hoods required to stay.

A – Yes

Q – Are the exterior utility boxes to be pulled and siding placed behind the or will surface trim suffice?

A- The contractor will have the option to pull the utility boxes or surface trim around the boxes. If boxes are pulled, a licensed electrician must be present.

Q- What is to be done with the metal foundation insulation cover found on the pumphouse?

A- The metal foundation cover is to be painted along with other contract items to be painted.

Q- Do the exposed beams on the west entry locations get wrapped?

A- Yes

Q- Does the existing soffit on the recessed entries and dormers get removed or can the plywood be covered with new metal siding?

A- Yes. The existing plywood soffits on the recessed entries and dormers may remain in place to serve as solid substrate for the new metal soffit.

Q- Do the posts located at the recessed entries require painting?

Q- Are the doors to be removed, sandblasted, painted and replaced.

A – No. The doors can be painted in-place protecting all hardware from paint.

Q- Bid bond percentage required?

A- See SAM.GOV

Q- Flashing above stone replaced?

Q- Pump house alarm light- replaced in Alarm Contract?

A- No, it is to be replaced in the Siding contract, see Drawings

Q-Can a VECP (Value Engineering Change Proposal) be submitted Prebid? Or after award?

Example: One item would be the non-removal of the existing t&g siding and building the thermal envelope over the existing siding.

A-We are fine with considering any VECP, but for that specific example we have been directed by the regional office to have insulation removed and replaced so just covering the existing siding would not be acceptable.

Q-Are the only items in the email bid package (bid estimate & bid bond?)

A-See Pg 13 of the solicitation.

1. Experience/ Past Performance

2. Written Technical Approach to performing the work to include three (3) previous similar projects.

3. Attachment 1- SOI

4. Signed SF-30 if applicable

Q. The bid solicitation package has an attachment SOI “Schedule of Items”. This SOI has 3 each line items and an ID1 line item.

A. Please see updated “v2” of the SOI which is being posted with Amendment 0002.
