About this file

This is an Amendment 0002 to Solicitation 1240LT26Q0029 issued by the USDA Forest Service for the Great Plains Dispatch Center Communication Room HVAC Upgrade project in Rapid City, South Dakota. The amendment, effective March 18, 2026, consolidates Questions and Answers from contractor inquiries and provides the official Site Visit Attendance List. It also adds Attachment 7 (LP2 Operations and Maintenance Electrical) to support responses to technical questions regarding the electrical panel specifications.

The consolidated Q&As address ten key inquiries covering project specifications and requirements. Notable responses include: Panel LP2 is a Cutler-Hammer breaker panel; an equipment pad (concrete or plastic per manufacturer recommendation) is required rather than wall mounting; the new indoor unit may be installed above the door or on the wall opposite the existing unit; controls must be remote-based; any HVAC manufacturer meeting Section 238127 specifications is acceptable, not limited to Carrier; and the two units will be configured as a primary/secondary arrangement with the primary maintaining setpoint temperature and secondary maintaining setpoint+2 degrees. Additionally, the Great Plains Dispatch Center is located within the City of Rapid, requiring compliance with all applicable City of Rapid City permits, and no exhaust system will be added to the communication room. The Contract Specialist point of contact is Holly Hlavac at Holly.Hlavac@usda.gov. The Site Visit Attendance List documents representatives from multiple contracting companies including Midwestern Mech, Checker Electric, Muth Electric, D&R Service Inc., Ways/De PlumBing, and A1 Universal Technology.

Amendment 0002

SUBJECT: Summary of Changes, Great Plains Dispatch Center Communication Room HVAC Upgrade, Rapid City, South Dakota

Contractor Questions:

1. I am reaching out to see what brand and model the breaker panel is in this project.

Panel LP2?

U.S. Forest Service Response:

Panel LP2 is a Cutler-Hammer. Data is attached.

2. Will a wall bracket be considered vs a concrete equipment pad?

An equipment pad is required. Wall mount will not be considered.

3. Does concrete equipment pad need to be anchored to the building?

U.S. Forest Service Response:

The concrete equipment pad is not anchored to the building.

4. Does the equipment pad need to be concrete?

U.S. Forest Service Response:

Some manufactures recommend plastic pads. Concrete pads may be either concrete or plastic as recommended by the manufacturer.

5. Are City of Rapid City permits required?

U.S. Forest Service Response:

The Great Plains Dispatch Center is located within the City of Rapid. All City of Rapid City required permits will apply.

6. Where within the communication room will the new unit be installed?

Installation of the new indoor unit may be either above the door or on the wall opposite the existing unit.

7. Are the controls to be wired or remote based?

U.S. Forest Service Response:

Controls are to be remote based.

8. Does the manufacturer have to be Carrier?

U.S. Forest Service Response:

No. Any manufacturer meeting the requirements of Section 238127 of the Specifications as accepted by the Contracting Officer may be used.

9. How are the two units to be programmed? Is each unit run as an independent system or are they to be programmed as a master slave system?

U.S. Forest Service Response:

The two units will be set up as a primary/secondary arrangement. The primary unit will be programmed to maintain the desired setpoint temperature. The secondary unit will be programmed to maintain setpoint+2 degrees. In this way, on days when the heat load exceeds the ability of one unit to maintain the setpoint temperature, the second unit will energize and cycle on and off to maintain the setpoint temperature.

10. Is an exhaust system to be added to the communication room?

An exhaust system will not be added to the communication room.
