Amendment 0004 - This amendment makes the following clarifications:
- There are some discrepancies that have been identified within the solicitation. The attached questions and answers address those discrepancies with instruction as to what information takes precedence. These answers will be made a part of any resulting contract.
The supporting documents will be adjusted as identified within this amendment.
- The response date is changed to April 3, 2026. The time remains 12:00 PM MT.

Questions and Answers 3/24/2026
1. There are differences in totals when the maps are compared to the SOI.
Ex: Oowah Lake map says 8047’/ SOI says 8000’
Devils Canyon wood map says 703’ / SOI says 710
Nizhoni barbed map says 1406’ / SOI says 200’
Answer: Quote based on SOI. Maps were given to provide visual representation, not exact quantities and there are reasons given in section C for the variation of quantities.
2. Amendment 1 states the order in which the fences are to be built, it says Bull Canyon which I believe is a mistake? There’s no Bull Canyon map and it’s not on
SOI?
Answer: This was a mistake. There is no Bull Canyon in this project. **Note that the order in which in fences are to be done is only preference and can be varied if needed.
3. SOW says wood posts on barbed wire every 6th post but amendment 1 says every 4th section. From what I am readying the SOW supersedes everything else so it’s every 6th post?
Answer: A wooden post should be installed every 6th post. 5 Steel posts should create 4 sections, and the next post should be a wooden post.
4. I am assuming the lengths of the posts on the Great Wall of Buckeye are the same as other specs 6.5’-7’?
Answer: That is correct. Roughly 40-44” of post is exposed on the great wall of buckeye.
5. Once awarded are we able to collaborate with the local FS office near the projects and use their yard as a possible storage for big loads of materials? If so what are the addresses to some of the yards for estimating freight?
Answer: We will be able to work out staging areas after award, but I am not sure exactly where that will be yet. I would use Moab or Monticello for estimating freight.
6. I have a concern, the SOW states that wood posts are preferred (but that means not required) according to the specs purchasing the wood stays, staples and tie wire is a significantly greater cost than metal stays. The solicitation states lowest bids will be considered first, for the sake of being fair for bidders, there should be a decision of either wood or metals stays.
Answer: Wood stays will be required. This will be updated in the SOW.
Questions and Answers 3/24/2026
7. 12.5 g tire wire to tie wood stays is almost impossible to wrap around the stays, I believe they won’t be as secure. Can we quote 14g tie wire for tying stays? We are already stapling them and tying them, they will be very secure with 14g, its lighter and will more easily wrap around the stays.
Answer: 14g tie wire will be acceptable. We will update the spec (6.2 B) to reflect that.
