About this file
This is a Questions and Answers document for the Critical Housing Deferred Maintenance project at Lowman Ranger District, Boise National Forest, Idaho. The Q&A addresses 103 clarification questions from contractors regarding the scope of work, construction specifications, scheduling, and administrative requirements for the remodeling of six buildings (Buildings 1000, 1174, 2150, 6001, 7001, and 9001). Key clarifications include: tree stump grinding at Building 7001 is required (with the tree already removed prior to contract advertisement); work restrictions prohibit interior work in bunkhouses and the laundry room between April 15 and October 31, 2026, while other occupied buildings require coordination with the government; contractors must provide furniture moving services as incidental to selective demolition; and contractors shall bid only on work explicitly included in the contract with additional scope handled through change orders post-award. The document specifies that contractors are responsible for all demolition necessary to complete the project, concrete sidewalk work including subsurface preparation, door and window framing adjustments, new drywall and painting for walls matching existing construction, and various MEP modifications including plumbing realignment and electrical work. Critical clarifications address ADA accessibility requirements for bathrooms and sinks, window specifications (double-pane vinyl), furnace replacement billing under electrical line items, and the requirement to use the government-provided Schedule of Items breakdown rather than lump-sum bidding. The document emphasizes that incomplete demolition and construction details in the drawings are intentional, requiring contractors to assume responsibility for all work necessary to achieve a "ready to use condition" while following only documented scope.

Q&A Critical Housing Deferred Maintenance – Lowman
1) Item 43 Selective Site Demo – Tree Removal has already been completed. How should I handle that in the schedule of items? While the tree has been removed the stump still remain in place. Please included a price to grind the trunk and roots as detailed on sheet D-11
2) When is work allowed to occur in each of the buildings? When are they occupied? See Specs Section 1.3. No work is allowed to occur in the bunkhouses and laundry room between April 15th and October 31st as this is when the bunkhouses are typically occupied with season employees. The other buildings have year round residents in them. At least a 2-month notice must be given before work starts on the Lowman House so the government has time to shuffle the resident to a new locations for the duration of the work. In the duplexes, the contractor must give 30 day notice before starting work in-case the tenants wish to move into alternate housing during construction. since there is relatively small amounts of work in the duplexes it is likely the tenants will choose to remain in place during construction.
3) Who is responsible for moving furniture prior to construction and moving it back after work is completed? The contactor is responsible and the work is considered incidental to selective demo.
4) During the site visit some additional work was mentioned replacing windows that was not in the contract, how should I handle that in my bid? So that all contractors are bidding on the same items, bid only on the work that is in the contract. If the forest identifies additional work that they want to include in the contract, in will be done through a change order after the contract has been awarded.
5) This site visit included Lownam, Crawford, and Idaho City; are all of these projects being solicited together? These projects are being solicited as separate projects, and the plans and spec packages for each project is independent of the other projects. They all have a similar name as they are being funded through the same part of the Great American Outdoors Act
6) In the plans there is a bid item for Sanitary Waste System, but the plans don’t show any new sewer lines. What is included in this pay item? This pay item is included in buildings where fixtures or appliance are being moved and includes all work need to realign the drain lines for those fixtures. All of this work will be done in the crawl space of the buildings.
7) What type of work is occurring on the windows? Are they all getting replaced? See sheet D-01 in the plans, it has a summary of all of the window work occurring. All new windows are double pane vinyl windows.
8) Will a handrail/guardrail be required on any sloped sidewalks/concrete ramps for ADA or wheelchair accessibility? No, if the sidewalk is at 5% slope or less it is not considered a ramp and does not require a handrail
9) If handrails/guardrails are required, please specify which, and where they are required. Additionally, provide details and specifications. Handrail is not required
10) If handrails/guardrails are required, please indicate where the contractor should include pricing for these on the schedule of items. Handrail is not required
11) Plan sheet G-02 and page 1 of the specifications state “Repaint and repaint all drywall cracks” under the description of work for building 1000. Is the contractor expected to paint the drywall cracks twice? This should read “repair and repaint”
12) Plan sheet A-101 calls for patch drywall and repaint, and points to one location. For bidding purposes, please quantify the SF of drywall patch and repaint. The bid item is paid lump sum for this one location. The contractor can estimate the SF of repair from this photo
13) In building 1000, is the contractor only to paint the drywall cracks that are repaired? Or is the contractor to paint the entire wall where repairs are made? Only the patched area is required to be painted.
14) Typically, wheelchair accessibility for a sink would require removal of the under-sink cabinet to allow for clear access. Adding new doors that extend to the floor will make this sink/cabinet setup noncompliant with ADA. The undersink design was taken directly from the ADA website. The design is considered accessible as long as the doors can be opened and there is not a center post or raised floor to prevent wheelchair from rolling under the sink. https://www.access-board.gov/ada/guides/chapter-6-lavs-sinks/
15) The project description for building 2150 in the specifications as well as the plans call for installation of new counter tops. Where should pricing for this be included in the SOI for building 2150? The countertops are considered indirect to the cabinets, pay item 27.
16) Buildings 6001 and 7001 call for replacement of furnaces at each building. I don’t see a place for the contractor to include pricing for this in the Schedule of items. Please update the SOI or clarify where the contractor should include pricing for these furnaces. The furnace replacement is to be paid under the electrical work, pay items 41 and 48.
17) What year were each of these buildings constructed?
Building
Year Constructed
1000
1989
1174
1967
2150
1988
6001
1989
7001
1989
9001
1989
18) Has a hazardous material survey been performed for any of these buildings? If so, please provide the results. No known hazardous survey exists.
19) Is the contractor expected to test for hazardous material? If so, where should this be included on the Schedule of items? If testing is required, it will be considered a change order
20) If hazardous materials are found to be present, would remediation of these hazardous materials be seen as a differing site condition per FAR Clause 52.236-2 and handled as a change order? If hazardous material remediation is required, it would be considered a change order
21) Specification section 011400 Work Restrictions subsection 1.1 A. 1. states “Limits: Confine constructions operations to the barracks and mess hall. Work to be completed between 7am and 7pm.” I haven’t seen a barracks or mess hall in the plans. Please clarify. This is a copy/paste error from another project. It should read: “ Limits: Confine construction operations to the building listed in the plans Work to be completed between 7am and 7pm.”
22) Specification section 011400 Work Restrictions subsection 1.1 A. 2. states “Government Occupancy: Allow for Government occupancy of the Crawford Work Center.” My understanding is that this project is in Lowman, ID. Is a portion of this project in a different location? Please clarify. This is a copy/paste error. This project is in Lowman, ID. The work in Crawford is in a separate contract.
23) Specification section 011400 Work Restrictions subsection 1.1 A. 3. states “Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Occupants, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Will these buildings be occupied from the 11/1/26-4/15/27? This would make work inside any of these buildings extremely difficult to complete given the scope and creates a lot of risk for the contractor. Please clarify. The bunkhouse and laundry room will be empty during this time. The contractor will coordinate with the gov the schedule work in the 1174 building so the current tenant can be relocated during construction. Building 6001 and 7001 will likely be occupied during construction and the contractor will coordinate work with the government to minimize occupant disturbance.
b. If these buildings are not occupied from 11/1/26-4/15/27 will the contractor be allowed to utilize the areas mentioned for parking and staging of materials? Parking and storage will be available for the contractor as directed by the COR. Access to all roads in administrative site must be maintained as buildings outside of the contract will be occupied throughout the duration of the contract.
24) Specification section 011400 Work Restrictions subsection 1.2 A. states “Full Government Occupancy: Government will occupy work center during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government operations.” This section references a work center that will be occupied during the entire construction period. Is this building relevant to the project? If so, please clarify as it’s not shown on the plans or listed in the schedule of items. The ‘work center’ is the entire administrative site including all of the offices, warehouses, residences and other buildings.
25) Building 1000 gets a new concrete landing and sidewalk at one of the entrances. Plan sheet A-101 and A-103 show overlays of the existing sidewalk and landing but I don’t see where the plans direct the contractor to demolish the existing sidewalk and landing.
a. Will the government be responsible for demolition of the existing concrete sidewalk and landing at building 1000? The contractor is responsible for demolition of the sidewalk and it is considered indirect to pay item #2
b. If the contractor is responsible for demolition of the existing concrete, will the contractor need to include demolition of the existing subgrade and import/compaction of new subgrade? Or is the existing subgrade suitable to receive new concrete? The existing subgrade may remain in place. Per the specs the contractor is responsible for all work related to constructing the sidewalk: Concrete Sidewalk – Lump Sum per site including full compensation for all labor, materials, and incidentals necessary to complete the work as shown on the drawings include earthwork, aggregate placement, importing fill, compaction, formwork, reinforcement, concrete placement, jointing, finish work, finish grading and cleanup.
c. Will any demolition associated with the concrete sidewalk, including subgrade be included in the selective demolition line item, or the concrete sidewalk line item? This work should be included in pay item 2 – selective demo.
26) Plan sheet A-100 shows an existing porch currently constructed against the existing landing. This porch is not shown in any other detail. The new concrete landing and step layout shown on plan sheet A-101 and elevation detail from plan sheet A-103 indicate the existing porch would impede on the new concrete landing and step.
a. Is the existing porch in this location to be demolished? The existing porch shall remain in place. The landing and step will be constructed on the existing porch.
b. Should the contractor assume the government will be responsible for demolition of the existing porch? No, assume that the government will not do any work prior to this contract.
27) Plan sheet A-301 calls for a new concrete sidewalk at building 2150.
a. Will the government be responsible for demolition of the existing concrete sidewalk and landing at building 2150? The contractor is responsible for the demolition.
b. If the contractor is responsible for demolition of the existing concrete, will the contractor need to include demolition of the existing subgrade and import of new subgrade? Or is the existing subgrade suitable to receive new concrete? The existing subgrade may remain in place but the contractor is responsible “for all labor, materials, and incidentals necessary to complete the work as shown on the drawings include earthwork, aggregate placement, importing fill, compaction, formwork, reinforcement, concrete placement, jointing, finish work, finish grading and cleanup.”
c. The Schedule of Items doesn’t currently include a line item for concrete sidewalks. Please clarify where the contractor is to include the pricing for this scope including any demolition associated with this scope. Demolition work shall be included in pay item 26. Pay Item 26.1 Concrete Sidewalks will be added to the schedule of items
28) Plan sheet A-402 calls for the section of concrete sidewalk leading up to the front steps of building 6001 to be lifted to the original elevation and slope. Please provide the original elevation and slope of the sidewalk. The original elevations are visible in the photo on sheet A-402. Considered the bottom of the dark lines on the foundation to be the original elevation and slope and assume a 1% cross slope.
29) Per plan sheet A-402 and A-501 sections of concrete at both buildings 6001 and 7001 are to be lifted. It would be much easier and cost effective in the long run to just replace the concrete needing lifted with new concrete. This option would also prevent additional heaving and future settling. Will the government consider changing this scope to replace the concrete in these areas instead of lifting it? Please bid the contract as it is written. The government will consider replacing the sidewalk instead of lifting it after award for a negotiated savings to the government.
30) Plan sheet A-402 calls for removal of cracked concrete and placement of a new slab at building 6001.
a. Is the contractor to remove the existing subgrade and prep with new? The condition of the subgrade is unknown as it is covered with a sidewalk. The contractor is responsible for all subgrade work. If the existing subgrade is up to spec it may remain in place
b. If so, should the contractor include the removal of existing subgrade in the selective demo line item, or the concrete sidewalk line item? Please clarify. It should be included in the selective demo line.
31) Plan sheet A-202 calls for a new 32” door at the bathroom in building 1174. This door is not shown on the door schedule.
a. Is the government providing this door and its hardware? Please clarify. No.
b. If not, please provide additional details for this door. The contractor shall provide and install the door. It shall be a 32”x80” hollow core wood door
32) Are all newly framed walls to be framed using 2x6 material? All new framing shall match the existing framing at each building. It is assumed that exterior walls are constructed with 2x6s and interior walls are made with 2x4s.
33) Please provide wall assemblies for all new walls. Wall assemblies are not provided. Walls shall be built to match the existing walls at each building.
34) Plan sheet A-200 shows existing conditions with the current bathroom layout for building 1174. Plan sheet A-202 shows the new wall layout for the bathroom and scope for this building.
a. Is the government responsible for the demolition of the existing walls to accommodate the new layout? If the contractor is expected to do this, please clearly define the limits of the demolition expected for this new layout in the drawings. The contractor is responsible for all demo work. Only demolish the items you are planning to remove or replace. If you break it, then you must fix it.
b. Is it the government’s responsibility to frame/hang drywall/paint the wall infill where the new bathroom door goes? If the contractor is expected to do this, please indicate this on plan sheet A-202 and include a wall assembly. The contractor is responsible for constructing the wall assembly to match existing walls which include drywall and painting.
35) The shower elevation view on plan sheet D-03 calls for mold and moisture resistant drywall above the shower kit on the side where the shower head is located. Is the contractor to assume mold and moisture resistant drywall is only needed at this one wall for each new shower? The contractor should assume that any new drywall in the interior of the bathroom shall be mold and moisture resistant drywall.
36) What is the existing substrate underneath the current floors in each building? The substrate is unknown
37) Specification section 014100 Quality Control subsection 1.3 D. lists As-Built Drawings as a submittal.
a. With this project already having a set of drawings provided by the government, what is the expectation here? If the construction is modified from the design, the as-built drawing will be provided to show how things are actually built.
b. Would a set of red line drawings be acceptable? Please clarify. Yes
38) Below is a snippet of plan sheet A-101. The highlighted section of exterior wall is bold as if to indicate work is to take place here. Please clarify the scope in this location. No work is lableled or expected at this location
39) Plan sheet A-102 seems to show new walls/layout for the bathroom remodel. The plans do not give directions to demolish the existing framing or to frame new walls. Please advise. Contractor is expected to demolish the existing framing where necessary to construct the new wall as shown on the plans.
40) Do any of the new walls in these buildings receive insulation? If so, please provide a specification for the insulation and indicate where pricing for insulation should be included on the schedule of items. No insulation is called out in the plans, so it in not required.
41) Do any of the new walls in these buildings receive gypsum board? If so, please indicate which walls. Also, please indicate thickness and type of gypsum board to be used. All of the new wall shall receive gypsum board and paint to match the existing walls
42) Are the new walls in these buildings to receive paint? If so, please indicate which walls. All of the new wall shall receive gypsum board and paint to match the existing walls
43) Detail 6 on plan sheet D-07 calls for ceramic tile backsplash over backer board.
a. Does this backer board only get installed on the walls with a kitchen sink? No, it should be installed above the base cabinets on both the sink side and on the stovetop side.
b. Does the backer board extend from the floor to the ceiling? Or just where the ceramic tile is going? Just where the tile is going
c. Does the ceramic tile extend from the countertop to the ceiling? If not, please clarify. From above the 4” backboard on the countertop to the bottom of the upper cabinets.
d. This detail shows a plastic laminate backsplash in addition to the ceramic tile backsplash and backer board. Is this desired? The plastic laminate is desired on the 4” high backsplash indicated with the red arrow below. The ceramic tile backsplash will be on everything above the 4” backsplash
e. Please provide a detail that accurately shows the desired assembly in these locations. See above
44) Plan sheet A-103 calls for new concrete sidewalk at building 1000 sloped at 5% until it matches the elevation of the existing sidewalk. Additionally, the detail indicates the new sidewalk is to be approximately 30’ from the edge of the new landing.
a. What existing sidewalk is this detail referring to? The sidewalk that runs perpendicular to the new sidewalk on the edge of the parking lot.
b. For bidding purposes, should the contractor bid for 30’ of new sidewalk or should the contractor bid to match the existing sidewalk elevation? If the contractor needs to match the existing sidewalk elevation, please provide a distance from landing to the desired elevation. Contractor should assume it will take the entire 30’ run the drop to the existing elevation at a 5% slope
45) Plan sheet A-301 has a note that states “Contractor shall verify panel can handle increased number of dryers”. If the existing panel cannot handle the increased number of dryers, would this be seen as a differing site condition per FAR Clause 52.236-2 and handled as a change order to increase the panel size? Yes
46) Plan sheet A-301 has a note that states “See sheet A-302 for elevation views”. A-302 shows elevations for the washers and dryers, but not for the concrete ramp and landing. A-303 is also missing this detail. Please provide an elevation view of the concrete ramp and landing for building 2150. Elevation views are not included for the sidewalk as the slopes are shown on the plans views on Sheet A-303, and a typical sidewalk cross section in shown on Sheet D-05.
47) A note from plan sheet A-104 states “existing cabinets shall be modified to allow for wheelchair access as shown below”. The rendering below shows a cabinet with doors that appear to open and slide along a rail. If this is desired, please provide more details and specify the product the contractor should install. The picture depicts a hinge. Contractor shall select an appropriate hinge for the cabinet doors
48) Plan sheet A-401 calls for painting of the interior walls in the garage and points to the garage on the left.
a. Is only one garage to receive new paint? Correct, only the garage for unit B will receive paint.
b. As these garages weren’t shown at the site visit, please provide photos of the garages. Painting of the garage shall include painting the walls and ceiling. The shelving and flooring do not receive paint
c. Will the government be responsible for removing any items from the garages that would prevent the contractor from painting the walls? The contractor will be responsible for relocating any items needed to paint the garage. No vehicles will be parked in the garage during painting.
49) Plan sheet D-11 shows the existing tree at building 7001. One of the notes states “Grind trunk, and all roots within 6’ of the trunk, 6” below grade. Ensure no tread marks are left on concrete”. Considering the close proximity of the tree to the existing building, it’s very likely that roots are currently underneath the existing concrete driveway and sidewalk, which appears to be about 18” from the base of the tree. Is the contractor expected to remove the existing concrete sidewalk and driveway within a 6’ radius of the trunk to grind the roots below grade in these areas and patch back the driveway and sidewalk? Please advise. See question #1, this tree was removed prior to the contract being advertised. Grinding is only required in the yard, and not under any sidewalks or driveways.
50) The project specifications restrict interior work from 4/15/2026-10/31/2026. Will the government allow the contractor to replace windows in all the buildings during this restricted period as long as the buildings are dried in each day? See question 2. Window replacement in the bunkhouse shall occur when those buildings are not occupied.
51) With the amount of demolition required to remodel each of these buildings, please provide a demolition plan for each building that clearly defines the limits of demolition. A demolition plan is not needed. Contractor shall only demolish items that are scheduled to be replaced.
52) Is the contractor to assume all replacement doors will fit inside the existing framed opening where the door is to be installed? No, most of the new doors are a wider size than the existing doors
53) Plan sheet A-300 shows three existing dryers and three existing washers. Is the government responsible for disposing of these 6 appliances? The contractor shall salvage the appliances and deliver them to a Forest Service warehouse in Lowman as directed by the COR.
54) Are the washer hookups for the new washer units located on the south walls of building 2150 already in place? Yes
55) The South Elevation on plan sheet A-302 has a note that references plan sheet D-11. Plan sheet D-11 is two photos of the tree outside of building 7001. Note should read Sheet D-12
56) Is there any new framing associated with the installation of the new doors in existing walls? If so, please clarify the extent of the framing required. Yes, upsized doors, or relocated doors require door framing and framing is considered indirect to the doors.
57) I don’t see a hardware schedule for the new doors. Please provide. Per the specs 087100 1.2 B, the contractor is to submit the hardware schedule meeting the requirements in the specs and on sheet D-02.
58) Plan sheet A-203 North Elevation detail calls for a new tub and partition wall.
a. Please provide a wall type or wall assembly for the new partition wall. This is a 2x4 wall with mold and mildew resistant drywall.
b. Is this just a cut and paste detail or is this the actual plumbing wall? Plumbing for the tub will run through this wall
c. Is the tub drain on the same side as the plumbing wall? Yes
d. What is the tub surround material? Surround and tub shall be fiberglass as recommended by the contractor and meeting the size requirements shown on A-203
e. With the existing tub coming out, this will likely require demolition and replacement of a portion or all the existing tub surround material. Will the demolition and replacement of tub surround material be the responsibility of the government? It is the contractor’s responsibility
f. If the contractor is responsible for demolition and replacement of tub surround material, please indicate the limits of demolition and replacement that will be required. Contractors shall only demolish items they are planning to replace
59) Do all of these buildings have a crawl space? Please clarify which ones. All of the building expect 2150 have a crawl space.
60) Please provide the crawl space depth for each of these buildings. Depth is unknown
61) Please indicate on a floor plan view of each building where the crawl space access is located. Crawl space access has not been documented
62) Please provide the water service location for each building. Water service locations have not been documented
63) Please provide the composition of the water lines for each building. (i.e. copper, pex, galvanized) Existing waterline materials are unknown
64) Please provide the composition of the existing sewer lines for each building. Existing sewerline materials are unknown
65) Please provide the stub in point for sanitary sewer pipe at each building. Sewer locations have not been documented
66) What size is the sanitary sewer pipe for each building? The contractor/plumber shall size all sewer pipe to meet code requirements
67) What size is the water service line for each building? Waterline size is unknown
61-67 Contractors is responsible for determining these sizes and locations during construction.
68) Plan sheet A-102 shows the new bathroom layout for building 1000. One of the notes states “Install accessible sink with undersink protector and mirror. See sheet D-04”. Both plan sheet A-102 and plan sheet D-04 show a new countertop where this new sink is located. A-102 and D-04 are meant to depict an accessible sink not a countertop.
a. There is no direction to install a new countertop in this location. Is the government providing and installing this countertop and the contractor is to install the new sink, undersink protector and mirror? Please advise
b. If the contractor is to install the countertop in this location, please provide details for the countertop composition and thickness.
c. This detail also shows backsplash behind the faucet. Please clarify if backsplash is to be installed here.
d. If backsplash is to be installed, please provide the backsplash material and height desired.
69) Plan sheet A-102 shows the new bathroom layout for building 1000. One of those notes states “Install 36”x36” accessible shower. See sheet D-03”.
a. The bottom right detail on plan sheet D-03 is not achievable with the current layout on plan sheet A-102. Please advise. Detail on D-03 is a typical and can be modified to fit the layout on sheet A-102. Requirement is for a 48”x36” clear space in front of the shower.
b. The shower shown on plan sheet A-102 would not be “accessible” according to ADA regulations with the current bathroom layout.
c. The two details on the left of plan sheet D-03 show the plumbing wall on the left side of the shower. Plan sheet A-102 shows the plumbing wall on the right side of the shower. Please clarify which wall is the plumbing wall. To meet ADA requirements the seat will be on the closet wall and the plumbing wall will have to be the exterior wall, layout of the shower on A-102 should be mirrored.
70) The existing doors/windows that are scheduled to be replaced will likely need to have the casing around them removed to allow for demolition of the existing door/window and installation of new.
a. Is the government responsible for demolition and replacement of the casing around the doors and windows scheduled for replacement? The contractor is responsible for removing and reinstalling the casing as needed. Any casing damaged during construction shall be replaced in kind by the contractor.
b. If the contractor is responsible for demolition and replacement of the casing around the doors and windows scheduled for replacement, please provide a specification for the material desired and a detail that shows the extent of the casing scope (style size, paint, stain). Casing shall be replaced in kind
71) What is the existing baseboard material in each building? Existing baseboard material is unknown
72) At the site visit additional trapezoidal windows were discovered at buildings 7001 and 6001. It was discussed at the site visit that no work is to take place at these additional trapezoidal windows. Please confirm. See question 4. Contractor shall only bid on work included in the plans and spec.
73) Each of these buildings has existing furniture/equipment in the rooms. Will the government be removing this equipment/furniture prior to the contractor arriving? Please advise. See question 3.
74) At the site visit it was discussed that the contractor could complete interior work at buildings 7001, 6001 and 1174 between 4/15/26-10/31/26 with no restrictions. Please confirm. See question 2.
75) The SOI requires a breakout of 53-line items for work taking place across 6 buildings.
a. Is the entire project base bid? Please clarify. Yes
b. If this is a lump sum contract, can the contractor provide a lump sum bid, and if awarded then provide the extensive SOV breakout? No, the contractor is required to use the provided SOI so bids may be easily compared with the government estimate and other bids for price reasonableness.
76) Plan sheet A-103 shows the sidewalk detail for building 1000 with a note that calls for a 5% max slope from the landing to the existing sidewalk at the parking lot. The elevation change from the sidewalk by the parking lot to the threshold is approximately 24-1/2”. There is no way to meet the 5% or less requirement by following this construction detail. If you would like to meet this requirement, you’ll need to provide a new design for the sidewalk. Please advise. If a 5% slope is not achievable the plans will be modified in a change order after the contract is awarded.
77) At the site walk, it was mentioned that some of the work in the drawings has been completed by the facilities maintenance team. Please identify what scope has been completed so the contractor doesn’t waste time providing a bid for work that isn’t needed. See question #1.
78) Please clarify if any of the buildings will be occupied throughout the course of construction. We need to know which buildings will be occupied and the dates these buildings will be occupied. See question 2.
79) At the site visit it was discovered that the tree scheduled for demolition was already cut down to a stump, and it was mentioned that the tree removal line item may be removed from the SOI. Please clarify the scope for the stump and roots. See question 1.
80) These plans seem incomplete. Almost all of the demolition required for this project is absent from the plans. Construction of new walls, insulation, drywall, and paint for the most part are not called out in these plans. In multiple places the SOI, description of work and the drawings contradict each other. There seems to be a lot of assumed scope. To make sure all contractors are bidding on the same thing, please clarify the scope for each building. It should be assumed that the contractor is responsible for demolition of items necessary to complete the project, and that the building shall be completed to a ready to use condition.
81) The kitchen west elevation on plan sheet A-203 calls for an existing soffit to be removed. Is the contractor only to demolish the soffit or will the contractor need to perform additional work in this location once the soffit is removed? Please clarify. The contractor will be installing cabinets in this area
82) Is 5% travel slope the goal with the concrete sidewalks? If so, can layout and quantities be modified to meet it? A max 5% slope is the goal so that handrails are not required. The layout may be modified to meet these goals, but changes in quantities will require a change order after the contract is awarded.
83) Plan sheet A-301 calls for new LED lights in building 2150. How many lights is the contractor to install? The existing fluorescent tube lights shall be removed and replaced with 2 Minka Lavery Vantage 7.5" Wide Round LED Flush Mount Ceiling Fixtures or approved equal
84) What is the existing flooring material in buildings 1000, 1174, 9001, 6001, 7001 and 2150? The flooring varies from building to building and room to room and shall be verified by the contractor. Building 1000: LVP, 1174: Hardwood in living room and hallways, Linoleum in the kitchen and bathroom, 2150:Tile, 6001 and 7001: Tile around the fireplace, linoleum in the kitchen bathroom and laundry room, 9001:LVP
85) 3. Are baseboards expected to be replaced in areas of buildings where flooring is replaced? The baseboard shall be salvaged whenever possible. If it is damaged it shall be replaced in kind
86) 4. What is the current entry door size for building 2150? Door was not measured but appears to be a28’x80”
87) 5. Plan sheet A-301 shows an overlay of the new door over the existing door at the entrance to building 2150. The new door is seemingly wider than the existing door. If the new door for building 2150 is larger than the existing opening will allow, will the government be responsible for demolition of the existing casing, drywall, and framing at the existing opening to accommodate installation of the new door? Please clarify the scope the contractor will be responsible for. Contractor is responsible for the demo, framing, casing, drywall, painting and all associated work.
88) 6. If the new door for building 2150 is larger than the existing opening will allow, will the government be responsible for framing the new opening, installing new gypsum, painting, and installing new casing around the new opening? Please clarify the scope the contractor will be responsible for. If the door cannot be constructed as designed a change order will be negotiated after award. See sheet A-300, a 36” door will fit in a 42” wall
89) 7. Plan sheet A-300 shows the existing conditions plan view for building 2150. The wall between the entrance and the current location of the washers is not in the location as depicted on this sheet. It’s right up next to the existing door opening.
a. Please correct this in the drawings. Small errors that do not effect the project are expected in drawings
b. If the existing opening needs to be widened, this wall will need to be removed. Who will be responsible for this? Please clarify the contractor’s scope as it pertains to demolition of this interior wall. If the door cannot be constructed as designed a change order will be negotiated after award.
90) c. There is a light switch on the wall referenced in the previous question. If this wall needs to be removed, will the government be responsible for the electrical demolition and any new electrical scope associated with this? Please clarify the contractor’s scope of work as it pertains to electrical work in this building. Please only bid on items contained in the plans. If the door cannot be constructed as designed a change order will be negotiated after award.
91) 8. Plan sheet A-301 calls for removal of an elevated platform so new washers and dryers are at ground level. The arrow for this note points to just the side where the existing dryers are.
a. Is there an elevated platform on the washer side as well that is to remain? Please clarify. There is only a platform under the existing dryers.
b. What is the existing platform material?
c. For bidding purposes, how should the contractor assume the platform is constructed? See photo above
92) d. Please clarify what work would be considered incidental to the removal of this elevated platform. Removal of the platform would include installing flooring, installing baseboard, painting and all associated work.
93) 9. Will the contractor be required to install all new dryer vents for the dryers in building 2150 or will the contractor be able to utilize the existing vents? Existing vents may be utilized
94) 10. In the SOI there isn’t a place to provide pricing for dryer vents for building 2150. Please advise. The vents are considered indirect to the appliances, pay item 30
95) 11. In building 2150 there is currently a countertop in the location of where the endmost dryer is to be located per plan sheet A-301. There is no direction on the plans to remove this countertop. Contractor is responsible for removing the countertop
96) a. Is the contractor to assume the government will be responsible for removal of this countertop? Contractor is responsible for removing the countertop
97) b. Will the government also be responsible for any wall repairs associated with the removal of this countertop? Contractor is responsible for removing the countertop
98) 12. Plan sheet A-302 shows an elevation view of both the north and south elevations. The south elevation has a note that states “cabinets w/ utility sink. See sheet D-06. Plan sheet D-06 has four details. Which detail is this note referring to? The note should refer to cabinet #6 on Sheet D-07
99) 13. The floor plan for the new bathroom on A-102 effectively eliminates the “accessibility” feature of a transfer type shower, as shown on D-03. A person in a wheelchair cannot transfer from a chair to bench in the shower per the floor plan drawing in A-102, unless the wall controls and bench are reversed, or the floor plan and new walls are built per the detail on D-03, making the adjacent closet smaller. Please advise. See question 69
100) 14. At the site visit we were not given the opportunity to view the right side of building 6001 and were told the two spaces were identical. If the contractor encounters conditions that aren’t identical to the left side and these conditions impose an additional cost to the contractor, would this be seen as a differing site condition per FAR Clause 52.236-2 since the contractor wasn’t provided an opportunity to view the existing conditions on the right side of building 6001? Yes
101) 15. At the site visit it was stated that some of the work in the plans has already been completed. Please clarify what work has been done and adjust the SOI to reflect the changes. See question #1
102) 16. Plan sheet A-401 has a note that states “lift and patch concrete sidewalk. See detail A-402”. This note points to the sidewalk section that leads from the concrete driveway to the steps on the left side of building 6001. Plan sheet A-402 has two notes that contradict the note from A-401. One of the notes states “Lift sidewalk to original elevation and slope” and points to a small section of concrete sidewalk leading up to the front steps. The other note states “Remove cracked concrete and repour new slab. Slop to match existing elevation of garage” and points to a section of the concrete sidewalk and a section of the driveway.
a. The concrete sidewalk cannot be lifted due to the posts with embedded anchors. If we try to lift these sidewalk panels, one side of the concrete will lift and the concrete will then crack. Please change the requirement to remove these sidewalk panels and place new concrete sidewalk. Please bid the contract as it is written. If replacing the sidewalk is required it will be covered in a change order after the contract is awarded.
b. Are there pier footings underneath the posts shown in the photos on plan sheet A-402? Its is unknown but likely
103) The entry door opening at building 2150 cannot be widened without a design from a structural engineer due to its proximity to the corner of the building. It does not appear that we will be able to install a wider door due to not being able to meet the shear wall requirements per the IBC. Has a structural engineer reviewed this location? Please advise. If the door cannot be constructed as designed a change order will be negotiated after award. A structural engineer has not reviewed this project.
