Here are answers to the questions:
1. There is reference to J6 on some of the documents but this document does not exist in those provided.. Please provide the J6 document.
J6 Refers to Supplemental Pumphouse and Waterline Drawings. These files are attached to this email and collectively make up “J6”.
1. Upon review of the proposed remedies to repair certain items it has been our experience that the remedies proposed may not solve the issues. If we were to propose an alternate fix for a certain issue would this alternate remedy be considered and accepted?
The FS will certainly consider alternate remedies; however, please make sure that the technical proposal clearly explains why the alternate remedy is being proposed and provide sufficient detail so that the FS can evaluate the merits of the alternative approach.
1. Would it be acceptable to provide an outside engineer to assist in the evaluation of determining the most cost effective and best possible solution to remedy a certain issue?
Yes. Many of the items in the scope of work require a technical analysis prior to implementing a solution. Please include time for an outside engineer in your proposal where appropriate to aid your team in evaluating the issues at the site and proposing a solution.
1. Concerning the electrical work to be evaluated and completed is an electrical permit going to be required from the State of Nebraska and will inspections from the local State Electrical Inspector be required and final approval and acceptance of the work issued?
The USFS technical does not need to obtain a permit; however, based on past work at this project, the USFS prefers to get a permit from the State of Nebraska for this work to have additional “eyes” on the electrical work. Please include the costs associated with obtaining and managing a state electrical permit in your proposal.
1. Concerning the bid form "Section B - Supplies or Services and Prices", there are certain Option items that state "Price to be provided upon completion of a certain Base Bid item" we assume this means that this price cannot be provided at this time on the bid form and the lump sum cost can only be provided after the Base Bid item has been accepted, the work completed and the cost for this work accepted?
This is correct.
ADDITIONAL CLARIFICATIONS:
-Please ensure that a project schedule is included in your technical proposal. There are numerous restrictions on the site regarding which work can be done and when (covered in Section C4) and it is imperative that the technical proposal demonstrate an understanding of this. Furthermore, a proposed project schedule in the technical proposal will aid the USFS in determining the level of effort we will need to include for a third-party construction administration support team.
-Please ensure that ALL amendments are reviewed and considered prior to submitting your proposal. Specifically, a revised Section J2 and revised B.1 Schedule of items was posted last week. Please make sure that these are reviewed in detail.
