Solicitation No.: 1240LT24R0012 Project Name: Bessey Nursery Construction Correction & Completion NEW SECTION L.1 PROVISIONS , 452.215-71 Instructions for the Preparation of Technical And Business Proposals (SEP 1999)

(b) Technical Proposal Instructions

(b) Technical Proposal Instructions The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of techniques, procedures and program for achieving the objectives of the specifications/statement of work. At a minimum the technical proposal should clearly address the following:

i) Factor 1. Past Performance: submit a list of relevant past work the offeror has performed within the past 3 years along with contact information so the government may query prior customers. Information should include the project name, location, description of the work, dollar value and name/phone/email of project owner representative. Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions.

ii) Factor 2. Experience: Submit a short narrative providing details of the experience the firm has (either as a prime or sub-contractor) for work similar in nature and scope in geographical conditions similar to this requirement (remote location, damp climate, similar logistical challenges for transporting equipment and materials, care and feeding of crew, etc.).

iii) Factor 3. Technical Approach to Performing the Work: Technical Proposals that detail the technical solutions and approach are required for the evaluation of offers. Contractors must submit the required information to be considered for contract award. Commitments made in the offeror’s technical proposal will be incorporated into the awarded contract.

The technical solutions and approach should include information detailing how the work will be organized and performed in accordance with the specifications, drawings, terms and conditions of the solicitation. In order to be considered responsive to this solicitation, bidders must specifically address Base Items 001and 019 and Option Items 013, 014, 015, 032, 035a, and 035b in their technical solutions and approach but are highly encouraged to address all other items in the Scope of Work and how they intend to resolve them. Sketches, details, descriptions, product cutsheets, and demonstrated compliance with the applicable codes and standards are highly encouraged.

The following subfactors will be considered when evaluating the Technical Solutions and Approach:

· Subfactor 1, Project Work Plan Offerors must provide a detailed project work plan indicating how they intend to accomplish the work by giving as much detail as necessary to fully explain the proposed technical approach or method for each significant work element. The work plan should identify the key subcontractors and size of the crew(s) to be employed.

· Subfactor 2, Proposed Schedule Offerors must provide a detailed proposed schedule (in accordance with the limitations and restrictions detailed in Section C-5) that includes an overall time frame for the project as well as the time frames and sequencing of each significant work element/milestone included in the project. Identify the critical path. · Subfactor 3, Quality Control Plan Offerors must provide a Quality Control Plan, resources, and staffing that demonstrates the Offeror’s ability to successfully manage the material submittal process, third-party testing requirements, efficiently oversee the RFI process and ensure prime contractor, subcontractor, and supplier(s) compliance with contract requirements. Plan shall address the Offeror’s experience with, and commitment to, the requirements in the Contractor Quality Control section of the specifications.
