| Q: | Are the options awarded individually? |
| A: | Please refer to the revised schedule of items and description of work. Option items have been grouped together. |
| Q: | Does mobilization include bonding? |
| A: | Please refer to the revised schedule of items and description of work. Mobilization and bonding have been defined more clearly. |
| Q: | Does bonding have to include just the base bid amount or do they need to get bonded for the potential # for all bids? |
| A: | Contractor shall be required to provide bonding for the base bid amounts and be capable of providing bonding for any of the option bid items that could be awarded. |
| Q: | Can we roll mobilization into one line item with bonding? |
| A: | Please refer to the revised schedule of items and description of work. Mobilization and bonding have been defined more clearly. |
| Q: | Should the submitted schedule include time for just the base of with the options? |
| A: | A rough schedule showing the number of days required to complete each of the optional bid items would be helpful. |
| Q: | Will the building be ready for work? I.e., will the furniture be removed or is the contractor responsible for removing the furniture? |
| A: | There will be a pause between finishing the north building and moving the furniture over from the south building, up to a couple of months. Moving the furniture is not part of this contract, this will be done by the Forest Service. |
| Q: | Duct sizes? Lower level ceiling is already 7’-11” (+/-), and as shown the duct sizes would require further lowering. |
| A: | For now, bid with the specified duct sizes. We will lower the ceiling as needed unless we negotiate changes later. |
| Q: | Can we simplify the options? It would be easier with a unit cost. |
| A: | Please refer to the revised schedule of items and description of work. Option items have been grouped together. |
| Q: | Are there 3 or 4 phase? This will affect the wiring demo. |
| A: | Original circuits are single phase, service is now 3-phase, all new wiring is 3-phase. 4-phase, I do not know what that is, maybe a reference to 2-phase which is only common in someplace like Philadelphia. |
| Q: | Is it okay to just list the important sub contractors? Sometimes submittals come in last minute. |
| A: | List as many as you can, they can be changed later as needed. This helps us evaluate your technical proposal. |
| Q: | Are we going to send out an official bid form/SOI? |
| A: | The revised schedule of items is the bid form. Please provide a cost estimate/breakdown as shown on the SOI. |
| Q: | Are we going to add a sprinkler line item? Inclusion will affect other items. |
| A: | Per the code analysis on sheet G101 note 4 sprinklers are not required for the north building. Per the code analysis on sheet GS101 note 4 sprinklers are not required for the south building. |
| Q: | Are huddle rooms “conference” rooms? Strobes will need to be installed if the huddle rooms are technically conference rooms. |
| A: | They are small group work areas. Not conference rooms. |
| Q: | What are the RFI dates? Can we have more time? |
| A: | The deadline has been extended, please refer to SAM.gov. If additional time is needed, please submit a request to Tanya Spanfellner. |
| Q: | How will bids be evaluated if some parts are better (i.e. base bid being solid and options not being as good)? |
| A: | The base bid items with carry the most weight in the technical proposal review and option bid items will be considered secondary. |
Q: On G003 bid form in the bid optional item section line items 22e through 22n say that it’s the North Building. In the specification same line items, it says this is the south. It’s assumed that the specification is correct however we request that this plan is updated to eliminate confusion.
On this same form there are quantities listed for some of the bid options is the Contractor only held to these quantities. Please advise.
A: Please refer to the revised schedule of items and description of work.
| Q: | We are also requesting, if possible, to reduce the amount of option bid items to help confusion as well. If this can’t be narrowed down, then we are requesting that they be separated between North and South Buildings to also to eliminate confusion as well. |
| A: | Please refer to the revised schedule of items and description of work. Option items have been grouped together and are more clearly defined. |
| Q: | Furthermore, with the amount of bid options we are Requesting that the bid date is extended by 3-4weeks to allow the subcontractors time to evaluate each option. |
| A: | The deadline has been extended, please refer to SAM.gov. If additional time is needed, please submit a request to Tanya Spanfellner. |
| Q: | On E.1.1 and 2.1 there are fixtures that are on these drawings that don’t correlate with the fixture schedule. Also, on E 4.0 the light pole has a call out however there is no lighting schedule. Please advise. |
| A: | Found an IE luminaire not called out. The IE luminaire shall be a type I luminaire with a EL7L unswitched ballast. Please note that EE, FE, and GE notes the option as E14WC which is in error and should be the EL7L in the note. The labels G1-some letter and G2-some letter reference panelboards G1 and G2 and the respective circuits. Sheet E4.0 site plan calls out the luminaire as type N found in the Luminaire schedule on sheet E0.4. |
| Q: | The finish schedule for acoustical ceilings is calling out 2x4 cirrus or equal, but the spec book is calling for #3151 optima square edge. Please clarify which is preferred. |
| A: | Please provide acoustic ceiling tile as shown on the finish schedule in the drawings. |
| Q: | Base bid item 17 and Bid Option item 22m, These look to be the same, Please clarify the differences |
| A: | Please refer to the revised schedule of items and description of work. Option items have been grouped together and are more clearly defined. |
| Q: | Is the Fire Alarm system existing or provided by Phase 1 contract? |
| A: | The fire alarm system is required to be installed with the elevator. |
| Q: | On sheet E3.1 What does note 2 mean “self-contained security door access” |
| A: | Self-contained means that it may not in any way shape or form be attached to building internet or be centralized in programming, otherwise a full Lenel system shall be installed and attached to the USDA department level Lenel system server. WIFI is also 100% not allowed. The devices called for meet this requirement. |
| Q: | On sheet E3.1 Note 4 requests we install a button that will order pizzas for the USFS and charge them to the Secretary of Defense. Is this note intentional or was it added in error? |
| A: | Ah, someone who reads specs. The smart-alecky EE thanks you. This is required but finish reading the requirement. |
| Q: | On sheet E0.5 Communication raceway note 1 states to include this in bid option 5 however on sheet G003 bid option 5 is landscaping. Is this correct? |
| A: | Bid option 5 referenced the Phase 1 contract. This is required in the base bid. |
| Q: | Currently it is requested that contractors provide a subcontractor list with our proposal including their references and experience. Typically on a hard bid project such as this, we are not receiving subcontractor proposals until the day of the bid submission, making it difficult to incorporate this information into our technical proposal. Would the owner consider dropping this requirement or modify this to submit this information one week after notice is received by the apparent best value bidder? |
| A: | List as many as you can, they can be changed later as needed. This helps us evaluate your technical proposal. |
| Q: | Regarding the Sequence of Work plan outlined in our technical narrative. Would a CPM Schedule suffice to meet this requirement, and if so, can this be excluded from our overall page count? |
| A: | A Critical Path Method Schedule would meet this requirement. High amounts of detail are not required for the proposal, keep is simple and group tasks together. This requirement is merely to show that you have an understanding of the nature of the work. |
| Q: | We have been informed by many of our subcontractors that they are currently busy with volunteer work due to the recent flooding issues in Northern Utah. Would the owner consider extending the proposal due date so that we can have adequate time to formulate our pricing with our subcontractors? We would prefer a 30 day extension if possible. |
| A: | The deadline has been extended, please refer to SAM.gov. If additional time is needed, please submit a request to Tanya Spanfellner. |
| Q: | Currently it is requested that contractors provide a 40’x8’x8’ Connex to store materials during Phase 2 of the south building remodel. During the site visit, it was noted that there is much more material and equipment in these bays than we could fit into a single connex. Will the owner be removing and storing some of this equipment and material themselves, or should contractors plan on including multiple connexes to store this material? If contractors are responsible to store all of this material, how many will be required and where on site would we be able to fit multiple connexes for storage? |
| A: | Once the North building is complete, the Forest Service will remove equipment and furniture from the South Building. This move will not be part of the contract but will require a pause between the construction phases. |
| Q: | Will the owner be storing equipment, office furniture, and other materials during Phase 1 of the south building remodel? Or should contractors plan to store this material in one or more connexes in addition to the storage of Phase 2 material? |
| A: | Once the North building is complete, the Forest Service will remove equipment and furniture from the South Building. This move will not be part of the contract but will require a pause between the construction phases. |
| Q: | looks like there was 10 existing cameras but I could only find the 3 Cameras on the front of the North building and I didn’t see any cameras for the South building. Do we need to relocate or get any additional cameras? |
| A: | No cameras are required for the south building. The north building should have three cameras available from phase 1 for final placement with the wiring partially installed as described and only in those locations noted. Existing mounted cameras to remain unless otherwise noted. |
Q: For Door Access Control, I didn’t see anything in the plans other than the Door Hardware sheet Do you need a quote for the hardware for MagLocks and Electric Strikes? What current software are you using for Door Access Control, if any?
A: See section 281300 and the door hardware schedule which calls out the credential access locks.
| Q: | There also seems to be an addition between North and South buildings for a total of 6 garage doors do you want security camera to cover those? |
| A: | No additional cameras are required for this proposal. |
