About this file

This document is a sustainable products guidance sheet for the Pagosa Ranger District Janitorial Contract, establishing requirements for environmentally responsible procurement in janitorial services.

The contract mandates contractor compliance with three primary sustainability standards. For bio-based products, contractors must utilize bio-preferred cleaning products from designated categories including floor strippers, adhesive and mastic removers, air fresheners and deodorizers, furniture cleaners, bathroom cleaners, carpet cleaners, glass cleaners, multipurpose cleaners, microbial cleaners, disinfectants, cleaning tools, metal cleaners, corrosion removers, and disposable containers, with product listings available at https://www.biopreferred.gov/BioPreferred/faces/catalog/Catalog.xhtml. For energy-consuming products, contractors must ensure all delivered items, products acquired for use at federally-controlled facilities, products furnished to the Government, or products incorporated into building design and construction are ENERGY STAR® certified or FEMP-designated at time of contract award, unless the product is unlisted in these programs or approved in writing by the Contracting Officer, with product information available at http://www.energystar.gov/products and https://www.energy.gov/eere/femp/energy-efficient-products-and-energy-saving-BioBased Products. For EPA-designated items, contractors must maximize use of products containing recovered materials from construction, landscaping, vehicular, transportation, park and recreation, paper, non-paper, and miscellaneous categories, unless products cannot be acquired competitively within the contract schedule, cannot meet performance requirements, or are not available at reasonable prices, per https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program.

When developing the statement of work, performance based work statement, statement of objective, product item descriptions for a contract requirement that contains Biobased products, program personnel should conduct market research to determine availability and cost of the biobased products.
