About this file
Summary
This document is Amendment 0001 to Solicitation 1240LP26Q0078, issued by the USDA Forest Service CSA Intermountain 4 (Ogden, UT) on May 14, 2026, with an effective date of May 21, 2026. The amendment posts questions and answers from potential offerors regarding an on-call vault servicing contract for the Bighorn National Forest across three districts: Medicine Wheel, Tongue, and Powder River. Due to the Q&A responses, revisions were made to tables in the Performance Work Statement (Attachment 2) and Schedule of Items (Attachment 3). The solicitation due date remains unchanged, and offerors are requested to sign and date the SF30 form as acknowledgment of receipt of this amendment.
The Q&A addresses operational details critical to bidding: dump stations near Burgess Junction are available with advanced authorization from the Forest Service, with capacity limited to two truckloads (approximately 3,000–5,000 gallons) daily. Drafting water is available for vault recharging and cleaning with written COR approval for all intended sites, and contractors may use standard 3.5" diameter or larger dump hoses. Dump stations operate seasonally from Memorial Day through Labor Day with no set daily hours and close during significant freezing periods. Additional clarifications include corrections to duplicate vault line items, identification of missing vault locations (Battle Park Host Site and corrected Shell Reservoir coordinates), confirmation that Coney Creek and Coffeen each have two toilets with two vaults, unit pricing requirements that include all waste removal, recharge, cleaning, mileage and associated costs per vault, and scheduling assurance that work orders will be assigned geographically without inefficient "ping-ponging" across the forest.

1240LP26Q0078 – Bighorn NF vault servicing
Question 1: Is the dumping station located near Burgess Junction available for use to dispose of the waste?
Answer 1: Yes, dump stations are available; however, the contractor must have advanced authorization from the forest.
Question 2: Would we be able to utilize the water available there as well for recharging the vaults, cleaning, and sanitizing?
Answer 2: Drafting water is available with the following specifications:
1. Drafting shall be accomplished in a manner that least interferes with the public including location use and visual aesthetics.
2. No waste shall be introduced to any body of water.
3. The Contractor must discuss and a get written approval prior to the commencement of work by the COR for all intended drafting sites.
Question 3: What size dump hose (if any) do we need or are we free flowing into a lagoon?
Answer 3: It is not a lagoon and standard 3.5” diameter or larger can be accommodated.
Question 4: Are there set hours scheduled for the dump stations?
Answer 4: The dump stations are typically open from Memorial Day through Labor Day and there are no set hours per day.
Question 5: Is there anything special we need to provide when dumping?
Answer 5: To my awareness there is nothing specific, other than being able to clean up any potential spills.
Question 6: Can we exclusively use the dump stations or are there only certain situations?
Answer 6: If the contractor wants to use the dump stations, they require advanced authorization, but they are not obligated to use them. Previous contractors have utilized both on and off forest locations.
Question 7: Are the dump stations accessible during rainy wet weather?
Answer 7: Yes, the dump stations are available in adverse weather; however, during periods of significant freezing the dump stations close and drain.
Question 8: Is there water available for washing down or cleaning up at the dump stations?
Answer 8: There is non-potable water available for filling up/ rinsing.
Question 9: Is there a screen to alleviate debris or would you want us to provide one?
Answer 9: There is not a screen, so providing one is recommended.
Question 10: Is there a certain max gallonage that the dump stations can handle?
Answer 10: A limit of two truckloads per day is advised. Gallon-wise that is approximately 3,000 – 5,000 daily.
1240LP26Q0078 – Bighorn NF vault servicing
Question 11: In the Base Year requirements, there are duplicate items: Items 1-4 and 1-10 appear to be the same vault. Why is this listed twice?
Answer 11: Line item 1-4 is incorrectly named. Since this answer, there is now a revision to the tables in both the Performance Work Statement and the Schedule of Items.
Question 12: Missing Information – the camp host holding tank for Battle Park is currently missing from the list.
Answer 12: Yes, Battle Park Host Site was missing on list. It is a single toilet, single vault at 44.308826, -107.311554
Question 13: Vault Quantities – Coney Creek and Coffeen are listed with one toilet but two vaults. Could you please clarify this?
Answer 13: Both have two toilets with two vaults.
Question 14: Location Discrepancy – What are the exact locations for Shell Reservoir vaults 2 and 3? The provided coordinates currently point to Ranger Creek.
Answer 14: The locations for Shell reservoir are approximately 44.515332, -107.416375
Question 15: Am I expected to provide a single "Unit Price" to be applied across the entire contract?
Answer 15: Unit Price: all costs for removal of waste, recharge, cleaning, mileage, and any additional costs incurred while completing work for each vault.
Question 16: How will work orders be dispatched? Will tasks be assigned in a way that requires "ping-ponging" between the north and south ends of the Bighorns, or can we work methodically across the region? The approach to dispatching will significantly impact the cost.
Answer 16: The contractor will be contacted by the COR when servicing is needed, and we will do our absolute best to schedule services within a geographic unit. We have no intention of “ping-ponging” around the forest.
