This document contains questions and answers related to solicitation number 1240LN21R0001 for construction improvements at the Wise River Helibase for the Beaverhead-Deerlodge National Forest. Questions addressed include acceptable alternatives for switchgear parts and proposal submission due to COVID-19, requirements for existing structure siding replacement, separate septic systems, fill material sources, specified exhaust fans and lights, and foundation wall depths. Clarification was provided that a certified remanufactured disconnect bucket and seamless steel siding would be acceptable, hard copy proposals are not required if original bid bonds are mailed by the response date, the forest service office has its own septic system, contractors can arrange fill material use, and foundation wall depths are shown on plans.

RFP 1240LN21R0001,
Amendment 002
Wise River Helibase, Beaverhead-Deerlodge National Forest
Questions and Answers – Set 2
Date Submitted Question Response (Yellow indicates changes)
1 4/5/2021 Parts for the existing switchgear to feed the new bath house are no longer in production. The only disconnect bucket available would be a remanufactured one. Would this be acceptable?
Since they are no longer in production, a certified remanufactured disconnect bucket is acceptable.
2 4/6/2021 Much of the country is still under COVID-19 lockdown and telecommuting from home offices, and do not have production resources available to print, bind, package, and ship proposal hardcopies. Throughout the last year, the government has allowed Offerors to submit proposals electronically (email, DoD SAFE) without requiring hardcopies. It appears that may have been USDA’s original intent, as indicated on page 34 of the RFP in the Addenda to FAR clause 52.215-1, paragraph c:
“Email proposals as responses to this solicitation are authorized. If proposals are submitted via email, the following language shall appear in the email subject line: “This is a response to Solicitation 1240LN21R0001”. Offer guarantees are also acceptable via email but must be followed up with a hard copy in the mail as outline in 2 a) v) above. Offer guarantees shall be mailed to:
USDA Forest Service, Region 1 AQM Alisha Knaub 415 So. Front Street Townsend, MT 59644” In the interest of health and safety for all, please consider maintaining the direction provided in the referenced FAR clause addenda and removing the proposal hardcopy as a submission requirement.
If a business is unable to include a hard copy of the proposal with the original bid bond due to COVID restrictions, that is okay BUT the original bid bond must be mailed with a post mark date of the response date which at this time is April 19th.
3 4/6/2021 There is a requirement to replace the existing steel lap siding at the existing portion of the Warehouse. When we consider the requirements for the new construction (air barrier, continuous insulation, window and door conditions), there is no direction for the existing structure.
1. Are we to assume new air barrier and continuous insulation?
2. How should we deal with the door/window condition, where the new construction requires WRB and Flexible Membrane Flashing wrapping the openings?
The replacement of the existing siding on the existing warehouse does not include air barrier, continuous insulation, WRB or Flexible membrane flashing the openings
4 4/6/2021 Does the Forest Service office on the northside of the warehouse have its own separate septic and drain field? Will the contract have to connect this to the new sewer system?
The Forest Service office north of the Fire Warehouse is on its own separate septic and drain field. It will not be connected to the new sewer system.
5 4/6/2021 In the Pre-Proposal Meeting Notes, Mark Libby stated “BLM/private pit above Wise River complex” is this for any required fill materials?
Or is it a location for site spoils and overburden?
Any arrangements to use the BLM/private pit shall be made by the contractor.
See Amendment 002 SF30 above (page 1 for changes concerning disposal)
6 4/6/2021 Are we to include the following:
11 3013 – RESIDENTIAL APPLIANCES
Undercounter Range Hood, 27" wide estar, fan 500cfm GE or Whirlpool Shown NIC on BU-A9 & FW-A12
The exhaust fan and light are included in the contract as shown in Details 1 and 3 on Sheet BU-A9, Detail 7 on Sheet FW-A12, and described in spec section 11 3013
7 4/6/2021 A question in regards to the elevations on the Warehouse foundation plan. I cannot seem to find a top of footing and top of wall elevation. I need this in order to get an accurate depth on the foundation walls.
The depth of the Fire Warehouse foundation wall is shown on Sheet
FW-A8.
8 4/7/2021 I noticed these plans call for EDCO steel siding but I don’t see where it specifies if the siding panels should be seamless steel panels made from EDCO’s steel coil, or pre manufactured pieces of EDCO’s siding which come in individual pieces and have will have seams?
The architect specified individual pieces, but seamless would be an acceptable alternative.
See changes for Section 07 4619 2.02 A Steel Siding in Amendment 001.
