RFP 1240LN21R0001,

Amendment 001

Wise River Helibase, Beaverhead-Deerlodge National Forest

Questions and Answers – Set 1

Date Submitted Question Response (Yellow indicates changes)

1 3/23/2021 Per RFP, section C.4 all questions regarding the solicitation are due by COB Monday, March 29, 2021 which is prior to the site visit. Could the Government extend the due date for questions at least one week after the site visit?

The date in C.4 is just for questions before the prebid tour. There is no guarantee that these will all be addressed at the prebid tour but an amendment will be issued addressing each question after the pre-bid tour. Solicitation questions will be accepted up to the response date but request that questions be submitted to allow for enough time to respond before April 12, 2021. As an example, if you submit a question the day before the response date there is no guarantee that we will be able to address it before responses are due.

2 3/23/2021 The RFP does not elaborate on SSHO or QC personnel. Can the site superintendent fulfill roles of both SSHO and QC or will the Government require additional on-site key personnel specifically dedicated to one or both of these positions?

The contract does not require separate individuals serve as key personnel positions.

3 3/23/2021 What are the liquidated damages per day for this project?

There are no liquidated damages.

4 3/23/2021 The RFP requires a hard copy submission even if a Contractor submits the proposal via email. In this case, what is the time frame for submitting the hard copy of the proposal?

The hard copy proposal with the original bid bond requires the response date post marked on the envelope. At this time that is April 12, 2021.

5 3/23/2021 Is it the Government intent to award the entire scope (base plus all options)?

Contract will be awarded as Base Bid only or Base Bid + Optional Items No. 1; or Base Bid + Optional Items No. 1 + Optional Items No. 2; or Base Bid + Optional Items No. 1 + Optional Items No. 2 + Optional Items No. 3 depending on the availability of funds.

6 3/23/2021 Please elaborate on “utilities complete” scope for items #6, 8, and 202. If site utilities are included in other items, do these items cover only mechanical and electrical in the buildings?

7 3/23/2021 Is the Contractor responsible to pay for any/all water used during the contract period?

10 3/23/2021 Are funds presently available for this project? Yes

11 3/23/2021 Will the Government accept pre-engineered and/or pre-manufactured buildings where consistent with current plans?

The helicopter shelter is intended to be a manufactured engineered building. Pre-manufactured buildings for the wood frame buildings may be considered, but only if they were to meet all aspects of the design as shown and described in the plans and specifications including foundations, slabs on grade, and utilities.

See Steel Siding section below for changes

14 3/24/2021 Will the Government allow for a variance in design of the Steel Lap Siding utilizing a Quality Edge TruCedar Double 4” Steel Siding in lieu of the 8” Steel Lap? This is suggested as 8” Steel Lap Siding has a major tendency to “oil can” (waves withing the field/face of the siding).

Please note that the Double 4” is commonly used in the region, and nationwide, on similar construction by various Government agencies.

No. The 8” lap profile was specified to match the siding on the existing bunkhouse immediately adjacent to this new bunkhouse.

15 3/24/2021 Would the Government allow for the Steel Lap Siding to be the same profile/material on the Bunkhouse, Bathhouse, and Warehouse?

The PBR profile was specified to match the roofing on the existing bunkhouse.

18 3/29/2021 With the current volatility of construction materials, are we to include contingency amounts in our bid or does the Government have a material escalation clause that will apply to the project.

There is no material escalation clause in the solicitation.

19 3/29/2021 The contract documents state that the project will be awarded on base bid or base bid plus the alternates in sequential order. Will we know what alternates are awarded at the time of the determination of the successful bidder?

The available funding at the time of the initial award will determine which optional items will be awarded. If additional funding is received after the initial award but prior to September 30, 2021 the government may exercise an optional item(s) that were not awarded initially.
