About this file

This document is an amendment to Solicitation 1240BF24Q0045 for Drinking Water Sanitary Surveys throughout Alaska on the Chugach National Forest locations. The amendment provides clarification on the contractor key personnel requirements. Specifically, it confirms that a sole proprietor ADEC-certified Sanitary Surveyor can fulfill all the key personnel roles, including the Contract Manager, without needing to partner with additional ADEC-certified surveyors. The amendment also clarifies that the Contract Manager does not necessarily need to be the one conducting the Sanitary Surveys, as long as the sole proprietor ADEC-certified Surveyor is responsible for 100% of the contract work. This federal contract opportunity is being issued by the U.S. Department of Agriculture Forest Service.

Clarification:

1. Provision 9.0 of the PWS requires identifying Contractor Key Personnel, such as a

Contract Manager and Quality Control Representative. Does this specifically exclude

ADEC-certified Sanitary Surveyors that have a sole proprietorship, no employees, and are not intending to partner for this proposed work? In other words, can an offeror identify themselves for each role on the contractor team (i.e., be responsible for conducting 100% of the contract work) and still be considered equally for the contract (as far as Provision

#9 of the PWS is concerned)?

2. Provision #9 of the PWS states that the Contract Manager ¿¿has full authority to act for the Contractor on all contract matters relating to this contract.¿ ¿ does this imply the

Contract Manager must be capable of conducting the Sanitary Surveys? (Directly relates to

Question #1, as if so, it would require at least two ADEC-certified surveyors be a part of each proposal.)

Answer: If the sole proprietor is the

ADEC-certified inspector then they can be all of the elements of the PWS: Key Personnel, Contract

Manager, etc. There do not need to be two

ADEC-certified surveyors.
