About this file

This document is Attachment 5 to a federal contract solicitation for the Deschutes National Forest, containing supplemental planting specifications and detailed unit information sheets for tree planting, tube installation, and grubbing work across three ranger districts: Bend, Fort Rock, and Sisters.

The specifications detail planting requirements across multiple base and optional award units. Contractors must plant ponderosa pine (PP) or mixed conifer species (PP + Douglas-fir + Larch) using bareroot stock with container protection or rigid mesh tubes. Planting methods require hoedad or shovel application with 12-inch diameter scalped planting holes at depths of 10-12 inches to expose moist mineral soil. Average spacing requirements range from 15' x 15' to 20' x 20' with microsite emphasis on suitable existing trees. Root length specifications are 10 inches with tolerance of +/- 1.5 inches. Grubbing requirements mandate removal of all live vegetation within 36-inch diameter areas around planted seedlings, with root crown removal to 2-4 inches below soil surface. Rigid mesh tube installation is required only on current year plantings. For the Sisters ranger district unit 12, no power equipment is permitted for grubbing operations. Base award units total 698 acres across the Bend/Fort Rock districts with numerous optional units totaling 698 acres. Elevation ranges from 4,100 to 5,120 feet with varying slopes and aspects. Access points are specified by road designation for each unit.

(FEET) REMARKS

1/ Where acceptable exisiting trees are ≥6 inches in height, average spacing shall be from the dripline of such trees instead of from the bole. Seedlings shall be planted to the boundary of all planting areas and around the perimeter of unplantable areas in spots distributed at intervals prescribed. For individual seedlings, the specified average spacing may be varied no more than 20 percent in any direction to find a suitable planting spot including emphasis on microsite planting. See Exhibit B for microsite emphasis.

2/ Clearing of surface materials shall be sufficient to make the size of scalp specified. 12 inch diameter scalp is required for planting holes.

3/ Depth of planting hole shall be deep enough to expose moist mineral soils and sufficient room for roots to be set straight, but not too deep when packing in planting hole to avoid air pockets. Aim for 10-12 inches.

4/ Stem of planted trees shall be no closer than 5 inches to the edge of the planting hole scalp where 12-inch diameter hand scalp is required.

5/ If awarded, all live vegetation within a 36 inch diameter area of the planted seedlings shall be grubbed. For shrubs and unsuitable seedlings, all of the plant above the root crown shall be removed. The root crown and roots of grasses and sedges shall be removed to a minimum depth of 3 inches below the soil surface.

6/ Suitable existing trees are ponderosa pines ≥6" height and free of top leader (apical meristem) damage, forks, or disease, and have a live crown ratio >= 40%. Ignore all other conifer species.

7/ PP = ponderosa pine, Bareroot Q-Plug +1.5 / Container

8/ Root length is measured from the cotyledon scar to end of longest root when held suspended by the stem in a natural position. Length may vary +/- 1.5 inches from length specified.

9/ Rigid mesh tube caging work will only be required on current year's planted trees.

10/ *** Refer to Seedling Trial Specifications and map attachment for planting instruction.
