About this file
This document is a set of Project Area Access Instructions for contractors interested in the BCLH Stewardship IRSC Phase 3 solicitation. It outlines the process for obtaining a road use permit to access the project area within the Forest Closure. The key steps are: 1) Provide at least 2 days' notice to the specified Forest Service contacts to request access, 2) Complete and sign a road use permit and risk assessment, and 3) Receive the signed permit and gate codes from the Forest Service. This permit will be valid for the solicitation period and allow access to the entire project area.
The related federal contract opportunity is for the BCLH Stewardship IRSC Phase 3 project, which is a pre-solicitation notice issued by the USDA Forest Service. The project objectives are to reduce hazardous fuels and restore access to the areas affected by the 2020 wildfires. Key requirements include cutting and removing fire-killed trees, hazard tree mitigation, small fuels treatment, road reconstruction, culvert replacements, and road maintenance. The project area is approximately 1,843 acres located west of Detroit, OR. A pre-solicitation site visit is scheduled for November 5, 2024, and the final Request for Proposals is anticipated to be issued around March 31, 2025, with award planned for June 6, 2025. The resulting contract will be a firm fixed price using best value source selection.

Project Area Access for BCLH IRSC solicitation
For contractors seeking to view treatment units within the BCLH IRSC project area, access approval must be granted by the Ranger District. This document outlines the process for obtaining a road use permit to access areas within the Forest Closure area.
Step 1: Provide at least two working days’ notice to Heidi Andersen (heidi.andersen@usda.gov), Brett Blundon (brett.blundon@usda.gov), and Darrin Neff (Darrin.neff@usda.gov) via email. Given the holiday season, it is prudent to email all three of these contacts to ensure that someone will be available to process this request.
Step 2: A road use permit and risk assessment will be sent to the requestor. The road use permit needs to be filled out and signed electronically. The risk assessment needs to be read and signed by all personnel that will be entering the closure area. These completed documents need to be returned to the Forest Service contact via email.
Step 3: The Ranger or their acting will sign the road permit and the risk assessment and email back to the contractor along with gate codes. This permit will be valid for the duration of the solicitation period and will grant access to the entire project area. The contractor will be required to carry this permit with them at all times while accessing the closure areas. Marion County Sheriff’s department does patrol these areas and the permit will be needed to avoid a citation.
