1. Shares the site questions and answers, and attendee list
2. Corrects Solicitation Section I.1.2. Incorrect FAR provision number for Service Contract Labor Standards was included in provisions incorporated by reference. Correct provision is FAR 52.222-41.

Q1. Is a waiver required to haul on aggregate roads beyond October 15th?
a. Yes. Specifics in Appendix B C5.12#
Q2. Is a waiver required for shoulder season ground-based operations beyond Oct. 15th?
a. No. Outside of riparian reserve areas, ground-based operations are conditions based. Refer to Section F.4 of the solicitation.
Q3. Will the termination date be extended beyond Dec. 31st, 2027?
a. No. This is a fire recovery project and completion of work is a high priority for the Forest Service.
Contractors can propose an alternate termination date for consideration by the evaluation board.
Q4. Does road reconstruction need to occur prior to timber haul on roads?
a. Yes, as indicated in C5.12# of Appendix B.
Q5. Does the paving for the reconstruction need to be completed prior to allowing haul?
a. Generally, all road reconstruction and pre-haul maintenance items must be completed prior to starting haul. Exceptions can be made, as safety permits, at the discretion of the Contracting Officer.
Q6. Road reconstruction is subject to Davis-Bacon wages, and the hazard tree work are subject to Service Contract Act wages?

a. Yes. Section I of the solicitation states the applicable clauses and provisions by work activity. There is an error in Section I.1.2 referencing FAR 52.222-6 as Service Contract Labor Standards, this will be corrected to reference the correct provision of 52.22.41.
Q7. Reconstruction road work requires a bid bond – Does anything else require a bid bond?
a. No, The estimated price magnitude for road reconstruction work requirements in all project areas requires that bid guarantees be provided with proposals, and that payment and performance bonds be provided within 10 days of an award. Bid Guarantee and bonding requirements apply only to road construction work items and are not applicable to work items 1 and 2, nor road maintenance work items. Bid Guarantees are required with proposals and shall be 20% of the bid price for road reconstruction activities.
Q8. Will roads be off limits to the public during operations? Any opportunity to close the roads?
a. The roads within the project areas are generally “keep open” roads, which allow for short-term delays to facilitate operations. The following roads remain closed under Mt. Hood Order No 06-06-05- 24-04:
i. NFS Road 4500000 (Memaloose Road) from the bridge at highway 224 to the junction with NFS Road 4500310.
ii. NFS Road 5400000 from the highway 224 junction (at the bridge gate) to NFS Road 5410000.
Q9. Can prospective contractors check out keys to Fish Creek and Memaloose gates to see the area prior to submitting a bid?
a. Yes, keys can be checked out from the Clackamas Rover Ranger Station at 16400 Champion Way, Sandy, OR M-F 8:00-12:00 and 1:00-3:00
Q10.Can haul from the Bull Complex or Olallie areas go down the 46 road and out through Detroit (Willamette NF)?
a. This request can be submitted by the contractor to the Willamette National Forest.
Q11.Is there approval to use Forest Service pits to crush rock for use on this contract?
a. No, aggregate must come from certified weed-free commercial source.
Q12.Are there limitations to hauling over the Fish Creek Bridge?
a. The Fish Creek bridge is limited to one lane only. The bridge is not weight restricted but requires overload permits over 80,000 pounds.
Q13. Is it possible to only bid on the timber removal, or is there a requirement to bid on all items (road reconstruction etc.)?
a. Proposals must include pricing for all items within a work area. If multiple awards are made, they will be by project area and not work activity.
Q14. It is possible to only bid on one road system, or need to submit bids on all roads even if only want to do the work on one?
a. Pricing is required for all items listed on the schedules. Contractors that only have the technical capacity to successfully complete one Project area must still quote on all Items (Memaloose/Hillockburn, Fish Creek, Bull Complex and Olallie project areas). Incomplete pricing for any project area will result in proposals being nonresponsive and not considered for evaluation.
Interested contractors are encouraged to indicate in their technical proposal their preference for work areas for consideration by the evaluation board.

Q15. Can the maps be zoomed in? The scale makes maps difficult to read, especially on paper copies.
a.Additional maps can be provided at award to facilitate operations.
Q16. Are the boundaries on the maps flagged on the ground?
a.Boundaries are not flagged or marked on the ground. See Appendix A, Section II, work Item 1 for boundary descriptions and information. Spatial data will be made available at award upon request.
How contractors will identify and comply with virtual boundaries is a required response in technical proposals (refer to Section L.2).
Q17. What does the orange paint on some of the trees mean? What about blue paint on trees?
a.As stated in Appendix A, Section II work description for item 1, Ignore any preexisting paint (old paint) on trees within units.
