About this file
This document is Amendment 07 to the Land Management Integrated Resources (LMIR) Blanket Purchase Agreement (BPA) solicitation 12363N23Q4023, issued by the USDA Forest Service Stewardship Contracting Branch. The amendment modifies the contractor onboarding procedures for the BPA, which has a period of performance from March 1, 2023 to February 28, 2033. The effective date of this amendment is July 6, 2026.
The primary change established by Amendment 07 is the implementation of a defined annual onboarding window, replacing the previous open continuous onboarding process. Under the new procedures, the Government will accept onboarding responses only during October 1–October 31 each year through the life of the BPA. The Government will review BPA performance and requirements annually to determine onboarding necessity, and any responses received outside the designated window will be held and processed during the next annual onboarding period. A one-time exception provides that responses submitted up until 2:00 PM Pacific Time on July 31, 2026, will be reviewed under the current process; submissions received after that date will be evaluated during the October 1–October 31, 2026 onboarding window. The Government reserves the right to onboard vendors outside the standard window if urgent and compelling reasons exist. The amendment also confirms the Government's authority to implement offboarding procedures to remove BPA holders based on criteria including default on contracts, poor performance, or consistent patterns of contractual issues.

AMENDMENT 7
Land Management Integrated Resources Blanket Purchase Agreement
NEW ONBOARDING WINDOW
BPA ONBOARDING AND OFFBOARDING PROCEDURES:
The Land Management Integrated Resources (LMIR) BPA will have an onboarding window of:
October 1-October 31st annually through the life of the BPA.
The Government reserves the right to add additional contractors to this BPA (onboarding) or remove contractors (offboarding) during the period of performance, based on demonstrated capability, performance, or evolving requirements.
Onboarding Procedures: The Government will review BPA performance and requirements on an annual basis and determine the necessity of onboarding. Any responses received outside this window will be held over and processed in the next onboarding period. The Government reserves the right to on-board vendors outside of this time if an urgent and compelling reason exists.
This amendment will be posted on or before July 6th, 2026. We will accept responses up until 2:00 pm (Pacific Time) July 31st, 2026, for those that are currently working on their submissions. If you submit your response after July 31st, 2026, we will review it in the newly established annual onboarding window of October 1-October 31st.
Offboarding Procedures: The Government continues to reserve the right to implement offboarding procedures, which would result in the removal of BPA holders. The criteria for offboarding may include, but is not limited to, BPA holders defaulting on contracts, poor performers, or consistent patterns causing contractual issues.
