Amendment 003 – Site Visit Notes
Q1. Where is the primary focus of the road maintenance and construction plan? On the haul routes or the entire project area? How do we account for or put costs associated with the Timber Subject to
Agreement (TSA)?
A. Just the primary haul routes used for removal of Included Sawtimber should be analyzed for the plans associated with Item 1. Roads that will not require mandatory removal from commercially viable timber units, but contractor proposes to use for removal of TSA products from service only units should be analyzed and made known to FS that the road is only needed for TSA removal. Item 33 has been added for minimum required road maintenance work to remove TSA from service only units (where there is no mandatory saw timber removal). Road Maintenance for mandatory removal saw timber is commensurate with use and will be accounted for in the timber appraisal.
Q2. There is no mastication associated with timber treatment areas, only as service only and the acres are relatively low for the whole project. Is that accurate that mastication is not desired in timber units?
A. This was an oversite and will be corrected. Yes, mastication should be called for where it is needed to meet fuels objectives. The total acres of gross mastication that may be required will be increased in Amendment 003.
Q3. Are we locked into price once Item 1 is accepted?
A. Yes. The treatment unit cards completed for Item 1 must state what Item numbers and treatments are proposed for that unit. Once that plan and card is accepted by FS, pricing will be locked-in for the Items/treatments that were proposed and accepted.
Q4. Group stopped at a non-commercially viable lodgepole stand. The stand needs cut and pile service only, but the amount of downed logs is significant. There is no spec for piling that fuel loading and running fire will nuke the stand. What is the plan for these units that have significant downed logs?
A. Sub-Item 27c has been added for non-commercial Cut and Pile specific to lodgepole stands with significant downed logs to be piled.
Q5. Will Items 3, 4, and 5 be allowed to be completed over time, or must they all be completed before the rest of the project can move forward? Can invoices be submitted for Items 3, 4, and 5 for treatment units that have been completed and the layout work has been accepted?
A. Yes, these Items will be allowed to be completed over time, not expected to all be completed in year 1. Yes, layout work may be invoiced for when unit layout is accepted by
FS.
Q6. Who will be the primary COR and administration team for the FS?

Amendment 003 – Site Visit Notes
A. Curtis Yocum will be designated as COR for Item 1 - accepting the logging, service, and road plans. An integrated administration team of GTM inspectors, Sale Admin staff, and
CORs will be in place at time of award for all work Items. Roles and responsibilities of each FS employee with designated authority will be disclosed at time of award.
Q7. The amount of work is daunting. Especially the amount of service only acres to complete. Can a contractor propose to only bid on the work they want to complete?
A. Contractors must submit a primary proposal addressing all work and quoting the entire project as the Schedule of Items is designed and detailed. Alternative proposals should be submitted if desired to only perform parts of the project or to alter the methods, approach, scope, etc. Technical Proposals and Alternative Proposals should address concerns to be evaluated by FS. If the FS is told that the Primary Proposal submitted is not the desired award of the contractor, that will be evaluated as part of the BEST VALUE determination.
Q8. Can Items 3, 4, and 5 be completed over time through the life of the contract or must they be completed in the first year and can invoice/payment be made for the units as they are completed for these Items?
A. Yes, layout can be performed as it is needed to ensure work is progressing timely and yes units for these Items can be invoiced as they are completed and accepted. They are not required to be completed in year one for the project to progress.
Q9. Can you share the sign in sheet for who was present at the site visit?
A. Contractors that were represented included Ed Coates of Gilchrist Forest Products, Jess
Spradlin of Collins Co., John Williams of Quicksilver, and Jason Brush of Brush Forestry.
