White River Fire Recovery IRSC Solicitation 12363N22Q4091 Amendment 003 Contractor Questions & Answers Mt. Hood NF, Barlow RD
Questions regarding Bull Complex work
Q1: Item L-163 Is this work trail reconstruction? It appears to be on the map. If so, is there a minimum tool requirement to accomplish this work, as the trail appears to have portions in the Bull of the Woods Wilderness.
L163 has been completed by FS and will be deleted from the Solicitation.
Q2: Item P094
Is this the slash pile that the USFS has a preference to use the ACB?
Are there additional piles other than at this location that require treatment?
This Item will be deleted as the need is no longer there.
Questions regarding White River Work
Q1: Would the USFS approve waivers to work outside of the normal operating season on this section of the project?
Contractor must submit a request for a waiver and FS will consider each request. We cannot answer this question at this time without specifics.
Q2: Can you please clarify this paragraph:
On the road reconstruction plan set, under remarks for Item 30112, it states that the aggregate is government-provided and contractor placed, but in the next sentence it states aggregate will be contractor-supplied from approved source.
Also, is this pay item an actual quantity or contract quantity?
This is an error that should state “Contractor-provided aggregate”. The FS will not be supplying this material. This pay Item is for an actual quantity of aggregate that needs to be supplied, hauled, and spread by contractor.
Q3: Aggregate:
1. Where is the estimated 500 CY of aggregate located?
Aggregate would need to be commercially-sourced, to be purchased by contractor.
2. Is the FS supplying the rock?
No
3. If FS is the supplier, is there a charge for the rock?
No charge. Forest Service provided rock would be provided.
4. If FS is not supplying the aggregate, where do we find certified weed-free rock?
It is up to the contractor to identify a rock source. Approval of rock source is subject to Forest Service noxious weeds inspection. Previously approved sources include Munsen Quarry, Hood River Sand and Gravel, and Big Fish Quarry. A site visit by a Forest Service botanist may still be required prior to approval.
5. What if more than 500 CY of aggregate is needed for reconditioning and blading?
A design change to the contract would be necessary.
6. Where is the 500 CY of aggregate to be placed on:
o 4800 270?
o 4850 120?
Placement of aggregate will be identified in the field by the Forest Service while working with the selected contractor.
Q4: Do new ditch lines need to be rocked?
No
Q5: Do temporary access roads need to be rocked?
There is no requirement to place aggregate on temporary access roads if utilized during dry conditions.
However, if contractor proposes to continue use during wet conditions aggregate may need to be placed to avoid resource damage at contractor’s expense.
Q6: Compaction: Will new sub-grades require a compaction test prior to being rocked?
Yes, compaction inspection will need to be completed prior to rock placement.
Q7: Item 18: On the bid sheet calls for 0.28 mile of linear grading on road 4850 120.
Since spec 21201 is called out separately from spec 30315 on road 4850 120 what are we grading and where is location of the 0.28 mile of linear grading to be done?
Linear grading and roadway reconditioning are different specifications, see appendix D. Linear grading would occur on the last portion of the 4850 120 road.
Q8: Item 12 T854: Danger Trees: Is there a map with locations of the estimated 50 Danger Trees?
The danger trees are not mapped. They will be identified by the Forest Service during haul operations.
o What type of Danger Trees are they?
This is not known as they will be identified during operations as needed.
Q9: Item 7 T834: Drainage Structure Maintenance
1. Is this for road 4800 000?
Yes, see appendix C
2. Is there a map that can be shared that shows the locations of all culverts and catch basins?
The locations of these features are not mapped.
3. Would the map show the difference between a culvert and catch basin?
The locations of these features are not mapped.
Q10: OSHA Danger Trees in Items 1-4: Will FS pay the same for removing OSHA Danger Trees and Blue Marked Trees?
OSHA required danger tree mitigation costs associated with all work items need to be accounted for in unit cost proposals submitted by contractor.
Q11: Early Completion: If we submit a schedule for early completion of project, will we be penalized if schedule is not met due to factors outside of our control? I.E.:
o Waivers not being granted for Weekend work IFPL Limitations o Weather o Fire incident
Acceptable delays are described in the Commercial Items FAR clause. Acceptable delays will not penalize contractors. Contractors must assume and plan for fire restrictions and LOPs not being waived. These are not considered acceptable delays.
