Site Visit Questions & Answers

Question: Is this contract subject to Davis-Bacon requirements? Are all laborers covered for all work (i.e. logging vs road work)?

Answer: Service work not associated with the road reconstruction work will require Service Contract Act Wage Determination and the work being performed for reconstruction will be subject to Construction Wages, aka Davis-Bacon Wages. Both documents are added to the contract as attachments.

Question: Can operational / danger trees be felled and or removed during implementation of contract?

Answer: Operational / Danger trees may be felled when pre-approved by the Forest Service.

Operational / Danger trees felled outside of a unit boundary shall be left on site and cannot be removed.

Operational / Danger trees felled within Cut Tree Mark (CTM) units that are within 100 feet of a roadway can be removed with the top and limb material treated as slash. Trees greater than 100 feet of a roadway shall be left on site and cannot be removed.

Operational / Danger trees felled within Leave Tree Mark (LTM) units cannot be removed.

Top and limb material shall be treated as slash.

Question: Are alternate / multiple proposals allowed from one offeror?

Answer: Provision 51. (a) (3) of the solicitation states: Offerors may, at their discretion, submit alternate proposals or proposals which deviate from the requirement, provided that an offeror also submit a proposal for performance of the work as specified in this solicitation.

Any "alternate" proposal may be considered if overall performance would be improved or not compromised, and if it is in the best interest of the Government. Alternate proposals, or deviations from any requirement of this RFQ, must be clearly identified.

An offeror can submit multiple proposals with differing technical approaches and pricing that will meet the desired end results. Government will award based on the best-value determination.

Question: Will there be multiple awards as part of this solicitation?

Answer: The work associated with the WHITE RIVER FIRE work may be awarded separately from the work associated with the BULL COMPLEX work.

Offerors who wish to submit a proposal for the WHITE RIVER FIRE work must provide price proposals on Mandatory Work Items 1-24 and Timber Products Removal Price Schedule.

Offerors who wish to submit a proposal for the BULL COMPLEX work must provide price proposals on Mandatory Work Items 25-32.

Offerors who wish to submit a proposal for both must provide price proposals on Mandatory Work Items 1-24 and 25-32 including the Timber Products Removal Price Schedule.
