About this file
This is an Integrated Statement of Work (SOW) for comprehensive grounds maintenance and landscape rehabilitation at the USDA Agricultural Research Service's Coastal Plains Soil, Water, and Plant Research Center in Florence, South Carolina. The project is a one-time, non-recurring service requirement encompassing vegetation clearing, tree trimming, fence line cleanup, and landscape rock removal with wood mulch replacement.
The contractor must furnish all labor, materials, equipment, tools, transportation, and supervision to complete the following scope of work: (1) remove overgrown vegetation, brush, weeds, invasive plants, and small trees across approximately 150 linear feet of fence line and 4,500 square feet of drainage sump area while preserving existing riprap and avoiding damage to buildings and utilities; (2) remove all vines and vegetation from approximately 2,000 linear feet of perimeter fencing while documenting pre-existing fence damage; (3) trim low-hanging branches and limbs encroaching over or through the fence to a vertical height of 20 feet and maintain a minimum two-foot horizontal clearance beyond the fence line along the northeast side (approximately 1,360 linear feet) while removing all resulting debris; (4) remove all landscape rock, containment curb, and weed barrier cloth surrounding Building 1 while protecting shrubs, ornamental grasses, and drip irrigation lines; (5) install new weed barrier fabric and shredded brown wood mulch at a minimum depth of three inches with clean trench edges and reinstatement of stone around surface drains at 18 inches on all sides; and (6) remove all debris and dispose of materials off-site in compliance with local, state, and federal regulations. Deliverables include fully cleared vegetation areas, documented fence condition notes, completed tree trimming to specified standards, reinstalled drip irrigation lines, and a completion report with before/after photographs and disposal confirmation. The contractor must comply with USDA ARS safety procedures and federal regulations, provide appropriate personal protective equipment, follow industry-standard arborist practices, coordinate with the designated site contact before mobilization, and maintain a clean and safe work area throughout performance.

USDA Agricultural Research Service Coastal Plains Soil, Water, and Plant Research Center 2611 West Lucas Street Florence, SC 29501
Agency:
United States Department of Agriculture – Agricultural Research Service (USDA ARS)
1. Background
USDA ARS requires comprehensive grounds maintenance and landscape rehabilitation at the Coastal Plains Soil, Water, and Plant Research Center. The property currently contains unmanaged vegetation, brush overgrowth, trees requiring trimming, and vine entanglement along the fence line. In addition, existing landscape rock around Building 1 must be removed and replaced with approved wood mulch.
This combined requirement is a one-time project intended to restore safe, functional, and aesthetically maintained grounds while protecting existing infrastructure and vegetation.

• Mow or trim remaining grass to a uniform height.
• Preserve all existing riprap located beneath brush; it shall not be removed, damaged, or disturbed.
• Avoid damage to buildings, utility poles, protected vegetation, and other structures.
• Document any existing fence or structural damage caused by vegetation.
2.2 Fence Line Cleanup
The Contractor shall:
• Remove all vines and vegetation entangled in the perimeter fence (~ 2000 linear ft).
• Carefully handle the fence to prevent additional damage.
• Document pre-existing fence deficiencies including sagging, pulled sections, or breaks.
• Ensure no debris or trimmed material is left leaning on the fence at any time.
2.3 Tree Trimming
• Trim low-hanging branches protruding over the perimeter fence in the back of the property.
• Remove all limbs encroaching over/through the fence in the designated areas to a vertical height of 20 ft from ground.
• Trim horizontally to maintain at least a two (2) foot clearance beyond the outside of the fence line along the NE side (USDA property – includes ~1360 linear ft fenceline).
• Establish a uniform trimming corridor along the full length of the fence line impacted by the trees.
• Remove all resulting debris from the site.
2.4 Removal of Landscape Rock and Weed Barrier
• Remove all existing landscape rock surrounding Building 1.
• Remove and dispose of the existing containment curb (if present).
• Remove the existing weed barrier cloth.
• Avoid damage to shrubs, ornamental grasses, drip irrigation lines, and structures.
• Determine total square footage of work area.
2.5 Installation of New Weed Barrier and Wood Mulch
• Install new weed barrier fabric across all previously rocked planting beds.
• Reinstall existing drip irrigation lines in a working position.
• Install shredded brown wood mulch of a grade to be approved by USDA ARS prior to installation.
• Install mulch to a minimum depth of three (3) inches, not exceeding the height of adjacent sidewalks or pavement.
• Establish a clean trench edge around the mulched beds.
• Reinstall stone around surface drain: 18 inches on all sides of the drain.
