About this file

This document contains Responses to Requests for Information (RFIs) for the Dubois Water Well project, a small business set-aside solicitation (1232SA26Q0355) issued by the Department of Agriculture Agricultural Research Service. The RFI responses address 20 technical and administrative questions from prospective bidders regarding project specifications, equipment requirements, and submission procedures.

Key technical clarifications include: a 4" lug butterfly valve (lever-operated) is required with wafer-style valves acceptable as alternatives; a check valve shall be installed directly above the pump with staggered couplers to accommodate the 1-1/4" PVC drop pipe; R10 insulation board must run from the new well to the well house; all chlorination equipment is new and shall be installed in a hot box on the upper floor of the pump house per Specification Section 46 30 00; and all digital controls and telemetry have been removed from the project, making notes 8, 9, and 10 on sheet E100 non-applicable. Administrative responses confirm: quotes are due at 0630 AM CST on April 24, 2026; compaction testing is contractor-funded per Specification Section 31 23 00.00 20; temporary potable water storage containers are not required; no payment is required for existing electricity and water use; water for dust control is available from a fire hydrant with backflow preventer; and the contractor is not responsible for training videos. Additionally, existing well data and plot plans showing pipe locations and depths (4-5 feet) will be posted to SAM.gov, and the solicitation was amended to remove references to Polyaspartic coatings that were not included in project specifications.

RFIs for Dubois Water Well

(1) Is this project set aside for small business?

Response: See page 1, Section 10, B.

(2) A. We do not think there is a 4" butterfly valve flange.

B. Is a wafer-style valve acceptable?

Response: The 4” butterfly valve flange exists as a lug butterfly valve. Yes, a wafer-style valve is acceptable.

C. Is tIs this a lever-operated valve? Generally, they would be gear-operated valves.

Response: Yes, it is a lever-operated valve.

(3) What is the horsepower of the existing pump currently supplying water to the system?

Response: The horsepower is unknown.

(4) Sheet C304: You do not show any check valves on drop pipe. We could have a problem installing the 1-1/4" PVC drop pipe. The 8" casing measures 7.987". The drop pipe coupler measures 5". The 1-1/4 galvanized coupler measures about 2-1/8". This leaves only 1-1/2" on each side of the 5" coupler.

Response: A check valve shall be installed directly above the pump. The open ended 1-1/4” PVC level monitoring tube shall terminate several feet above the pump and the couplers shall be staggered with the drop pipe couplers.

(6) Where is the flow sensor installed in the ppe line? Do you have a model and make for the flow sensor?

Response: The PVC monitoring tube is for future water level determination. A flow sensor is not included in this contract.

(7) Are we to run R10 insulation board from the new well to the well house?

Response: Correct.

(8) Are we re-using the existing chlorination equipment? If not, can you supply us with the equipment's make and model? We understand this is to be installed in a hot box mounted on the upper floor of the pump house.

Response: All equipment is new. See spec Section 46 30 00 for information regarding chlorination system (included in addendum). Correct, the chlorination equipment shall be installed in the hot box on the upper floor.

No, all equipment is to be new, but CT can confirm. Confirmed (CT)

(9) We need to know exactly what the PLC is controlling. Do you have a line drawing?

Response: Notes 8,9,10 on sheet E100 do not apply. All digital controls removed from this project

(10) The bid documents say that the bid time is 0630 local time on 4/24/2026. Is this correct?

Response: Quotes are due 0630 am CST on 4/24/26. See a snip it from the GPE posting:

(11) Can we receive a copy of the sign-in for the mandatory pre-bid meeting?

Response: A copy will be posted to SAM.gov.

(12) Can we get the existing well data for depths?

Response: Existing well data will be posted to SAM.gov

(13)Can we get the existing plot plan regarding the existing pipes outside of the well house for location a depths? I can provide this drawing. The water lines are 4-5 feet deep.
(14)On page 25 of the solicitation 2nd bullet point it starts off “Provide documented experience…” it discusses Polyaspartic coatings. I do not see these referenced any where else in the specs or on the drawings. Is this included in this project and if so where?

Response: Solicitation has been amended to remove that reference.

(15) Is compaction testing required? Is so who is responsible for paying for this and if the Prime is responsible how many tests will be required?

Response: Yes, the contractor is responsible for costs. Number of tests stated in Spec. Section 31 23 00.00 20 page 10 3.12.2.2

(16) Are temporary potable water storage containers required for this project (section 01 50 00 page 9 3.8)?

Response: No, the phasing of the equipment in the pump house is designed to maintain continual operation to the maximum extent possible with minimal interruptions to the water supply.

(17) In Specifications Section01 50 00 page 5 3.2.1 Payment for Utility Services will we be charged to use the existing electricity and water?

Response: NO

(18) Will water be available for dust control?

Response: Yes, water may be drawn from a fire hydrant with a backflow preventer.

Yes, we can allow use of water from location for dust control.

(19) Is a training video required Section 01 78 23 page 19 3.1.4 ?

Response: No video required.

(20) On drawing E100 notes 8,9,10 talk about new telemetry equipment and an existing PLC contractor. Who is this contractor and will they be supplying only or supplying and installing this equipment? Will this require any new electrical service?

Response: Notes 8,9,10 on sheet E100 do not apply. All digital controls/ telemetry has removed from this project image1.png
