About this file
This document contains questions and answers regarding a federal solicitation for road and trail construction services on National Forest lands. The U.S. Forest Service is seeking to award three Indefinite Delivery, Indefinite Quantity contracts for road and general construction work with a shared capacity of $10 million over one base year and four option years. Prospective offerors must submit pricing for two initial task orders involving road repair and trail construction work in Morgan, Lawrence, Scioto, Athens, and Fairfield counties in Ohio. Future task orders will be competed amongst awardees and involve services such as road and trail repair, bridge work, culvert installation, and small building construction. 12318721R0005 Dated 7/8/2021 (rev) FINAL
Greyed out questions pertained to a task order that was removed, therefore will not be answered
Q##: XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX
A##:
Q1: Is there any historical data, pricing, predecessor, or previous contract available for public review?
A1: All previous contracts were separate for Trail maintenance IDIQ or for Road maintenance IDIQ. The task orders of this contract are structured the same as previous individual contracts.
Q2: Will a formal site visit be offered for the two task orders? If not, can offerors request/arrange a site visit?
A2: No formal pre‐bid is scheduled. However, offerors can schedule a site visit with the 2 CORS. Chad Meenach 740‐753‐0549 Roads, and Bill Scripp 740‐753‐0416 Trails
Q3: Can you provide plans/drawings for each task order?
A3: There are standard details and specifications for all task orders, (attached).
Q4: What is your deadline for questions?
A4: Questions should be received no later than 8 July 2021 (REV 7/2/2021)
Q5: Can you please provide the % value of the id price or $ value required for the bid guarantee? Section 52.228‐ 1 of the solicitation does not specify the required values.
A5: There will not be a requirement for a bid guarantee. This will be removed from the requirement.
Q6: For this proposal, should Offerors submit one bid bond (for both task orders) or do you require two bid bonds (one for each task order)?
A6: There will not be a requirement for a bid guarantee. This will be removed from the requirement.
Q7: I have a question about this bid, at one point it states that this is an IDIQ contract but it appears to be a fixed price bid. I am confused by the solicitation and the breakdown of the items on the sheets.
A7: This is an Indefinite Delivery Indefinite Quantity (IDIQ) base contract with four option years. Over the next 5 years the exact times and/or exact quantities of future requirements are not known at the time of award. Once a need is identified and specific requirements are established a task order will be competed against the contract holders. The task orders issued off the base awards will be firm fixed price. Firm fixed price is implying that we are not negotiating prices in a typical task order.
There are two seed projects which are intended to be awarded as task orders along with the base awards.
Q8: Pine Grove trail Project Pay item 92112 Bottomless Arch Culvert it has a requirement for 4 but no size is given to give a responsible bid we will need detail description of length, width and height.
A8:
Q9: On the 1442 paragraph 13 B gives 30 calendar to accept bid. Do you have a start date and a number of days to complete the Task orders?
A9: Task Order 1 – Start 7 days after issuance of Notice to Proceed, 30 days to complete Task Oder 2 ‐
Q10: If we email this bid I know it is broken out 2 ways but on 1442 paragraph 13A it says original and 1 copy. I assume that would pertain to mailed hard copies not to e‐mailed bids?
A10: Email only requires one copy, even if broken into multiple emails. Hard copies mailed in will require one original and one copy.
Q11: Task order #1 states that the projects are located in Morgan, Lawrence & Scioto Counties; however, based on maps, the Burr Oak project appears to be in Athens County and the FR 132 project appears to be in Fair Field County. Can you please confirm that all work for Burr Oak occurs within Athens County and all work for FR 132 occurs within Fair Field County?
A11: Burr Oak project is in Athens County. FR 132 is partially in Scioto County and partially in Lawrence County.
Q12. Can you please provide the applicable Davis‐Bacon wage determinations for each task order?

A18
Q19. For Task Order #2, there is no pay item for traffic control. Is the Contractor required to keep Pine Grove

A19
Q20. For Task Order #2 Pay Item 91303.9 (aggregate surfacing, additional 1/4 mile haul pay rate), are these areas accessible by large, heavy equipment and haul trucks?
A20
Q21. For Task Order #2 pay item 91210 is labeled as "brush cutting;" however, in the specifications section,

A24
Q25. For Task Order #2, pay item 92112, can you please confirm offerors are to include all items under specification 921?
A25
Q26: 21. When writing the technical proposal, are you looking for a specific plan of work, resources, traffic plan etc. for each of the two task orders, or do you want our technical approach to be based on the needs of the entire contract and therefore, a more general approach?
A26: The technical approach should apply to the contract as a whole.
Q27: I am just wondering how wide the trail width is for the new trail construction? Knowing this will help us better create a cost for this multi‐year maintenance project.
A27: The task orders are for trails that are typically 60” wide
Q28: If awarded, when would construction begin?
A28: We would like to start trail task orders as soon as possible, which equates to approximately 14 days after award.
Q29: On the bear claw task order there are no line items for tread maintenance And do I have to bid the paving A29: A revised schedule of items has been added to the solicitation attachments/uploads. We are looking for companies that have the ability to provide all items in the requirements therefore we are looking for complete bids.
Q30: This question pertains to milling the Burr Oak Site. This is a full pavement removal from the description if so there will be several dump truck loads of millings. Please give us a better description of where these will be placed. After looking at site we feel like there’s not enough places for the amount that is being removed. Is there an area to stockpile on site?
A30: Millings can be used as berm and spread in remaining camp sites with a COR present. A site on Burr Oak State park (0.9 miles) east of Burr Oak Cove Road has been identified as a placement site for any excess millings.
Q31: Can you please provide a drawing/schematic for Hanging Rock bid item 91316.1 "Grid Pavement Units, Concrete Mat (4'x16') and provide the thickness? We are not able to locate NCMA A‐15‐82 for grid pavers.
A31: NCMA (National Concrete Masonry Standard) A‐15‐82 is the strength durability specification for grid paving stones. This standard requires a minimum average compressive strength of 5000 psi (35 MPa) and proven field performance in resisting freeze‐thaw cycles, or resisting at least 50 freeze‐thaw cycles with material loss no greater than 1%. Water absorption should not exceed an average of 7%. The grid is proportioned at 35% open and 65% concrete surface. Any pavers used must meet this standard. Thickness is based on the suppliers design.
Some suppliers may have pavers that meet specification NCMA A‐15‐82 with 2.5“ thickness and others may be available at 4” thickness. A submittal from the contractor, for the planned product, must meet this specification.
