About this file
This document is a solicitation evaluation criteria form for a state procurement opportunity (Solicitation Number 122125 O3) seeking a Program Integrity Case Management (PICM) and Fraud Abuse Detection System (FADS) Analytics Solution. The solicitation is scheduled to open on July 10, 2025, at 2:00 pm CST, with mandatory requirements for bidders to submit a Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet. The evaluation process will assess responses across three primary categories: Corporate Overview (25 points), Technical Response (60 points), and Cost Sheet (15 points), with a potential total of 100 points without oral interviews and up to 120 points if oral interviews are conducted.
The cost evaluation will be determined using a comparative formula where the lowest cost submitted receives the maximum points, and other bidders' points are calculated proportionally. Specifically, the cost points will be awarded by dividing the lowest cost submitted by each bidder's submitted cost and multiplying by the maximum possible cost points (20 points). Bidders must meet all mandatory requirements to be considered, and those not addressing all required elements will be excluded from further evaluation. The solicitation emphasizes a comprehensive review process that considers both technical capabilities and cost-effectiveness in selecting a solution for program integrity and fraud detection analytics.
