About this file
This document is a State Procurement Bureau (SPB) Form 31 solicitation for a Program Integrity Case Management (PICM) and Fraud Abuse Detection System (FADS) Analytics Solution with Solicitation Number 122125 O3. The solicitation opens on July 10, 2025, at 2:00 pm CST and seeks comprehensive proposals for an analytics solution. Vendors must submit four mandatory components: a Contractual Agreement Form (signed manually or via DocuSign), a Corporate Overview, a Technical Response, and a Cost Sheet. The evaluation process will assess submissions across three primary parts: Corporate Overview (25 points), Technical Response (60 points), and Cost Sheet (15 points), with a potential for oral interviews that could add an additional 20 points to the total scoring.
The cost evaluation will be conducted using a comparative formula that awards maximum points (15) to the lowest cost submission, with other bidders receiving proportional points based on their submitted costs. The scoring methodology ensures that the most competitive and cost-effective proposal receives the highest cost points. Bidders must carefully prepare their submissions to meet all mandatory requirements, as responses not addressing these criteria will be excluded from further evaluation. The total possible points for the solicitation are 100 without oral interviews and 120 with potential interviews, providing a comprehensive assessment of vendors' capabilities, technical approach, and pricing strategy.
