About this file
This document is a Redaction Justification Matrix submitted by Alivia Analytics for Nebraska's Department of Health and Human Services (DHHS) Request for Proposal #122125 for a Program Integrity Case Management (PICM) and Fraud Abuse Detection (FAD) Analytics Solution. The matrix details Alivia's request to protect specific sections of their proposal—specifically Attachment 2 (Functional Specifications) and Attachment 3 (Technical Specifications)—from public disclosure, citing proprietary trade secrets and potential competitive disadvantage. The company argues that releasing these technical details would provide an unfair business advantage to competitors like Gainwell Technologies, PulseLight, IBM, Deloitte, and others in the technology and program integrity sector.
The redaction justification emphasizes that the withheld information represents significant intellectual property and investments, including step-by-step techniques, processes, infrastructure, application screenshots, and technical architecture for Alivia's end-to-end FWA/PICM platform. By protecting these details, Alivia seeks to maintain its competitive position and prevent potential economic injury that could result from exposing its proprietary methodologies. The document underscores that the requested redactions serve no public purpose and are designed to safeguard the unique technical and functional specifications that differentiate Alivia's solution in the program integrity analytics market.

Response to Nebraska RFP #122125 Program Integrity Case Mgmt (PCIM) / Fraud Abuse Detection (FAD) Analytics Solution
Redaction Justification Matrix
Alivia’s proposal contains content considered trade secret, proprietary, and a significant competitive advantage which if disclosed would cause substantial injury to Alivia’s competitive position and intellectual property. Alivia goes to great lengths and has made significant investments to keep this information private and closely held. This information has inherent economic value to Alivia and is not known to others. In addition, disclosure of the information could reasonably be expected to result in unfair competitive injury to Alivia and serve no public purpose.
Therefore, Alivia requests that Nebraska DHHS protect from further disclosure or dissemination the portions of its proposal listed below and redacted in the provided copies marked “redacted”. The table below provides a written justification for each redaction to support Alivia’s request for exemption from disclosure or dissemination.
Alivia Proposal Section Number & Name
Alivia Proposal Page(s)
Redaction Justification
Attachment 3 – Technical Specifications
All Pages for this specific section
These pages illustrate the proprietary process and technical architecture that Alivia utilizes for its end-to-end FWA/PICM platform. Disclosure to other parties would cause Alivia to suffer a competitive disadvantage and provide details on technical functionality. The step-by-step techniques, processes and infrastructure from which we derive economic value are not generally ascertainable by our competitors, and disclosure of these proprietary methods will diminish and irreparably damage the competitive position of Alivia.
If released, this information would give a business advantage to all competitors, especially Gainwell Technologies, PulseLight, IBM, Deloitte, Machinify, Thomson Reuters, Performant, and any others in the technology and program integrity space. Further the release of this information would serve no public purpose.
Attachment 2 – Functional Specifications
All Pages for this specific section
These pages illustrate the proprietary process, functionality, trade secrets, and screenshots of the application that Alivia utilizes for its end-to-end FWA/PICM platform.
