1. The purpose of Amendment 01 is as follows:
BASE CONTRACT CHANGES
Note: The below changes apply to BetaSAM attachment “RFP No 1205M620R0002”
a) Remove Page 19 of 83 in its entirety.
b) Insert Page 19 of 83 included in this amendment. This change adds Paragraph
“G-9 U.S. Department of Labor Workforce Posters.”
c) No further changes to the base contract.
SEED PROJECT CHANGES
Note: The below changes apply to BetaSAM attachment “Seed Project #4: Silver Star Sno Park”
a) Remove two (2) Pages 90-91 “6300-1000 – Precast Concrete Vaulted Toilet”
b) Insert four (4) Pages 90-93 “63300-1000 Sign System, Site Identification Sign” and “64603-1000 Precast Concrete Vaulted Toilet” included in this amendment.
2. The solicitation’s closing date/time remains unchanged.

All invoices are to be submitted via the electronic Invoice Processing Platform (IPP). Contractors shall submit all invoices electronically via IPP. Paper copies of invoices are no longer accepted. The Contractor must also attach a detailed invoice in IPP.

G-9 U.S. DEPARTMENT OF LABOR WORKPLACE POSTERS
Your company is required to publicly display workplace posters at your office location and the project location for each individual project task order as directed by the U.S. Department of Labor. You can determine which posters are required by using the elaws Poster Advisor. Posters, available in English and other languages, may be downloaded free of charge and printed directly from the Advisor.
This is a standing requirement for all task order projects and does not require the direction of the CO/ COR in order for your company to comply. The CO/COR will routinely inspect the work area to ensure the required posters are displayed in a prominent location.
Please ensure your company is familiar with all workplace poster requirements. The U.S. Department of Labor’s Frequently Asked Questions is an excellent resource.

63300-1000 SIGN SYSTEM, SITE IDENTIFCAITON SIGN
WORK
This work consists of construction of separate reinforced concrete footings and rock bases for campground entrance signs at locations shown on the Site plan. Installation of Government supplied signs is included. Minor clearing (if required) and excavation for footing is incidental to this pay item.
MATERIALS
Government furnished signboards include:
2 Silver Star Sno Park Signs (two per sign)
2 Forest Service shields, S-16 (two per sign)
2 USDA plaques, P-60 (two per sign)
Contractor supplied material should closely resemble other ‘Okanogan-Wenatchee National Forest Site Identification Signs’ that have a rock base. New base should be similar in both style and color unless approved otherwise by the engineer.
CONSTRUCTION
Sign with rock base shall be constructed to the dimensions AS SHOWN ON THE DRAWINGS.
Fasten wooden signboards as specified. Location of sign staked by the Engineer.
Physical characteristics of rocks specified are a medium grey to medium brown color, 3 to 5 inch thickness, size approximately 8 to 12 inch length with weathered face exposed. A sample of rock will be provided to the Government for approval. Stone shall be laid in a random pattern with large select stones on the bottom course of the base. Arrange stones compactly with no vertical or horizontal joints to extend beyond two stones. Corners shall be plumb, straight and true with outside corners of walls and bases laced. On bases, long dimension of stone shall be horizontal or angular but not vertical. Batter walls AS SHOWN ON THE DRAWINGS.
Grout shall be Type S mortar with a mixture of 5 parts sand, 1 part cement, 1 part lime and water to mix to a workable consistency. An alternative grout may be a commercial pre-mixed product subject to approval by the Forest Service.
Joints shall range in width from 1/2 inch to 3/4 inch with a maximum joint of 1-1/2 inches where three stones intersect. Voids not allowed in joints. Rake mortar joints 1/4 inch to 1/2 inch deep.
Brush joints with a fine bristle brush to give joints a uniform texture before mortar sets. As soon

Road Construction IDIQ (FY20 - FY25) Okanogan-Wenatchee NF (Zone 3) Firm-Fixed-Price (FFP) as practical, clean all adjacent exposed masonry and material from joints. Use a stiff brush and water solution. Do not use solution that will stain stone or grout. Do not chip grout from stone.
Placing of stone shall not be done in freezing weather except by written approval from the Engineer, and then only by the use of precautionary methods prescribed for doing the work and protecting it at all times. This permission and the use of the prescribed methods will not release the contractor from an obligation to build a satisfactory structure. All work damaged by cold weather shall be removed and replaced. In hot or dry weather, the masonry shall be satisfactorily protected from the sun and shall be kept wet for a period of at least 3 days after completion.
Surplus concrete shall be cleaned from the work surface and surrounding area at completion of sign installation.

64603‐1000.01 Work
This work shall requires the contractor to furnish and install a new precast concrete vault toilets.
All materials needed for installation, including caulk and touch-up pant is incidental to installation. Work specified under this Section also includes clearing as marked, excavation, backfill, placement of precast concrete vault toilets and finish grading AS SHOWN ON THE
DRAWINGS.
64603‐1000.02 Materials
Caulking between vault and toilet floor to be 1" x 1" Butyl tape supplied by the manufacturer.
Installation of Precast Concrete Vault Toilet shall be done in accordance with manufacturer's specifications as listed below in part. New precast concrete single vault toilet to match other concrete vault building along the scenic highway as in both style and color. Existing vault toilet style and color is specified in the drawings.

64603‐1000.03 Construction
Excavation for installation of the toilet vault shall be to a depth that will allow the structure site to be free-draining after installation is completed. Allow for a 2" leveling course beneath the toilet vault. Stockpile removed topsoil in a separate pile at the site for later use as final grade material. Finish floor elevation will be same as adjoining sidewalk or parking lot. See Site Plan for specific toilet locations. The contractor shall install buildings at these sites with the floor elevation within plus or minus 0.10 feet of the specified floor elevation. No excavation will be left open more than 1 day unless approved by the Engineer.
Backfill and Compaction - Compact the natural ground at the bottom of the vault excavation with a minimum of three passes with a whacker-type mechanical compactor or equivalent approved by the Engineer. Place aggregate bedding material for leveling course. Compact leveling course with one pass of a whacker-type mechanical tamper or equivalent approved by the Engineer. Grade leveling course to a uniform, level surface so there are no high spots in the middle of the vault bottom. Compact with a second pass with a whacker or approved equivalent tamper. Set vault in place. Backfill around structure. Use excavated material for backfill except rocks larger than six inches in maximum dimension shall not be placed within six inches of the exterior vault walls. The fill adjacent to the building entry shall have excavated material placed in eight inch loose lifts and compacted with a minimum of two passes with a whacker or approved equivalent tamper.
Finish Grading - Dispose of excess, unsuitable excavated material (i.e. soil with rocks greater than 6" in length) by hauling to the approved disposal site AS SHOWN ON THE DRAWINGS.
Spread suitable excess excavated material from the vault around the structure. Conserve and stockpile excavated topsoil for backfill to final grade. Grade backfill to drain away from structure at a maximum slope of five (5) percent unless otherwise approved by the Engineer.
Areas disturbed during the excavation, backfilling and stockpiling of excavated materials shall be hand raked to remove exposed rocks greater than 1 inch in maximum dimension.
The final surface around the building shall be compacted with 3 passes of a vibratory compactor prior to placement of aggregate material. Place 4” depth crushed aggregate surface material to bring area level with the finished floor elevation. Compact the aggregate with 3 passes of a vibratory compactor, wetting the material between passes.
Vault Toilet Riser and Accessories - Silicone caulk shall be applied between toilet riser flange and concrete floor before the toilet riser is installed.
Exhaust Pipe Installation - After exhaust pipe is installed, seal around pipe at top and underside of roof with silicone caulk. Seal around pipe at top of slab will be accomplished by using backer rod and silicone caulk.
Trees cleared for toilet building installation and shade tree removal as marked by Engineer shall be treated as specified in Section 201.

64603‐1000.04 Existing Concrete Vault Toilets along Scenic Highway
Existing Precast Concrete Vault Toilet building supplied are the "Cascadian" model (single toilet building) manufactured by CXT Incorporated and LB Foster Company, 3808 N Sullivan Road Building #7, Spokane, WA 99216, (509) 696-5766 Option 2. New Concrete Vaulted Toilet to match appearance in style, color, snow load capacity and warranty.

The method of measurement shall be Actual Quantity.

Payment will be made for the completed and accepted vault toilets as specified in this contract.
