SECTION C - DESCRIPTION/SPECIFICATION/WORK STATEMENT
C.1 SCOPE OF CONTRACT
A. The intent of this performance based service task order is to provide for road maintenance, to include, brushing, ditch cleaning and pothole patching, of National Forest Service Road (FSR) 4300 – Buttermilk Road on the Okanogan-Wenatchee National Forest.

C. The Contractor shall assume all risk, loss, damage, or expense arising out of the prosecution of the work, except as otherwise provided in the contract.
D. Locations that may be used for staging of equipment and materials are available in contract areas. The government will not be held liable for contractor’s equipment and material stored in these locations.
C.2 FURNISHING OF MATERIAL
A. Unless otherwise stated in the specifications, the contractor shall furnish all material required for performance of the task order. All material shall comply with the specifications.
B. The Contractor shall furnish and deliver the material to the site of the work in such a manner that their quality and fitness for the work is preserved.
C. Measurement and payment for contract work will be made only for those pay items included in the Schedule of Items.
D. The Contractor shall be responsible for furnishing warning devices and complying with Federal and any State or local safety standards and traffic management procedures.
C.3 COORDINATION OF CONTRACT DOCUMENTS
The specifications, drawings, and all other provisions are essential parts of the contract. They are intended to be mutually complementary. In the case of discrepancy, the following is the order of precedance (supplementing FAR 52.214-29):

b. Standard Specifications for Maintenance of Roads.
C.4 TECHNICAL SPECIFICATIONS FOR MAINTENANCE OF ROAD
The specifications are numbered in the "800" series codes. Only those sections which are applicable to this contract are included. There will be gaps between the section numbers due to the fact that many sections have been purposely omitted or because certain specification sections have been reserved for possible future inclusion in the "800" series.

Publications and forms that apply to this task order. Publications and forms listed can be obtained via the Internet, ordered through the U.S. Government Printing Office, or through the Mt. Baker- Snoqualmie National Forest. Supplements or amendments to listed publications from any organizational level may be issued throughout the performance period. The contractor shall immediately implement those changes that result in a decrease or no change in cost and notify the contracting officer in writing of such changes. Before implementing any change that will result in an increase in cost, the contractor shall submit to the contracting officer a price proposal within thirty (30) calendar days following receipt of the change by the Contractor.

A post award conference with the successful offeror is required. It will be scheduled within ten (10) calendar days after the date of task order award. The conference will be held at: TBA.

SECTION H--SPECIAL CONTRACT REQUIREMENTS
H.1 PROSECUTION OF WORK -- WORK HOUR LIMITS -- WORK ITEM LIMITS
The Contractor shall conduct activities so that interference with the public shall be kept at a minimum.
When patching work prevents traffic flow, the Contractor is authorized to delay traffic not to exceed sixty (60) minutes.
Any activities requiring closure to the public shall be scheduled with the CO at least fourteen (14) calendar days in advance.
The contractor shall shut down all equipment when there is 1 inch precipitation in a 24 hour period and/or ½ inch precipitation in 1 hour.
H.2 USE OF PREMISES
General - The Contractor shall comply with the regulations governing the operation of premises which are occupied and shall perform the contract in a manner that will not interrupt or interfere with the conduct of Government business.
Camps - Before any camp or storage site is opened or operated on National Forest land or lands administered by the Government, written permission shall be obtained through the Government.
Camp is interpreted to include the campsite or trailer parking area of any employee or subcontractor working on the project. Such permission, if granted, will be without charge to the Contractor.
H.3 USE OF ROADS BY CONTRACTOR
The Contractor is authorized to use all roads under the jurisdiction of the Forest Service that are open and necessary for direct route access to the contract work sites for all activities necessary to complete this contract. This authorization is subject to the limitations described below, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.
Keep existing roads open to all traffic during contract work, and maintain them in a condition that will adequately accommodate traffic. Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a Written Plan for the satisfactory handling of traffic has been approved. Post Traffic Control Signs and Devices in conformance with the “Manual on Uniform Traffic Control Devices” (MUTCD). Do not proceed with work on the project until all required signs are in place and approved.
Before shutting down any operations, leave all travel ways in a condition suitable for traffic.
Unless otherwise provided, traffic delays may not exceed thirty (30) minutes.
If the Contractor requests use of a National Forest road or road segment not listed above, the Forest Service may authorize such use if not in conflict with the current Road Rules document.
Authorization to use such additional roads may include maintenance requirements and use limitations.

The roads authorized for use will be subject to the following provisions:
(a) The current National Forest Road Use Rules Document is applicable to all commercial road users. This document is available for inspection at the office of the Forest Supervisor and shall be applicable except when modified by provisions of this contract. Copies are available upon request.
(b) Federal Regulations contained in 36 CFR 261.54 as applied to the area by an order issued under 36 CFR 261.50. These regulations authorized the Forest Service, as a sovereign act, to issue additional restrictions to those shown in the current Road Use Rules Document and will be posted on the road.
H.4 TRAFFIC CONTROL, FLAGGERS, BARRICADES, WARNING SIGNS, AND OTHER DEVICES
The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, flaggers, pilot cars, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Barricades and other obstructions shall be illuminated during the hours of darkness. Suitable warning signs shall be provided to properly control and direct traffic. Keep traffic devices current with maintenance operation and remove upon completion.
All operations and signing shall conform to the current requirements and guidelines of the Occupational Safety and Health Administration (OSHA) and the Manual of Uniform Traffic Control Devices (MUTCD).
The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points, where the new work crosses or coincides with an existing road or trail. Required signs may be mounted on portable or temporary mountings. Use standard MUTCD shapes, colors, sizes, and legends.
Mark hazards incidental to the work within or on the traveled way, shoulders, or turnouts with hazard identification markers, illuminated beacons, and other MUTCD devices to safely guide road users through the area. Mark work segments not completed on a daily basis appropriately for night travel.
Obtain authorization before commencing work at night.
Advisory speed plates may be used to control traffic through the work area.
Flaggers - Provide properly equipped, trained and certified, flag person(s) where the traffic is required to stop before proceeding. Stop traffic in locations which provide width enough for passage of traffic and reasonable protection for vehicles. When flag control is used, advance warning signs are required.
H.5 MOTORIZED EQUIPMENT
Use of motorized equipment, other than hand-held equipment such as power saws and brush cutters, will not be permitted off of designated roads in the project area without approval of the Contracting Officer or as elsewhere provided herein.
H.6 EQUIPMENT REQUIREMENTS
The Contractor shall furnish equipment meeting OSHA (Occupational Safety and Health Act) requirements. When the Contractor is paid for furnishing and operating equipment on an hourly or daily basis, it shall be operated at its design speed, or the maximum speed feasible under prevailing conditions.

Equip all vehicles and machinery operating on or from the traveled way or road shoulder with flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Use truck headlights at all times while operating. Backup horns are required on all self-propelled equipment in excess of 5 ½ tons gross weight.
Park vehicles and machinery not currently used in the maintenance operation off the traveled way at approved locations to minimize interference with normal use.
H.7 SPECIAL REQUIREMENTS FOR WATER DRAFTING EQUIPMENT
Water drafting equipment may be used only at water sources designated on the Vicinity Map, task order, or provided by the Contracting Officer. Such equipment shall include aa approved fish screen around the intake (foot valve) with openings no larger than 3/32” x 1/16”. An air gap or positive antisiphon device shall be provided between the water source and the vehicle being loaded if the vehicle has been used for other than water haul, if the source is a domestic potable water supply, or the water is used for tank mixing with any other materials. Materials must be readily available and appropriate measures taken to prevent petroleum products from entering the water source.
H.8 HAZARDOUS MATERIAL SPILL CLEAN-UP KIT
A hazardous material spill clean-up kit shall be maintained and readily available for potential use on the project at each work site. Spill clean-up kits shall contain the following items as a minimum:
• 1 case absorbent pads suitable for absorbing hydraulic fluid, engine oil, and fuel;
• 1 gallon "Plug-a-Dike" or equivalent material;
• A nineteen liter (five-gallon) mixing container; and
• 20 meters of 150 mm absorbent, floating booms for absorbing hydraulic fluid, engine oil, and fuel from a water surface.
H.9 LANDSCAPE PRESERVATION AND HAZARDOUS MATERIALS
(a) The Contractor shall give attention to the effect of contract operation upon the landscape, shall take care to maintain natural surroundings undamaged, and shall conduct the work at all times in compliance with the following requirements:
1. Prevention of the Landscape Defacement. The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawns, or natural features unless specifically authorized by the Government. Unless otherwise provided in the Special Project Specifications, the Contractor shall confine contract operations to within the areas designated in contract documents.
Unless otherwise provided in this contract, the Contractor shall gather rock which falls outside the roadway due to contract operations and dispose of it as directed by the Government.
2. Protection of Streams, Lakes, and Reservoirs. The Contractor shall take sufficient precautions to prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumen’s, dust palliatives, silt, or other harmful materials. Mechanical equipment shall not be operated in live streams without written approval of the Government.
(b) The Contractor shall confine operations to within the work area limits, immediate work area, or other areas designated in the contract documents, and prevent the depositing of rocks, TO #6 (Oka-Wen), RFP No 1205M618R0002 FSR 4300 Buttermilk Road Road Maintenance Page 9 of 52 excavated materials, stumps, or other debris outside of these limits. Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.
The Contractor shall make all reasonable attempts to preserve the scenic and natural environment within and adjacent to this project.
(c) Operations shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, lakes, reservoirs, and other surface waters.
1. Wash water or waste from concrete, aggregate or other operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.
2. Mechanized equipment shall not be operated in live streams without written approval by the Contracting Officer.
(d) No petroleum products or other hazardous substances shall be released on or into land or rivers, streams, impoundments or other waters, or into natural or manmade channels leading thereto or therefrom. Servicing of all equipment shall be done only in the areas approved by the Contracting Officer. The Contractor shall transport off government lands all waste oil, vehicle oil filters (drained of free-flowing oil), and oily rags and shall dispose of such materials in accordance with applicable State and Federal regulations.
1. If the total on-site oil or oil products storage exceeds 1320 gallons or if any single container exceeds a capacity of 660 gallons, the Contractor shall prepare and implement a Spill Prevention Control and Countermeasures (SPCC) Plan. Such plan shall meet applicable EPA requirements (40 CFR 112) including certification by a registered professional engineer. This plan shall include notification of appropriate state and local officials, the Contracting Officer and other appropriate agencies.
2. At all on-site work areas (including Contractor storage, transfer, fueling, mixing sites, etc., for oil, oil products or any hazardous materials), the Contractor shall take appropriate preventive measures to insure that any release of hazardous products does not enter any stream or other waters of the United States or any of the individual States and shall conform to the federal, state and local regulations. Planned spill containment locations in stream courses shall be established prior to commencement of work activities. These locations will be reviewed by the Contracting Officer or representative. When deemed appropriate, additional planned preventive measures shall be established for review by the Contracting Officer or representative.
3. The Contractor, acting independently, shall immediately take action to notify the appropriate agencies including the Contracting Officer, and to contain and clean up, without expense to the Government, all petroleum products or other hazardous substance releases which are on or in the vicinity of the project and which are caused by the Contractor's employees, directly or indirectly. The Contractor shall have the necessary materials on site to contain a spill which may occur on land or within live streams as appropriate for any potential flow conditions likely to occur. This may require absorbent pads and/or booms, or other containment devices. In the event the Government determines that additional resources beyond those of the Contractor's are required, the Contractor may be held liable for all damages and costs including, TO #6 (Oka-Wen), RFP No 1205M618R0002 FSR 4300 Buttermilk Road Road Maintenance Page 10 of 52 but not limited to additional labor, subsistence, equipment, supplies, and transportation deemed necessary by the Government for the containment and clean-up of petroleum products or other hazardous substance releases caused by Contractor's employees or resulting from or related to construction operations.
4. The Contractor shall notify the Contracting Officer of any hazardous materials to be used on the job and shall have Material Safety Data Sheets (MSDS) for those materials available on the job.
H.10 PROTECTION OF BOTANICAL RESOURCES
Previously unknown or unlisted populations of Protected, Endangered, Threatened, or Sensitive (PETS) plant species, or potential habitat for PETS species, may be located within contract project boundaries. The modification of contract specifications may be required to protect previously unknown PETS plant populations.
(a) Government's Responsibility - The Government will identify, as they become known, locations of PETS species that the Contractor could encounter in the progress of work under this contract.
(b) Contractor's Responsibility - The Contractor shall protect these areas that contain PETS species, as directed in writing by the Government.
H.11 CONTROL OF NOXIOUS WEEDS--CLEANING OF EQUIPMENT
To prevent the introduction and control the spread of seeds of noxious weeds onto and around National Forest land, the Contractor shall ensure all equipment moved onto National Forest land is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. When the Contractor is working in an area that has been identified as a noxious weed infestation area, the Contractor shall ensure equipment is cleaned of weed seeds prior to moving to another work area on the Forest. The Contractor shall employ whatever cleaning methods necessary, this may require a pressure hose, to ensure compliance with the terms of this provision, and shall notify the Forest Service prior to moving each piece of equipment onto National Forest land, unless otherwise agreed in writing. Notification will include identifying the location of the equipment's most recent operations.
The Contractor shall certify, in writing, compliance with the terms of this clause prior to each start-up of operations. For the purposes of this clause, "equipment" includes all motorized equipment operated off system roads, transport vehicles, and all motorized equipment used in road maintenance. Not included are log trucks, chip vans, pickup trucks, cars, or other vehicles used to daily transport personnel.
Special care shall be taken to assure removal of noxious weeds and their seed, specifically any species on the Washington State Noxious Weed Control Board website:

1. If any previously undiscovered Threatened Endangered or Sensitive vascular plants, bryophytes, lichens, or fungi are discovered, before or during project implementation, halt work until a USFS botanist is consulted and necessary mitigation measures are enacted. The list of rare plants of concern can be found on the following website:

3. For actions conducted or authorized by written permit by the Forest Service that will operate outside the limits of the road prism, require the cleaning of all heavy equipment prior to entering NFS Lands. See engineering contract specs H.12.
4. Suppliers must provide annual documentation to the USFS indicating that the following products have been examined by a qualified inspector and deemed free of State listed noxious weeds:
• Straw or other Mulch
• Gravel, Rock, or other fill
• Seeds (according to AOSA standards)
5. If weeds are present in the project area, all equipment and gear must be cleaned before leaving the project area to avoid spreading the infestation further.
6. If weeds are present in the project area, work from relatively weed-free areas into the infested area rather than vica-versa.
Revegetate all areas of bare soil exposed by project activities if there is a risk of noxious weed invasion. Native plant materials are the first choice in revegetation where timely natural regeneration of the native plant community is not likely to occur. Follow revegetation criteria and specifications for this project (see Spec. 841.06 Seed Mix).
H.12 CONTROL POINTS
The Contractor is responsible for the preservation of existing bench marks and other control points. The cost of replacing them may be charged against the Contractor and may be deducted from the payment for the work. If the Contractor finds missing controls they shall notify the Government who will replace them within two (2) days.

H.14 SALVAGE RIGHTS
No Contractor salvage rights exist under the contract unless specifically provided elsewhere herein.
H.15 MATERIAL SOURCES
Rock and mineral soil excavated within the normal excavation shall be conserved and used as needed.
Borrow sources are identified on the plans or elsewhere herein if made available by the Government. If alternate borrow sources are needed, they must be approved in advance by the COR. Such borrow sources shall be restored to a natural appearance. Materials acquired from commercial sources shall conform to government specifications and be from acceptable certified weed free commercial sources.
H.16 FURNISHING OF MATERIALS
Unless otherwise stated in the Special Project Specifications, the Contractor shall furnish all material required for performance of the contract. All material shall comply with the specifications. The Contractor shall verify the kind and amount of work that may be necessary in furnishing the material.
H.17 STORAGE OF MATERIALS AND EQUIPMENT
Materials shall be stored to assure the preservation of their quality and fitness for work.
Approved portions of the right-of-way or other areas on Government land may be used for storage purposes. All storage sites approved by the Government shall be restored to a satisfactory condition at the Contractor's expense.
H.18 LEGAL RELATIONS AND RESPONSIBILITIES
Government's Responsibility for Utilities
1. The Government will identify the roads in the Road Listing of, known locations of underground installations other than culverts and drains the Contractor could encounter in the progress of work under the contract; electric, telephone cables, water supply pipes, and induction loops within the road right of way.
Contractor's Responsibility for Utilities
1. The Contractor will notify Washington UULC 1-800-424-5555 and the utility companies and request utilities be marked on the ground prior to excavation.
2. The Contractor will notify all utility companies or other parties affected and make arrangements for all necessary adjustments of the public or private utility fixtures, pipelines, and other appurtenances affected by work under the contract.
In the event of interruption to utility services because of accidental breakage the Contractor shall promptly notify the utility authority and shall cooperate with that authority in the restoration of service. If damage occurs to the utilities the Contractor will be liable for damage to underground utilities.

800.1 Definitions
Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
1. Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Contractor's Representative and are dated.
2. Base course - The layer or layers of material placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)
3. Berm - A curb or dike that controls roadway runoff water, or delineates traffic direction.
4. Broad based dip - A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by high clearance vehicles; usually placed diagonal to the centerline.
5. Catch Basin. The area immediately adjacent to inlet invert of the culvert.
6. Channel. A natural waterway leading into or away from a culvert or bridge.
7. Cross ditch. A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by full-size pickups or other high clearance vehicles; usually placed diagonal to the centerline.
8. Culvert. Any structure that provides a passageway, drain, or waterway under a road or embankment.
9. Lead-off ditch. A ditch used to remove water from roadside drainage ditches, the roadway, cattleguards, or drainage structures such as culverts and drainage dips.
10. Ditch. A relatively long narrow excavation placed to collect or disperse water.
11. Drainage dip. A drainage structure that was previously constructed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.
12. Drainage ditch. A ditch located parallel to and abutting the roadbed.
13. Drainage structure. A term identifying manufactured devices placed to control water movements.
14. Drawings. Illustrations showing details of required work.
15. Equipment. All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.
16. Excess Material. Material from the roadway in excess to that needed for maintenance of roadway.
17. Foreslope. The slope of the ditch section nearest to the traveled way.
18. Grade. The vertical alignment of the top surface of the road.
19. Highway Vehicles. Vehicles such as, passenger cars and high clearance vehicles.
20. High Clearance Vehicles. Vehicles such as, pickups, 4x4s, and log trucks.
21. Hydrologic Function. Physical properties of the occurrence and movement of surface and subsurface water flows that intersects and crosses transportation systems.

22. Materials. Any substances specified for use in the performance of the work.
23. Measurement. The process of identifying the dimensions, quantity, or capacity of an item..
24. Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements for the work.
25. Original Contract Quantities. Those estimated quantities shown in the Schedule of Items as awarded.
26. Patching. Minor repairs.
27. Paved Surface or Pavement. Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.
28. Right-of-Way. A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private Lands), or (2) real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
29. Roadbed. The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.
30. Road Listing. A preliminary listing of road locations and any established work priorities.
31. Road Maintenance Levels. As used in this Contract - OBJECTIVE MAINT LEVEL: The maintenance level to be assigned at a future date considering future road management objectives, traffic needs, budget constraints, and environmental concerns.
OPER MAINT LEVEL: The Maintenance level currently assigned to the road considering today's needs, road condition, budget constraints and environmental concerns; in other words it defines the level to which the road is currently being maintained.
Maintenance Level 4 & 5: Roads with a moderate to high degree of user comfort and convenience. These roads receive maintenance on a routine basis, normally with brushing done yearly or biyearly.
Maintenance Level 3: Roads maintained for use by a prudent driver in a passenger car.
These roads generally receive maintenance on a routine basis, usually getting brushed every 3 to 4 years.
Maintenance Level 2: Roads maintained for use by high clearance vehicles. These roads generally receive only drainage related maintenance on a routine basic, and usually getting relegated to the lowest priority for brushing. Many have become mostly brushed in.
Maintenance Level 1: Assigned to intermittent service roads during time they are closed to vehicular traffic.
D – Decommission: Assigned to roads that have been or are to be decommissioned.
C - Convert Use: Convert use of the facility to another use such as a trail.
32. Schedule of Items. A schedule in the contract that contains a listing and description of maintenance items, quantities, units of measure, methods of measurement, unit price, and amount.
33. Shoulder. The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.
34. Slough or Slide. Material deposited on the roadway that may need to be repositioned or removed.

35. Slump. A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.
36. Standard Specifications. Specifications for all divisions of work.
37. Subgrade. Top surface of roadbed upon which the pavement structure, shoulders, and curbs are constructed.
38. Traveled Way. The portion of the roadway designated for the movement of vehicles, exclusive of shoulders but including turnouts and curve widening.
39. Turnouts. A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.
40. Unit of Measure. The unit and fractions of units shown in the Schedule of Items.
41. Unsuitable Material. Material removed during maintenance, which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.
42. Waterbar. A deeper type cross ditch, which is not intended for standard passenger vehicles.
43. Work Schedule. The Contractor's current schedule for work progression.

Section 801 Quantity Measurement Terms
02/2006
1. U.S. Customary Units of measure are used in conjunction with these specifications.
2. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.
3. All items, which are measured by the feet, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.
4. A station when used as a definition of term or measurement will be one hundred feet, or a precise location along a survey line.
5. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.
6. The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark.
Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements.
7. Materials measured by the cubic yard in the hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.
8. Measurement by the acre will use the length and width treated. Measurement of width will approximate significant slope breaks, but will not include minor deviations along the slopes. The measured slope distance for the length will multiply width treated and converted to a standard 10,000 square yard or acreage value of the surface area treated.
9. Measure square yard with horizontal longitudinal and traverse measurements.
10. The term "lump sum" when used in the Schedule of Items means the complete unit as required by or described in the contract.
11. Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.

814 ASPHALT SURFACE MAINTENANCE
814.01 Service Required
Repair and cleaning of pavement surfaces.
814.02 Performance Standard
This work is complete when the pavement is clean and free of cracks, potholes, and surface irregularities.
Follow industry standards as outlined in the Asphalt Institute Manual Series Number 16.
814.03 Location of Work
As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.
814.04 Measurement
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
A. Single Lane Roads: The work activity will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.
B. Double Lane Roads: The work activity will be measured along the centerline of the roadway. Measurement will be to the nearest one-tenth (0.1) mile.
C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.
D. Ton: Material measured by the ton shall be verified by certified weight tickets.
E. Linear Foot: Work activity by the linear foot will be measured using standard survey methods rounded to the nearest one (1) foot.
814.05 Payment
A. The accepted quantities will be paid at the contract price per unit of measurement for the Section 814 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.
