1. Description

Mastication: The expected result of this project is to mechanically alter fuel loadings on approximately 47 acres within a Ponderosa Pine stand accompanied with some mixed conifer located in the Hell Canyon National Recreation Area. In some areas of the units tree spacing can be tight and/or have large boulders to work around. Material to be treated is composed of pine and mixed conifer material. Trees to be thinned range in size from 18 inches tall up to the maximum cut DBH of 9 inches. Fuel amounts vary but are estimated at total of ~15-35 tons/acre. Treatment units are located on mostly a flat aspects with some easterly component ranging between 4100 feet and 4500 feet elevation. Treatment unit slope varies from 0 to 30% with an approximate average being less than 10%.

Fuel shall be masticated to alter fuel levels resulting in slash being in closer contact with the ground thus providing an increased rate of decomposition of the slash.

The Forest Service has marked all treatment units with boundary tags with unit name and number and plastic ribbon.

Grapple Piling: The expected result of this project is to reduce fuel loading by mechanically piling; 1) slash created by commercial harvest and pre-commercially thinned units and 2) natural build-up of woody debris on the forest floor. The end result of activities performed under this contract would produce areas where a wildfire (should it occur) could be contained quickly, provide greater safety for firefighters, and produce less damage to natural resources. Fuel amounts vary but are estimated at total of ~10-35 tons/acre. Treatment units are located on all aspects and located between 4500 feet and 6000 feet elevation. Treatment unit slope varies from 0 to 30% with an approximate average of 15%.

2. Location

Mastication: Work shall be performed on the Wallowa-Whitman National Forest. Treatment units are located within the Hell Canyon National Recreation Area within the Puderbaugh Project Area. Project Maps contained in “List of Attachments” reflect site locations of individual units. The information contained in these maps is complementary to the Technical Specifications.

Contractor shall notify the COR when pay items are complete and ready for inspection prior to moving out of the general area. Any unit not meeting contract requirements shall be reworked at the Contractor’s expense.

Maps will be provided to the successful quoter, at the post-award conference, with detailed access information and will show all treatment unit numbers and locations.

Grapple Piling: Work shall be performed on the Wallowa-Whitman National Forest. Treatment units are located on the Wallowa Valley Ranger District within the Cold Canal, BVine and Muddy Sled project areas. Project Maps contained in “List of Attachments” reflect site locations of individual units. The information contained in these maps is complementary to the Technical Specifications.

3. Post Award Conference (AGAR 452.215-73) (Nov. 1996)

A post award conference with the successful offer is required. It will be scheduled and held as soon as the contractor, CO and COR are available to meet after the date of task order award. The conference will be held at a mutually agreed upon location.

4. Traffic Control

All equipment will be contained within the project boundary. The Contractor is responsible for providing signs warning of the potential hazard from flying debris on all open roads adjacent to treatment units.

5. Safety The Government has identified the following hazards when performing complex restoration activities over a large project area. Contractor shall provide a job-specific safety plan at the post award conference addressing these hazards as well as any other hazards the Contractor has encountered in this type of work.

· Job specific PPE, including safety glasses, hardhats, foot wear, hearing protection, for individuals on the jobsite when outside of the machinery cab.

· Job and equipment specific first-aid kits, spill kits for fuel, hydraulic fluid, etc.

· Evacuation plan in case of injury.

· Working around heavy equipment and trucks, blind spots, backing, visibility, etc.

· Working near Forest Roads and Campground where flying debris can be dangerous.

6. 52.217-4 Evaluation of Options Exercised at Time of Contract Award. (June 1988)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate the total price for the basic requirement together with any option(s) exercised at the time of award.

7. 52.217-7 Option For Increased Quantity—Separately Priced Line Item (Mar 1989)

The government may require the delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The contracting officer may exercise the option by written notice to the contractor at any time within the task order performance period. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
