Description of Work and Standards
The expected result of this project is to reduce fuel loading by mechanically piling; 1) slash created by pre-commercially thinned units, and 2) natural build -up of woody debris on the forest floor. The end result of activities performed under this contract would produce areas where a wildfire (should it occur) could be contained quickly, provide greater safety for firefighters, and produce less damage to natural resources and adjacent private land.
Material will be grapple piled to allow for future burning of that material. All units are scheduled to be precommercial thinned during spring and summer of 2018 and will be available for grapple piling as soon as the precommercial thinning is completed. Contractor will be notified of unit availability as soon as the units have been precommercial thinned. Precommercial Thinning will be completed no later than September 30, 2019.
Protect special features within units as identified within the Project Specific Information Table below. No off road travel through private lands that lie adjacent to units.
2. Post Award Conference (AGAR 452.215-73) (Nov. 1996)
A post award conference with the successful offer is required. It will be scheduled and held as soon as the contractor, CO and COR are available to meet after the date of task order award. The conference will be held at a mutually agreed upon location.
3. Safety The Government has identified the following hazards when performing complex restoration activities over a large project area. Contractor shall provide a job-specific safety plan addressing these hazards as well as any other hazards the Contractor has encountered in this type of work.
· Job specific PPE, including safety glasses, hardhats, foot wear, hearing protection, for individuals on the jobsite when outside of the machinery cab.
· Communication in case of fire or injury.
· Job and equipment specific first-aid kits, spill kits for fuel, hydraulic fluid, etc.
· Evacuation plan in case of injury.
· Work around heavy equipment and trucks, blind spots, backing, visibility, etc.
· Work near Forest Roads and Campgrounds.
4. 52.217-4 Evaluation of Options Exercised at Time of Contract Award. (June 1988)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate the total price for the basic requirement together with any option(s) exercised at the time of award.
5. 52.217-7 Option For Increased Quantity—Separately Priced Line Item (Mar 1989) The government may require the delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The contracting officer may exercise the option by written notice to the contractor at any time within the task order performance period. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
