2026 Type 2 Crew Program 2026 Type 2 Crews BPA – Consolidated Q&A
1. Pricing & Competition
Q1. Is there a minimum bid price if a ceiling exists? Will vendors be notified if pricing is too low or allowed to revise bids?
Answer:
No. The Government does not establish a minimum quote price. Pricing is evaluated for fair and reasonable determination, and vendors are responsible for submitting pricing that reflects their operational costs.
The Government does not guarantee notification or opportunity to revise pricing if quotes are low.
Vendors must ensure pricing accuracy at submission.
Q2. How are “Fair and Equitable” rates determined, and how does this differ from “Fair and Reasonable”?
Answer:
• “Fair and Reasonable” refers to price analysis at time of award.
• “Fair and Equitable” applies post-award adjustments, ensuring rates reflect actual conditions during performance.
Rates are not based on a single national formula. They are evaluated considering:
• Market conditions
• Operational environment
• CLIN/location-specific factors
Regional cost differences (transportation, staging, etc.) are not separately reimbursed in pricing, so vendors must account for them in their proposed rates.
Q3. Will the Government change its policy on notifying high bidders but not low bidders?
Answer:
The Government evaluates pricing as part of the award process but does not guarantee uniform quote revision opportunities. Vendors should not rely on post-submission adjustments and should submit their most accurate pricing initially.
2. Training, Certifications, and LSA
Q4. Are FEMA training requirements changing or being eliminated?

NOTE: The ICS 200 the student will need to log in with their NFA account (if they don't have one, they will need to sign up for one with their FEMA SID). Once logged in, they can search for the class (Q0463 Basic Incident Command System for Initial Response (ICS 200).
Q5. Will Language Skills Assessment (LSA) requirements return or be added?
Answer:

3. FFT1 Qualifications & Personnel Management
Q6. What happens if a person is listed on multiple company rosters?
Answer:
Personnel must be:
• Accurately represented
• Available to support awarded resources If duplication results in insufficient staffing:
• The Government may require corrective action
• Affected resources may be suspended until compliance is verified
Q7. Can personnel leave a company mid-contract due to concerns (e.g., workplace issues)?
Answer:
This is primarily a contractor employment matter, not a Government-controlled process.
However:
• Contractors must maintain accurate rosters
• Any staffing changes must still meet agreement requirements
4. E-Verify Compliance
Q8. Will the Government verify E-Verify compliance?
Yes. Under FAR 52.222-54:
• Contractors must use E-Verify for eligible employees
• The Government is actively assessing compliance across the industry Contractors not compliant may face:
• Contractual remedies
• Increased oversight

Q9. How does the Contracting Officer evaluate company performance?

Q10. Will there be a true performance-based dispatch system?
Answer:
The program continues to evaluate improvements, but:
• Dispatch prioritization remains influenced by existing national ordering systems and resource availability
• No fully performance-based dispatch model is currently implemented
6. Crew Management & Program Integrity
Q11. How is the Government addressing “phantom crews” or insufficient staffing?
The Government is increasing oversight through:
• FFT1 verification requirements
• DDP accountability If a contractor cannot staff awarded resources:
• Those resources may be suspended from dispatch

7. Wages & Labor Rates
Q13. What are the applicable wage and fringe rates?
Wage determinations are governed by:
• The Service Contract Act wage determinations in the solicitation (Wage Determination No.: 1995- 0221, Revision No.: 73, Dated 01/15/2026) Vendors should rely on the official wage determination included in the contract, not informal figures.
