1. Designated Dispatch Point (DDP) Submission Timing
Q1. In the 03/17 meeting it was stated that May 1st would be the deadline for providing DDP documentation. Is this extended (beyond the April 1 deadline) specifically for documentation, or can DDP addresses at time of quote be submitted as “TBD” and provided by May 1?
Answer:
No, actual DDP addresses must be submitted at the time of quote. May 1, 2026 is the deadline for submitting documentation demonstrating ownership, leasehold interest, or legal control of the quote/awarded DDP.
• April 1, 2026 remains the quote submission deadline
2. Personnel Across Type 2 BPA and Type 2IA Contract
Q2. Can a Crew Boss listed for the Type 2 BPA also serve as an Alternate Crew Boss on the Type 2IA Contract?
Answer:
No, Key Personnel are not interchangeable between the Type 2 BPA and the Type 2IA contract without first removing/replacing the key personnel on one agreement/contract and adding them to the other agreement/contract with approval from the Government.
Q3. Can an FFT1/ICT5 on a Type 2IA Contract serve as an FFT1 on the Type 2 BPA?

4. Use of Non-Verified Personnel in Temporary Situations
Q5. Are contractors limited to using only FFT1s that appear on the Government’s verified list, even in temporary or situational assignments?
Answer:
No, after the award has been made the contractor may use any qualified FFT1. For the T2 crews, the FFT1 is not considered key personnel for the purpose of award. The verification process is being completed to ensure that there are personnel in place to cover awarded crews.

5. Scenario-Based Staffing Flexibility
Q6. If two crews are listed (2 CRWBs, 6 FFT1s), and only one crew is deployed, can a CRWB be used as an FFT1 if needed?
Answer:
Yes, after the award has been made, a qualified CRWB can be used in the FFT1 role.
