About this file

This is a Questions and Answers document for the 2026 Type 2 Crew Program FFT1 & CRWB (Crew Boss) Qualification requirements under federal contract 1202SC21Q0001.

The document clarifies submission timelines and documentation requirements for Federal Firefighter Type 1 (FFT1) personnel and Crew Bosses. FFT1 documentation (Exhibit D.9 resume, fire experience records, certificates such as S-131, and completed FFT1 Performance Task Book) must be submitted by June 1, 2026, for guaranteed Government review, though vendors may complete FFT1 training after the April 1, 2026, proposal deadline. FFT1s are not treated as Key Personnel requiring submission at proposal closing, but contractors must maintain records and provide them upon request. Complete and finalized task books are required, with the Government evaluating documentation adequacy based on ability to confirm qualification. Crew Bosses are no longer tied to specific crews but are maintained on an approved Government roster; previously verified Crew Bosses need not be resubmitted if remaining with the same contractor, though those transitioning to FFT1 roles must meet FFT1 documentation requirements. B.5.3 roster submissions are due April 1, 2026, while FFT1 documentation is due June 1. Personnel must be fully qualified prior to mobilization and dispatch, with contractors responsible for ensuring readiness. The Government may suspend affected resources if insufficient FFT1s or Crew Bosses are provided, with suspension decisions based on verified personnel availability and ability to staff crews safely. Additional FFT1s and Crew Bosses may be submitted after initial submission subject to Government review capacity, and FFT1 documentation should be submitted via designated channels separate from technical proposals.

1. FFT1 Submission Timing & Requirements

Q1. When are FFT1 qualification documents due? Are they required with the proposal?

Answer:

• FFT1 documentation is NOT required at time of quote submission (April 1, 2026).

• Documentation (Exhibit D.9 + supporting materials) must be submitted by June 1, 2026, to guarantee review.

• Submissions after June 1 may be reviewed at Government discretion, depending on fire season workload.

Q2. Can FFT1 training be completed after proposal submission?

Answer:

Yes. Vendors may complete FFT1 training after proposal submission, provided qualification documentation is submitted by June 1 for guaranteed review.

Q3. Are FFT1s considered Key Personnel requiring full preseason submission?

Answer:

• FFT1s are not treated as proposal-time Key Personnel requiring submission at closing.

• Contractors must still:

o Submit documentation by June 1 for verification.

o Maintain records and provide them upon request.

Q4. Can FFT1s be verified after June 1 or during the season?

Answer:

• Yes, however:

o Submissions after June 1 are not guaranteed review.

o Verification is dependent on Government capacity during fire season.

2. FFT1 Documentation Requirements

Q5. What documentation is required for FFT1 qualification?

Answer:

At minimum:

• Exhibit D.9 Resume

• Fire experience documentation

• Certificates (e.g., S-131, entry-level training)

• FFT1 PTB (Task Book)

Refer to the FFT1 qualification requirements as listed in the solicitation.

Additional documentation should support all claims listed in the resume.

Q6. Do we need to submit full PTBs or only select pages?

Answer:

Contractors must provide sufficient documentation to verify qualifications, including:

• A complete and finalized PTB.

• The Government evaluates adequacy based on ability to confirm qualification.

Q7. Are CTRs, hotline documentation, or training records required?

Answer:

• Documentation submitted as part of the technical quote should adhere to the requirements of Exhibit D.9.

• CTRs are not required.

• The contractor shall have a system of records which should contain, but is limited to, the copies of employees’ training certificates, task books, incident qualification cards and experience records.

• Contractors must provide supporting records if requested.

• The Government reserves the right to verify experience and qualification claims, including training and operational history.

Q8. Are full resumes required for FFT1 personnel?

Answer:

Yes. Exhibit D.9 resumes are required for FFT1 verification submissions.

3. CRWB (Crew Boss) Requirements & Changes

Q9. Are Crew Bosses still tied to specific crews?

Answer:

No.

• Crew Bosses are no longer assigned to specific crews.

• The Government maintains an approved Crew Boss roster, improving:

o Operational flexibility o Qualification oversight

Q10. Do previously verified Crew Bosses need to be resubmitted?

Answer:

• No, if remaining with the same contractor the Crew Boss was verified under.

• Contractors should ensure records are current and available for verification.

Q11. If a Crew Boss was previously verified but is now serving as FFT1, is a new submission required?

Answer:

Yes. If the individual is being counted as FFT1 for verification purposes, they must meet FFT1 documentation requirements.

4. Rosters, Staffing, and Verification

Q12. Must FFT1/CRWB rosters be submitted by April 1?

Answer:

B.5.3 must be submitted by April 1.

For Exhibit D.9 resume template, requirements:

• FFT1 documentation is due June 1 for verification.

• CRWB documentation is due April 1 for verification.

Q13. Do FFT1s and CRWBs need to be fully qualified (fitness test, refreshers) before submission?

• Personnel must be qualified prior to mobilization, not necessarily by April 1.

• Contractors are responsible for ensuring readiness at time of dispatch.

Q14. Are personnel tied to a specific company or can they be shared?

• Personnel are expected to be associated with the contractor’s approved roster.

• The Government uses these rosters to ensure accountability and verification integrity.

Q15. Will the Government cross-reference FFT1s to specific crews (e.g., 3 per crew)?

• The Government evaluates overall staffing sufficiency, not strict crew-by-crew mapping.

• Contractors must demonstrate adequate personnel to staff awarded crews.

5. Staffing Sufficiency & Suspension Risk

Q16. What happens if a contractor does not provide enough FFT1s/CRWBs?

• The Government may determine insufficient overhead exists.

• Affected resources may be suspended until compliance is achieved.

• This ensures:

o Safe operations o Fully staffed crews

Q17. How will the Government determine which crews are suspended?

Decisions are based on:

• Verified personnel available.

• Ability to staff crews safely and completely.

• The Government retains discretion in these determinations.

Q18. What is the response time if records are requested during the agreement period?

• Contractors must provide records within a reasonable timeframe.

1202SC21Q0001 - 2026 Annual Review

• Failure to do so may result in:

o Suspension of affected resources until verification is complete.

• FFT1 documentation should be submitted via the designated submission method (e.g., Box link).

• They should not be included with the technical proposal submission.

Yes.

• Contractors may submit additional personnel for verification.

• Subject to Government review capacity, especially during fire season.

Answer:

• Contractors should input qualification dates in the appropriate experience/qualification fields, consistent with solicitation instructions.

Q22. Should both FFT1 and CRWB qualifications be listed?

• The highest qualification.

• Any additional relevant qualifications where applicable.
