1. Personnel Roles Across Agreements
Q1. Can pooled Crew Bosses on the Type 2 Agreement also serve as Alternate Crew Bosses on the Type 2 IA Contract?
Answer:
No, Key Personnel are not interchangeable between the T2 agreement and T2IA contract.
Q2. Can an Alternate ICT5 on the Type 2 IA contract perform as an FFT1 on the Type 2 Agreement?
Answer:
No, Key Personnel are not interchangeable between the T2 agreement and T2IA contract.
2. FEMA / Training Requirements
Q3. Is there any possibility to amend the BPA to waive FEMA certification requirements due to website access issues?
Answer:
No changes to training requirements are currently being implemented.

NOTE: The ICS 200 the student will need to log in with their NFA account (if they don't have one, they will need to sign up for one with their FEMA SID). Once logged in, they can search for the class (Q0463 Basic Incident Command System for Initial Response (ICS 200).
Q4. Can this agreement be used to certify ICT5s?
Answer:
No. This agreement does not serve as a certification mechanism.
• Qualification and certification processes remain separate from the contract.
• Contractors are responsible for ensuring personnel meet NWCG qualification standards prior to mobilization.
3. Designated Dispatch Point (DDP)
Q5. Is the May 1 deadline for DDP documentation separate from the April 1 quote deadline? Can DDPs be “TBD” at submission?
Answer:
• Yes, May 1, 2026 is the deadline for DDP documentation.
• April 1 remains the quote submission deadline.
• Contractors should provide DDP information at time of quote when possible, but supporting documentation is due by May 1 for verification.

Q6. If a company verifies 15 Crew Bosses and 25 FFT1s, can they staff 10 crews with flexibility to interchange roles?
Answer:
No, with this scenario the contract could be awarded to eight (8) crews.
• Each crew must have one (1) CRWB and three (3) FFT1’s
• Crew Bosses are no longer tied to specific crews.
• The Government maintains an approved Crew Boss roster, allowing flexibility.
• Contractors may utilize personnel across crews as needed.
However:
• Contractors must demonstrate sufficient personnel to staff all awarded crews.
• Insufficient staffing may result in suspension of affected resources.
Q7. How will the Government decide which crews are suspended if staffing is insufficient?
Answer:
The Government will allow the contractor to decide which crews will be made unavailable due to insufficient staffing.
5. FFT1 Documentation & Experience
Q8. How should resumes be completed if an FFT1 has an old or illegible PTB?
Answer:
Contractors must provide sufficient documentation to verify qualifications.
• Include:
• Exhibit D.9 resume
• Supporting experience documentation
• Completed and legible PTB
• Certificates and training records The Government evaluates whether documentation is adequate to confirm qualification.
6. Personnel Role Flexibility
Q9. Can approved personnel (CRWB or FFT1) work in different roles (e.g., CRWB filling FFT1 role)?
Answer:
Yes, with conditions:
• Personnel must meet qualification requirements for the role they are performing.
• If counted toward FFT1 staffing, they must meet FFT1 documentation requirements and have submitted documentation for both qualifications.
The Government evaluates overall staffing sufficiency, not rigid role assignments.

Q10. If Crew Bosses were previously approved, do they need to be resubmitted?
Answer:
• No, if they remain with the same contractor and were previously verified.
• Contractors should maintain updated records and provide them if requested.
Q11. Should Crew Bosses still be listed in Microsoft Forms even though they are not tied to crews?
Answer:
Yes, the CRWBs should be listed, Additional CRWBs or an “NA” can be entered in the place of the alternates
• Required forms must still be completed as instructed (with the exception of the alternates).
• The Government maintains a centralized Crew Boss roster, even though they are not assigned to specific crews.
**Note: If you have already submitted a quote on a previously awarded crew without listing your crew boss(es), please do not resubmit your quote. The Government will follow up with you to obtain a complete list of crew bosses after the annual review modification closes. Quotes for new crews will still need to list the crew boss.
