SF 1449, Section A, Block 18a
Payment Information
Will Block 18 on the SF 1449 have the following payment information:
INVOICE PROCESSING PLATFORM ALL INVOICES MUST BE SUBMITTED
ELECTRONICALLY THROUGH THE INVOICE PROCESSING PLATFORM IPP VIA
WWW IPP GOV. If so, will an amendment be issued to add the invoicing processing verbiage?
05/03/2024 – The IPP payment information will be reflected on the award 1449.
Section B
Labor Pricing
In accordance with the Schedule of Items in Section B, it is our assumption that the Unit Price of HOURS for the Overtime CLINs are to be based on a loaded Labor Hour Rate and that the Unit Price of DAYS is to be based upon a "day rate" made up of 8 hours per day. Please confirm.
05/06/2024 – Overtime hours would be true time and a half rate. The daily rate is fully burdened. OT begins when the employee exceeds 8- hours during a normal workday. If the employee is an hourly employee, Hourly rate (regular pay rate for an employee paid by the hour) - If more than 40 hours are worked, at least one and one-half times the regular rate for each hour over 40 is due. If the employee is salary based, then the overtime will be paid as straight time at the employees’ standard rate of pay.
Section B.5 (f)(2)
Minimum A&P Time for
Apprentice
Is there an experience minimum amount of time required beyond an A&P for an Apprentice Mechanic position? The RFP requires a Minimum qualification of an A&P and having a valid US drivers license.
05/06/2024 - There is not a minimum amount of experience required beyond the A&P.
Section B.5(g) (2)
CMMS
What standardized CMMS is currently being used by/for the Sherpa SMX Program, which tracks the aircraft maintenance actions – and requires the aircraft logs and records clerk to be proficient in? Request the name of the System and provide an understanding how and when the Contractor personnel will be trained in usage of the System.
05/06/2024 – we currently do not have a CMMS in place. We are using custom excel spread sheets. We are in work on a solicitation for a CMMS contract, once selected and awarded we will have a date for implementation and training.
Section B 23 Section B.5 (h)(1)(ii) Forklift Certification Is there a timeframe associated for the Parts Clerk to obtain a forklift certification? Is it required at contract award?
05/06/2024– The Parts Clerk needs to possess a Forklift Operator’s certification at start of contract performance.
Section C
Section C.1 (f)
Base Closure Impacts
Excusable delays are discussed. What is the USG intent should there be a Base closure and employees are notified by the USG not to come into work?
As examples, base closure due to unusually severe weather, delays of common carriers, floods, epidemics, etc. The SCA covers Holidays, but not any of these types of instances. Will the contractor be paid for these days or are we to take this into account as we develop our labor hour rates? History indicates the Redmond, Oregon Base has been closed by the USG multiple times during the conduct of the current contract.
05/06/2024 – The vendor is not paid for goods & services not received.
Past weather closures have averaged 1-3 days.

Sec on B. Schedule of Items and
Sec on C.1, 52.212-4 Sec on C, C.4 52.212-5 (c )(3) and Sec on D, Exhibit
Please confirm the Government will only use the Offerors proposed direct labor wages and associated benefits contained in the Wage Determina on for evalua on purposes and will allow the successful awardee to be reimbursed during execu on at the wages and benefits necessary to execute the work.
5/14/2024 – All cost will be evaluated only as proposed at the time of the proposal submissions are received by the Government.
Sec on B. Schedule of Items and
Sec on C.1, 52.212-4 Sec on C, C.4 52.212-5 (c )(3) and Sec on D, Exhibit
Due to the increased wages and benefits the incumbent is paying the current workforce (appears to be above Government provided AWD), will the Government please confirm that future price adjustments will be approved for the delta increases between what an Offeror proposes and what the successful Offeror has to pay during execu on? This will allow all Offerors to propose the wage determina on rates and benefits provided in the solicita on and have an avenue for recovery during execu on for those costs necessary to execute the program.
5/16/2024 – Employers can choose to pay employees as they deem necessary as a business decision as long as the minimum requirement specified in the applicable wage determination are met. Each option year of the contract, the wage determination incorporated into the resultant contract will be verified and added to the option to extend services modification and if there is a difference (higher or lower) and the contractor wages paid to their employees are lower than the amount of the change in the wage determination, then the contractor can request a price adjustment of only the difference between the current wages paid and the wages provided in the wage determination. If the wages currently being paid to the employee are higher than the wages specified in the wage determination, then the contractor is not entitled to an adjustment. The Government expects its contractors to build anticipated wage increases into their option year pricing when building their proposals submitted in response to RFP’s. What the vendor proposes to pay their employees is strictly a contractor’s business decision and will be evaluated at the time of the proposal evaluation.
