6) Quoters shall submit their quote(s) in the following format and quantities specified here:
a) Prior Experience: Submit a short narrative providing a list of experience the firm has (either as a prime or sub-contractor) for work relevant to this requirement, which includes both boiler and appurtenance removal, and wall and roof assembly demolition, patching, and reconstruction. The narrative should indicate the type and complexity of the work performed, the location and timeframe of the work, a list of concurrent projects, and a description of the equipment and types of personnel used. Quotes may also include project photos or other information related to experience and capability if desired.
b) Past Performance: Submit a list of up to three (3) current or past relevant construction projects involving both exterior wall demolition/reconstruction and HVAC components contracts awarded or performed within the past three (3) years that were similar in scope to this requirement. Provide project owner contact information including name, email, and phone number, as well as a project description, award value, performance location, and period of performance. For work performed as a sub-contractor, state the award value of the sub-contract in relation to the prime contractor’s overall project award value.
c) Technical Approach: Submit a narrative statement on the sequence of construction you plan to utilize, including proposed construction schedule showing dates and times of work performance, intended boiler removal method (either in whole or in pieces, and associated safety hazard mitigation plan), and intended use of the boiler upon project completion (scrap or operational, and if you are providing a reduced price in consideration of the value of either of these uses).
d) Price: Submit a filled-in Schedule of Items.
This information will be used by the Government for evaluation purposes in order to make a contract award decision (see sub- Section M.3 below).
SECTION M – EVALUATION FACTORS FOR AWARD
Addendum: In the following provisions, replace all references to “offeror” or “bidder” with “quoter,” and “proposal” or “bid” with “quote.”
Quotes will be evaluated using Simplified Acquisition Procedures IAW FAR 13.106-2 Evaluation of Quotes. The Government intends to award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the Government.
M.1 – FAR Provision(s) <Reserved>
M.2 – AGAR Provision(s) <Reserved>
M.3 – Evaluation Procedures Quotes received will be evaluated as described below:
1) Prior Experience: When evaluating this factor, the Government will evaluate the extent to which the quoter and its team demonstrate relevancy (similarity in size, scope, and complexity), recency (more recent experience will be preferred to less recent experience), and depth (quantity of similar projects) in relation to the scope of this project. Showing immediate availability of relevant equipment and materials will be preferred to showing contingent/conditional availability of relevant equipment and materials.
2) Past Performance: When evaluating this factor, the Government will evaluate past performance based on an assessment of the quality of past work and your reputation with your customers and others.
The Government will contact some of the offeror’s customers to ask whether or not they believe:
(1) That you were capable, efficient, and effective;
(2) That your performance conformed to the terms and conditions of your contract to include adherence to schedule;
(3) That you were reasonable and cooperative during performance; and
(4) That you were committed to customer satisfaction.
The Government may obtain and evaluate Past Performance information obtained from sources other than those identified in the quote. The Forest Service will utilize existing databases of Contractor performance information and solicit additional information from the references provided by the Quoter and from other sources if, and when, the Contracting Officer finds
12010919Q0097 – SEADC Boiler Removal and Wall Reconstruction the existing databases to be insufficient for evaluating a Quoter’s Past Performance.
A Quoter’s Past Performance will not be evaluated favorably or unfavorably when:
• The Quoter lacks relevant performance history, or
• Information on performance is not available.
3) Technical Approach: When evaluating this factor, the Government will favor quotes proposing to work during the normal business hours of the SEADC, with minimal disruption to Government employees, Government operations, and services provided by the SEADC.
4) Price: When evaluating this factor, the Government will evaluate price for reasonableness in accordance with FAR 13.106-3(a).
