SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 – Scope of the Contract The Tongass National Forest requires construction work at the Southeast Alaska Discovery Center involving demolition of an exterior wall, removal of a biomass boiler, and reconstruction of the exterior wall. The title to this removed piece of property will transfer to the Contractor for their own use, or for disposal as scrap.
The Contractor shall furnish all labor, materials, equipment, supervision and transportation to perform all work listed on the schedule of supplies/services as ordered.
C.2 – Project Description and Location
1) Description: This project is for removing a Hurst wood fired boiler, Hurst pellet storage hopper, and all associated electrical, plumbing, and mechanical appurtenances and connections with the existing oil fired boilers at the Southeast Alaska Discovery Center (SEADC).
The intent of this contract is for the contractor to provide the complete removal of the Hurst wood fired boiler system as described in the contract. Unless otherwise provided, the contractor is to furnish all labor, materials, equipment, tools, safety provisions, transportation, and supplies and perform all work required to complete the project in accordance with the provisions of the contract.
2) Location and Facilities: The SEADC is located at 50 Main Street, Ketchikan, Alaska near the cruise ship dock. Ketchikan is a full service community accessible by the Alaska Marine Highway and commercial airlines.
3) Access to Construction Site: An urban road system provides access to the SEADC.
4) Other Contractors performing work in and around the Discovery Center may be working at the same time, particularly at the southeast corner where a new door and entrance is being added. The Contractor shall coordinate work with other Contractors.
5) Background Information: The Hurst Biomass Boiler system was installed in summer 2011. Following this there were many issues with the boiler not working correctly and the auger getting caked up due to incorrect sizing for the facility in which it was installed (manufactured for use in a larger-square-footage building). Subsequently the biomass system was turned off in 2013 and the building returned to heating the building solely using the oil fired boilers. It was later determined that the Hurst system was designed for a much larger heating load than the demand of the Discovery Center.
6) Special Conditions:
a. Design and construction will meet the current versions of federal, state, local ordinances, and model building codes.
b. Contractor will be responsible for daily removal and disposal of all construction debris.
c. Contractor shall repair any damage to facilities or site affected by the work.
d. All items to be removed become the property of the contractor, including the entire Hurst Biomass Boiler System.
e. All material shall be delivered, stored, handled, and installed per manufacturer’s specifications and recommendations.
f. Perform work in a manner that ensures the safety and convenience of the public and protects property adjacent to the project. Provide temporary barricades and signs as needed to route pedestrians safely around work areas. Original traffic patterns shall be re-established at the end of each work day.
g. Ensure heating of the Discovery Center is undisturbed during removal. Any shutdown of the existing system shall last no more than 4 hours. Provide 48 hours of advance notice prior to any shutdown.
C.3 Statement of Work
The Contractor shall remove entire Hurst Biomass Pellet Boiler system, and return the system to its former reliance on use of the existing diesel fired boilers as the primary heat source for the entire building. Frame in wall openings left by the removal of the system. Feature wall as shown in attached photos shall remain, but the Biomass Hot Water Boiler sign adjacent to feature wall shall be removed. Contractor may remove exterior walls adjacent to system if desired and return to existing state.
1. 1-1: Remove Hurst Wood Fired Boiler and all associated appurtenances. This includes:
a. Hurst Boiler 27 HP 100 Series Firebox hot water heating boiler and all associated plumbing and mechanical equipment
b. Hurst Pellet Storage hopper located in enclosed exterior shed adjacent to pellet boiler.
c. 480 Volt Step Transformer, and associated wiring, conduit, controls, and breakers going back to the main distribution panel.
d. 12” Hurst boiler double wall stack, including concrete riser.
e. Remove all concrete lifts to be flush with surrounding floor.
2. 1-2: Remove Weather Wall and Exterior Double Doors. Remove weather wall installed in front of double doors.
Remove one set of double doors, door frame, threshold, door hardware, associated gutter and downspout, and all associated appurtenances. Frame in opening as shown in details on sheet S3.5. Install siding and paint as described here:
a. Siding: 8” Lap plain bevel siding, ¾” butt.
b. Paint: Cabot Driftwood Gray, semi-solid, or as approved by COR.
3. 1-3: Exterior Storage Enclosure Work. Once the hopper is removed, install bird netting ¾” mesh over all open areas at the top of the exterior enclosure. Power wash and clean area inside storage shed.
C.4 Period of Performance
Contract time is 60 days, which starts upon receipt of the Notice to Proceed. Contractor shall schedule the work within the 60 days, and, once started, work continuously until complete. Perform work between 0600 and 2100, Monday through Friday.
C.5 Notification and Maintenance of Work Schedule
At the pre-work meeting, provide a proposed schedule of work showing beginning and completion dates of salient work items for the Contracting Officer’s approval. Contractor shall maintain the schedule up to date, and provide it to the Contracting Officer upon request.

(a) Definitions. As used in this clause- “Commercially available off-the-shelf (COTS) item”-
(1) Means any item of supply (including construction material) that is-
(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
“Construction material” means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
“Cost of components means”-
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
“Domestic construction material” means-
(1) An unmanufactured construction material mined or produced in the United States;
(2) A construction material manufactured in the United States, if-
(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic; or
(ii) The construction material is a COTS item.
“Foreign construction material” means a construction material other than a domestic construction material.
“United States” means the 50 States, the District of Columbia, and outlying areas.
(b) Domestic preference. (1) This clause implements 41 U.S.C.chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for construction material that is a COTS item. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.
(2) This requirement does not apply to information technology that is a commercial item or to the construction materials or components listed by the Government as follows:
___________________<none>________________________
(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that-
(i) The cost of domestic construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American statute is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent;
(ii) The application of the restriction of the Buy American statute to a particular construction material would be impracticable or inconsistent with the public interest; or
(iii) The construction material is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality.
(c) Request for determination of inapplicability of the Buy American statute. (1) (i) Any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including-
(A) A description of the foreign and domestic construction materials;
(B) Unit of measure;
(C) Quantity;
(D) Price;
(E) Time of delivery or availability;
(F) Location of the construction project;
(G) Name and address of the proposed supplier; and
(H) A detailed justification of the reason for use of foreign construction materials cited in accordance with paragraph (b)(3) of this clause.
(ii) A request based on unreasonable cost…
