About this file

This is a Specifications and Requirements document for Broward County, Florida's FEMA Emergency Food Service contract, which provides catered food and beverage services for Water and Wastewater Services (WWS) personnel and other county agencies during declared emergencies or disaster events. The vendor must supply all labor, equipment, supplies, food, and transportation to deliver up to four meals daily—breakfast (250 meals), lunch (400 meals), dinner (250 meals), late dinner (100 meals), and snack bags/boxes (350 meals)—to six designated WWS locations throughout Broward County. Meals must be fresh food prepared daily and delivered according to specified time windows: breakfast 6:00–8:00 a.m., lunch 11:30 a.m.–1:30 p.m., dinner 5:30–7:30 p.m., and late dinner 12:00–1:00 a.m. The vendor must provide an emergency preparation and response plan addressing alternate facility locations, goods storage, transportation, and replenishment strategies. Vendor qualifications require a minimum of three years of catering or food service experience with three reference customers, location within the Florida Tri-County Region (Palm Beach, Broward, Miami-Dade), current Florida food service licenses, a food inspection within one year of bid submission, and certified food protection manager certification. The contract includes provisions for onsite facility inspections, a pre-commencement meeting with the county, and strict compliance with environmental restrictions prohibiting polystyrene foam and single-use plastic products.

Pricing terms allow invoicing only after meal delivery, with no payment for unauthorized menu changes, incomplete meals, or late deliveries. The county reserves the right to modify meal quantities, schedules, menus, and locations with 24-hour vendor implementation requirements, and may cancel all meals without penalty with 24-hour notice; cancellations with less than 24-hour notice trigger a flat-rate restocking fee for orders up to 200 meals. Payment may be made via Broward County Purchase Order or Purchasing Card with no additional charges or minimum order amounts. All meal packaging must comply with Federal food safety standards and Florida Administrative Codes, with containers labeled with vendor information, food items, portion numbers, and preparation date/time. The contract prohibits Meals-Ready-To-Eat and pre-packaged meals except for snack bags, requires full generator backup at the vendor's facility for power failures, and mandates 24/7 staff availability. Although the county does not guarantee placement of orders, this contract is solicited in compliance with Federal Procurement Standards to enable FEMA reimbursement for disaster events. Vendors must demonstrate that they maintain adequate supplies and refueling arrangements to operate when normal suppliers may be closed due to emergencies.
