About this file

This is a bid form issued by the Louisville Metro Office of Management and Budget for the Seneca Park Tennis Courts Renovation project in Louisville, Kentucky, scheduled for February 2026. The project involves renovation of existing tennis courts at Seneca Park located at 3151 Pee Wee Reese Road and includes construction of one new tennis court, four new pickleball courts, asphalt milling and paving, fence work, concrete walk construction, site work, drainage, grading, and related site amenities as detailed in the project plans and specifications. Bidders must familiarize themselves with local conditions, request for bids documents, general provisions, specifications, and project drawings prior to submission. The successful contractor must execute a contract within ninety days of bid acceptance and begin work within ten calendar days of receiving notice to proceed. The contract duration shall be specified by the bidder in terms of days from the Notice to Proceed.

Bids will be evaluated using a weighted scoring system allocating 40 points maximum for references and experience and 60 points maximum for price, with the highest-scoring proposal recommended for award rather than the lowest bid price alone. The bidder must submit a base bid lump sum for all required work and complete a detailed proposal table itemizing costs for erosion control, demolition, earthwork, site work-drainage, paving, finish grading, fencing, and court coating. Unit prices must be provided for potential change order work including concrete and asphalt removal, excavation, stone and base materials, concrete and asphalt pavement, storm pipe installation, backfill and compaction, topsoil, seeding, silt fence, and finish grading. Upon contract award, the contractor shall submit a Schedule of Values for owner approval and invoice monthly based on completed work with the owner retaining 10 percent on all invoices until satisfactory project completion. Subcontractors must be listed for approval, and any substitutions to specified materials require owner authorization.
